SAN DIEGO (CNS) - State data has landed San Diego County in the most restrictive tier of the state's COVID-19 reopening plan, meaning nonessential businesses have two days to prepare for the regression.Dr. Wilma Wooten, the county's public health officer, said the restrictions associated with the purple tier will go into place just after midnight Friday."These are the results of our individual actions and behaviors that assign us to a tier," she said.Many nonessential businesses will be required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms. Amusement parks, and live audience sporting events are closed. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers will be able to remain open with 25% of the building's capacity. No food courts will be permitted.Schools will be able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. San Diego County Supervisor Nathan Fletcher said Tuesday that 11 counties in California were preparing to move to more restrictive tiers. He said it was likely cases would continue to increase for weeks, even after the purple tier restrictions."Slowing the spread of COVID is like turning an aircraft carrier, it's not a jet ski," he said.Fletcher also announced the county would give 40,000 masks to law enforcement officers and encouraged law enforcement agencies throughout the county to step up enforcement.The county's demotion from the less-restrictive red tier is the result of two weeks of case rates that exceeded the threshold of 7 per 100,000 residents. In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.State officials reported Tuesday that San Diego County had an unadjusted new daily coronavirus case rate of 10.0 per 100,000. The adjusted case rate dropped to 8.9 per 100,000. Last week's unadjusted case rate was 8.7 per 100,000.Dr. Mark Ghaly, the state Health and Human Services secretary, gave credit to San Diego County for its efforts."With every county ... we're always in close dialogue. I myself talk to many counties every day, whether it's their public health leaders, their elected leaders -- answer questions, hearing perspectives, hearing viewpoints and trying to relate and express our level of concern," Ghaly said Tuesday."But it also always comes with a hand of support, a hand of interest in trying to figure out what is the next thing we can do, what is the current state of affairs, and that goes for San Diego as well," he said. "I commend the leadership there, up and down from their board to the number of people in their public health department and throughout the county who are really going to tremendous effort to not just keep things open but first and foremost to pay attention to transmission, to recognize that this is a serious and, you know, deadly situation for many and we want to do what we can to reduce transmission."According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.Even as the number of cases continues to climb, the testing positivity rate for the region continues a decline. From last week's data, it dropped to 2.6%, a 0.8% decline. It still remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.3% to 6.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case numbers to determine where counties stand.San Diego County health officials reported 483 new COVID-19 infections and seven deaths Tuesday, raising the region's total to 61,053 cases and 915 deaths.Of the tests reported Tuesday, 5% returned positive, raising the 14- day rolling average of positive tests to 3.5%.Of the total number of cases in the county, 4,084 -- or 6.7% -- have required hospitalization and 944 patients -- or 1.5% of all cases -- had to be admitted to an intensive care unit.Five new community outbreaks were reported Tuesday, one each in a restaurant/bar, grocery setting, retail setting, TK-12 school and a business setting. Over the previous seven days, 39 community outbreaks were confirmed. A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days. 5538

SAN DIEGO (CNS) - The historic Hotel del Coronado is reopening Friday, ending the first closure in the hotel's 132-year history.The famous red-roofed hotel on Coronado Island's Orange Avenue closed with other hotels in late March as the COVID-19 pandemic reached San Diego.Hotels have started to reopen in June, following state and county public health guidelines. The Hotel del Coronado, a major tourist attraction, will reopen with limited amenities and reduced occupancy.Hotel del Coronado General Manager Harold Rapoza told 10News guests and hotel staff can expect to feel safe and comfortable after numerous modifications."We disinfect all the high-touch areas, including the light switches, remote control, door handles. We sanitize the entire room, and then we put a seal on the outside of the door so when guests do check in, they know that no one has accessed the room. They are the first person to access the room