SAN DIEGO (KGTV) — This week, San Diego County will learn whether its coronavirus case rate forces the region to move into California's restrictive purple tier of reopening.If the county is forced to move into the most restrictive tier, several business types will have to enact more stringent capacity limits or move operations outdoors only:Retail stores at 25% capacity indoors,Restaurants can have outdoor dining only,Shopping centers at 25% capacity with closed common areas and a closed food court,Personal care businesses can have outdoor operations after working indoors with modifications.Museums, zoos, and aquariums can operate outdoors only,Places of worship and movie theaters can be outdoors only,Gyms and fitness centers can operate outdoors onlyLast month, California moved personal care services, like nail salons, tattoo parlors, and skin care services, into the same category as hair salons and barbershops. County spokesman Michael Workman said if the region does fall into the purple tier, the new restrictions would take effect 12:01 a.m. Saturday. This time, however, they would not be accompanied by an additional round of federal stimulus money to help small businesses make it through. "It's sustainable for a few months at time, but if you start talking about 12 to 18 months of this you're going to see hundreds and hundreds of restaurants and bars go out of business," said Steve Billings, owner of North Park's Original 40 Brewing Company. Ben Clevenger, President of the San Diego County chapter of the California Restaurant Association, says they are writing a letter asking local and state officials for a one-week extension in hopes the COVID-19 metrics improve.As for their members, he says it's up for each restaurant owner to decide what to do."We keep advising them to do safe social distancing, safe operation practices," Clevenger said. "But at the end of the day, it's up to them, the individual businesses, whether to they're going to stay open or close and follow the guidelines. I think right now, there's a lot of restaurants in survival mode, and they don't have a choice but to stay open and hope for the best."The purple tier also requires a case rate of 7.0 or more and testing positivity of 8% or more. The county's testing positivity has largely sat at 3% to 3.5% for the last four weeks, which falls within the positivity metric for the orange tier of reopening.If the county falls into the purple tier, it will have to meet red tier criteria for two consecutive weeks before it can move forward, according to the state. 3008
SAN DIEGO (KGTV) -- The San Diego Fire-Rescue Department gave 10News a behind the scenes look at the specially-trained team that solves arson cases. Inside Station One is the elite and highly specialized Metro Arson Strike Team, or MAST, made up of fire investigators, police detectives, ATF, FBI and a bomb squad. The team is dedicated solely to investigate arson. To be on the specialized team, MAST training goes beyond the fire academy. “You are wearing the hat of an electrical engineer, a scientist, a fire fighter, a report writer. We wear a lot of different hats and we have to be good at it,” said Captain James Shadoan. MAST spent the day with 10News demonstrating how they perform the task of solving an arson. SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption. "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. SAN DIEGO (KGTV) — The San Diego Zoo Thursday called for action against recent moves aimed at weakening the Endangered Species Act.Monday, the Trump Administration moved to lessen protections established in the act. The moves effectively end blanket protections for animals newly classified as threatened and now allow economic cost to be taken into account when deciding whether a species must be protected."We are concerned that the changes to the Endangered Species Act will make it more difficult for us to protect species across the world for future generations," San Diego Zoo tweeted. "We have a rich diversity of unique species, many of whom find refuge in San Diego county.
