SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. SAN DIEGO (KGTV) -- A street in San Diego’s Gaslamp Quarter is shutting down starting Thursday for bars, restaurants and other businesses to create more space for customers.From Thursday to Saturday, Fifth Avenue will be closed between G and L streets as a way to help break up potential overcrowding as downtown businesses reopen.The street closure will start at 11 a.m. on Thursday and Friday, with “Curbside Gaslamp” running from 3 p.m.-12 a.m. on both days. 469

SAN DIEGO (KGTV) — A water hydrant break Friday flooded a stretch of Midway District road and swallowed a traffic signal.The break was reported on Midway Drive between Sports Arena Boulevard and Kemper Street, according to San Diego police. The stretch of road was closed fdue to flooding.There was no estimated time of restoration.The flooding in the area was so severe, a traffic signal sunk about halfway into the ground.San Diego Fire-Rescue crews were able to shut the water off shortly before 5:30 p.m. 516

SAN DIEGO (KGTV) -- Amazing artwork emerged after looters damaged windows and buildings following the peaceful protests in La Mesa in May. Many of the paintings were removed during restoration. Now, two local organizations are coming together to help artists preserve their pieces.The Preserve Community Art! Program is an initiative put on by the Balboa Art Conservation Center and ARTS, which stands for A Reason to Survive."We thought really hard about what we can do to contribute to the conversation beyond just making a statement of solidarity," says Bianca Garcia with the BACC.The pieces they are trying to preserve emerged from local social justice movements in our community illustrated by local artists."The art that is coming out of the movements, black lives matter, is sitting at the forefront," says James Halliday, Executive Director of ARTS. "We see the murals and writings of those words on public streets; it creates a really interesting dynamic."Halliday says the pieces are important because they capture moments in time and show the generation's demands.The BACC says that it won't just be displayed in the museums because of the uniqueness of the artwork.If there are any local artists interested in preserving their work with the program, they can email program directors at communityarts@bacc.org. 1330

SAN DIEGO (KGTV) - A young man was trapped in his car after a crash on southbound Interstate 15 at I-805 Monday afternoon.The solo-vehicle crash happened about 1:30 p.m. The man went off the freeway and into a tree, leaving his car a mangled wreck.San Diego Fire Captain Steve Salasz described the rescue as a “complicated effort”.Several firefighters used saws to free the man, whose foot was stuck in a floorboard.The man, who was alert and talking during the rescue, was taken to Scripps Mercy Hospital for treatment.There was no word on his condition but Salasz described his injuries as “severe”.Investigators did not release the cause of the crash. 662
