San Diego (KGTV)- It’s crunch time for California Republican candidates, wanting the official endorsement from their party. Their last minute pitches and speeches are happening this weekend at the Sheraton San Diego Hotel and Marina. Republican candidates, staff, and volunteers say they are ready to shake things up in Sacramento. “I will be the loyal opposition to the wayward liberals of the Legislature,” Lt. Governor candidate, Cole Harris said, at the candidate forum. “Jerry Brown has certainly left a mark in our state over the years,” Judge Steven Bailey said. The State Attorney General said Brown has not been the leader they had hoped for."We've had eight years of Jerry Brown,” Gubernatorial candidate, John Cox said. “Poverty has soared, the cost of living has soared, taxes have soared, so we're excited for the chance to change all of that."Republican Gubernatorial  candidates, John Cox of Rancho Santa Fe, and Travis Allen of Huntington Beach have until Sunday to pitch to the nearly 1,000 member GOP delegation in San Diego this weekend, to get the prized official party endorsement.They only get that if they win 60% of the votes cast at the convention tomorrow. With the endorsement, both men say the will be ready to fight head-on against Democratic frontrunner, Gavin Newsom. And if elected as Governor, both promised to rid both the controversial Gas tax increase the State's Sanctuary law. "These are the issues that affect every single Californian, regardless of political party,” Gubernatorial candidate, Travis Allen said. Allen said he has supported President Trump from the beginning.  While Cox did not vote for Trump in 2016, he eventually pledged his support of the President. SAN DIEGO (KGTV/CNS) – San Diego City Council Monday passed a proposal that bans Styrofoam and single-use plastics in a 5-3 vote. In July, the City Council Rules Committee voted 3-2 in favor of prohibiting the use and sale of containers and other items made with Styrofoam.The measure, proposed by Councilman Chris Ward, prohibits the use and sale of egg cartons, food service containers, coolers, ice chests, pool or beach toys, mooring buoys and navigation markers made partially or completely of polystyrene foam, commonly called by the brand name Styrofoam.The city's Environmental Services Department must also provide a list of safe, affordable alternatives to polystyrene products should the ban go into effect.Polystyrene products don't degrade the way more natural products do, taking hundreds of years to break down. Because of this long life span, marine and terrestrial fauna can and do mistake polystyrene for food."Our growing reliance on disposable plastic to fuel our ‘culture of convenience' is not without cost. Globally, an average of eight million tons of plastic ends up in the ocean," said Roger Kube, a policy adviser with the 5 Gyres Institute, when Ward introduced the proposal in May. "Once there, sunlight and currents shred plastic debris into smaller particles called microplastics, which absorb and concentrate toxic chemicals up the marine food chain and into our bodies. From plankton to fish, and to humans that eat seafood, plastic pollution is changing the very chemistry of life."Opponents of the ban claim it will have a disproportionately negative effect on local restaurants who may not be able to afford more expensive alternatives to polystyrene containers the way larger chain restaurants can. A study by the California Restaurant Association, San Diego Chapter, found that the ban could force small food service businesses to spend up to 145 percent more for polystyrene alternatives like compostable paper."We're opposed to the ban because polystyrene is a recyclable product," said Chris Duggan, the San Diego chapter's director of local government affairs. Duggan compared polystyrene's potential for reuse to that of an empty pizza box or a used paper plate and noted that polystyrene can be and is recycled into things like crown molding.Restaurant owners in City Council District 4, represented by Myrtle Cole, pushed back on the proposal Friday when they delivered more than 50 letters opposing the ban to Cole's district office. Restaurant owners in District 4 claim that Cole has not met with them despite multiple requests to voice their concerns."The impacts of Styrofoam and single-use plastics are permanent and threaten the health of San Diegans, wildlife, and industries critical to our region," Ward's office said. SAN DIEGO, Calif. (KGTV) -- A fishing shop in Kearny Mesa was burglarized early Sunday morning. The break-in was caught on the San Diego Tackle Traders' surveillance cameras just before 4:30 a.m. The video shows two suspects, wearing masks and gloves, getting into the shop using a crowbar. The two people can be seen walking into the business, on Convoy Court, with a cooler and some type of container, heading towards the back of the shop. The owners of San Diego Tackle Traders say the suspects got away with several fishing reels and rods, a total value of ,000 to 0,00. The owners tell 10News this is a big blow to their small business. They say they work by appointment only and don't advertise their address online because of the value of the items they sell. The owners are now hoping people will keep an eye out for anyone trying to sell brand new fishing equipment. Anyone with information is asked to call the San Diego Police Department. 964

SAN DIEGO, Calif. (KGTV) - A former assistant at a local nursing home is accused of raping a disabled patient. In a story that you'll first see on 10News, Team 10 investigative reporter Jennifer Kastner discovered the patient was a stroke victim who uses a wheelchair. What may have happened behind the walls of the Paradise Hills nursing home is difficult to process. An accusation of rape seemed to have slid under the radar for almost a year, until now. It was a few months ago when 10News was tipped off about Reo Vista Healthcare Center, which touts being named one of Newsweek's top nursing homes and having a Medicare 5-star rating.This week, San Diego Police confirmed that detectives referred the case to the District Attorney's office, which is charging 26-year-old Ariel Chavarin-Camargo with forcible rape and a "lewd act upon a dependent adult by a caretaker". He is now sitting in a South Bay jail. According to state documents, it happened last February to a 58-year-old woman who uses a wheelchair and was living in the nursing home after suffering from a stroke and panic disorder. The documents report that the morning after the alleged assault, she reportedly came "crying" to a nurse, claiming that the night before, when she was returning from the kitchen and on her way back, "one of the CNAs (Certified Nursing Assistants) stated that one of her breasts was exposed." According to the documents, he “followed her and he exposed his private parts to her". She reportedly said, "the CNA raped her" for up to three minutes. A forensic exam reportedly found male DNA in her private area. According to the documents, when he was later questioned, he suggested that she came onto him but admitted "it happened” and “there was penetration". He reportedly said, "I feel bad. It happened so fast." Prosecutors believe that man is Chavarin-Camargo. He resigned after the reported rape. The administration of Reo Vista Healthcare Center sent 10News the following statement on Tuesday."We are grateful to local law enforcement and the District Attorney’s Office for successfully prosecuting this individual for their crime. Our team took immediate steps last February to suspend the individual, to notify, and to fully cooperate with authorities. We take all matters regarding patient safety and the conduct of staff seriously. Moreover, the actions of this individual do not reflect the values we hold at our facility. Our priority remains to provide the highest level of care for the patient and their families." Chavarin-Camargo’s next court hearing is scheduled for February 11th. 2603

SAN FRANCISCO (AP) — A California state audit found that the University of California wrongly admitted at least 64 wealthy students over the past six years as "favors to donors, family, and friends."California State Auditor Elaine Howle also found in the audit released Tuesday that campus staff falsely designated 22 of the applicants as student-athlete recruits because of donations from or as favors to well-connected families.The University of California, Berkeley, admitted 42 less-qualified applicants based on connections to staff, leadership, and donors.The audit was conducted in response to the national college admissions scandal that embroiled prestigious universities around the country, athletic coaches and dozens of wealthy parents. 756