since it was cleaned and disinfected," Rapoza said.Rapoza added face coverings/masks will be required for all hotel staff and guests while in public areas. He also said there will be sanitation stands and cleaning wipes around the resort.Rapoza said as soon as they learned the hotel would be allowed to reopen, staff worked "fast and furious" to meet new health and safety guidelines."This is a very busy resort in the summer. There's a lot of foot traffic and we wanted to make sure we could manage through the guidelines. We want everyone to come and enjoy the Del and see the Del this summer. We're excited to show them our new amenities and our new protocols," he told 10News.The luxury villas the Beach Village at The Del will also open Friday. The hotel's main pool and Cabana guestrooms will remain closed until at least July 19 until upgrades are completed.Until the pool reopens, hotel management said guests will be able to borrow sand chairs for the beach and umbrellas for free. Guests will also get a daily dining credit and discounted self-parking.The hotel plans to premiere its Sun Deck, ENO Market & Pizzeria and Babcock & Story Bar in early August."I think people are excited. I mean, this is a great time of year for Coronado and for the town. The weather's great and our beaches are amazing, and I think people are going to enjoy it," Rapoza said.Hotel del Coronado opened in February 1888 and quickly gained a reputation as a celebrity getaway. The agency is working with San Diego Unified School District officials to notify those who were potentially exposed and provide TB testing.Patrick Henry High School is currently participating in social distancing protocols and onsite TB screening will not be available at the school. Identified students who may have been exposed to TB can get tested with their primary care provider. Students who do not have a medical provider may contact agency staff to arrange for free testing by appointment only.Identified staff will be provided testing by the San Diego Unified School District.Tuberculosis is transmitted from person to person through indoor air during prolonged contact with an infectious person. Most people who are exposed do not become infected.``Testing is recommended for everyone who was determined to have been exposed to make sure they are not infected, since initial infection typically has no symptoms,'' said Dr. Wilma Wooten, county public health officer. ``Early diagnosis is important so that people can get treatment and prevent them from developing the infectious form of the disease.''Symptoms of infectious tuberculosis include persistent cough, fever, night sweats and unexplained weight loss. People with symptoms of TB, or who are immune-compromised and may not show symptoms, should consult their medical provider to be evaluated for the bacteria. SAN DIEGO (CNS) - The Bengal tiger cub rescued during a smuggling attempt at the US-Mexico border was joined Monday by a Sumatran tiger cub from the National Zoo in Washington, D.C.The Bengal tiger was discovered last month at the Otay Mesa border crossing last month and taken to the San Diego Zoo Safari Park for care.RELATED: Smuggled tiger cub found at US-Mexico borderThe Sumatran tiger that joined the cub in San Diego is nine-weeks-old. He has been fed by humans since last month because his mother became aggressive toward him. Zoo personnel said the cub would "chuff" in a friendly tiger greeting but his mother, Damai, would not respond.Animal care staff from the Safari Park were on hand at San Diego International Airport to meet the cub and the keepers upon their arrival. The young tiger was immediately transported to the Safari Park’s Ione and Paul Harter Animal Care Center, where he will continue to receive the care he needs.“We are beyond thrilled to welcome this tiger cub to the Safari Park,” said Andy Blue, associate curator of mammals at the San Diego Zoo Safari Park. “His keepers reported he did extremely well during the flight — slept most of the way. SAN DIEGO (CNS) - The San Diego City Council's Public Safety and Livable Neighborhoods Committee unanimously voted Wednesday to send a suite of proposed regulations on dockless scooters to the full council.Mayor Kevin Faulconer introduced the regulations Oct. 18 after the city spent months wrestling with how to both ensure public safety and allow dockless scooter companies like Bird, Lime, and Razor to continue operating in San Diego.Faulconer's proposal would mandate that scooter companies limit the maximum speed of scooters in high-traffic areas of the city, send monthly data reports to the city detailing things like parking and trip information, educate riders on local traffic laws, and indemnify the city for liability for riders injured within city limits. The companies would also have to obtain an annual permit and pay associated operational fees.RELATED: 885
