SAN DIEGO (KGTV) - A college student is suing the San Diego County Sheriff's Deputies from the Las Colinas Detention Facility after she disfigured her face while detained.The lawsuit stems from May 6, 2019. San Diego State student Tanya Suarez, 23, tried methamphetamine with a new group of friends.The document states she had psychotic delusions in a gas station parking lot, causing nearby San Diego police officers to arrest her for being under the influence of drugs.According to the lawsuit, at Las Colinas Detention Facility, while being fingerprinted, she heard another woman screaming about her eyes. That's when Suarez started to claw out her own right eye.Deputies restrained her on a gurney and cut her acrylic nails leaving them jagged.The suit claims deputies then placed her in a safety cell unrestrained. Suarez started clawing again at her right eye.She says the entire time she was screaming and saw a guard standing outside her cell filming her with an iPhone.Within five minutes she scratched both eyes out.Documents state it took another 5-10 minutes before deputies entered the cell.Suarez is now blind and, according to the lawsuit, she was known "to sleep with the lights on because she is afraid of the dark. Now she lives in complete darkness."The lawsuit states she told nurses she is bipolar and was previously hospitalized for wanting to commit suicide.Suarez's lawsuit states she is going back to finish her psychology degree at SDSU and is taking classes with the Center for the Blind; adding she wants to help others who suffer from mental illness and drug abuse.The San Diego County Sheriff's Department sent 10News the following statement: 1681

SAN DIEGO (KGTV) - A cold-case murder shrouded in mystery for decades just led investigators across the country, straight to a San Diego man. In June of 1984, 15-year-old Reesa Trexler was found naked, raped and stabbed to death in her grandparents' home in Salisbury, outside Charlotte, N.C. For more than 35 years there were few answers. Last year, Trexler's younger sister, Jodie Laird, appeared on the Dr. Phil show to quash long-held speculation that she was the killer. The big break was DNA evidence uploaded to a public genealogy website, which pointed to a suspect. According to search warrants obtained by WBTV, the suspect was Curtis Edward Blair, who was still living in San Diego when he died of heart failure in 2004. His body was exhumed from his grave in North Carolina for DNA samples, before police closed the case. Police say he was working at a Frito Lay plant near the home and had no connection to the family.RELATED: Suspect in 1986 Escondido cold case homicide arrested“Thirty-five years is a long time and we’re just as happy as we could possibly be," Laird said. “I know that we’ll never get all of the answers that we want, but at least we have the answers that we need.”10news uncovered some answers about his criminal resume during his time in San Diego. Records show he moved to the area two years after the murder. The 43-year-old was arrested and charged in 1986, accused of robbing two men, one at knife point. SAN DIEGO (CNS) - The U.S. Department of Defense announced Wednesday its phased plan to distribute and administer the COVID-19 vaccine from the Naval Medical Center in San Diego and the Naval Hospital in Camp Pendleton.The DOD is working with the Department of Health and Human Services and the U.S. Centers for Disease Control and Prevention on the distribution of COVID-19 vaccines.As one of the 64 jurisdictions to which the United States government has allocated vaccines, the DOD plans to administer its initial allocation of 43,875 doses of the COVID-19 vaccine to populations of uniformed service members -- both actives and reserves. That includes members of the National Guard, dependents, retirees, civilian employees and select contract personnel.The department is prioritizing DOD personnel to receive the vaccine based on CDC guidance, first focusing on those providing direct medical care, maintaining essential national security and installation functions, deploying forces, and those beneficiaries at the highest risk for developing severe illness from COVID-19 before other members of the DOD population.Distribution will be conducted in phases. Due to limited availability of initial vaccine doses, the first phase will distribute and administer vaccines at select locations.Initial distribution sites -- including the two local sites -- were selected by the DOD's COVID Task Force based on recommendations from the military services and U.S. Coast Guard, to best support several criteria:-- Anticipated supply chain requirements, such as cold and bulk storage facilities-- Local population of at least 1,000 priority personnel across the military services-- Sufficient medical personnel to administer vaccines and actively monitor vaccine recipientsThe distribution of the allocated COVID-19 vaccines will begin once the Federal Drug Administration authorizes the COVID-19 vaccine for emergency use and in accordance with Operation Warp Speed guidance.Other distribution sites in the continental United States include Fort Hood, Texas, Joint Base Lewis McChord, Washington, Fort Bragg, North Carolina, and Walter Reed National Military Medical Center in Bethesda, Maryland. 2200

  

SAN DIEGO (KGTV) -- At least five food handlers have tested positive for COVID-19 -- four restaurant employees and one grocery store employee, according to San Diego County health officials.County Supervisor Nathan Fletcher said Sunday that the grocery store alerted county officials and followed sanitation protocols before reopening the store.Fletcher also stressed that there is no evidence of COVID-19 association with food, citing the U.S. Centers for Disease Control and Prevention guidelines.MORE: SAN DIEGO COUNTY COVID-19 TRACKER"If you have a sick worker, they must stay home," Fletcher said. He said the county is adding more food inspections throughout the county.Health officials did not identify the four restaurant employees who contracted the disease or where they work.A spokesperson with Albertsons Companies confirmed to 10News on Saturday that an employee of an Escondido grocery store tested positive for COVID-19.INTERACTIVE MAP: Confirmed coronavirus cases in San Diego CountyAlbertson's Public Affairs Director Melissa Hill told 10News that the employee is receiving care and has not worked at the store since March 24. Hill said the Escondido store has been through multiple sanitizing and disinfecting cycles, and used third-party expert service.Dr. Eric McDonald, the county's medical director of epidemiology, said there are no pending COVID-19 tests of staff at Albertson's, but any workers who present symptoms of the virus will be sent home.Employers are urged to call 858-505-6814 to report any sick workers. 1549

  

SAN DIEGO (KGTV) - A former employee of the San Diego Metropolitan Transit System is suing the agency for retaliation after he said he stood up for a co-worker.Ivan Augustino moved to the United States from Sudan and still volunteers with projects for his native country. He started working for MTS in 2015.“It was pretty good,” Augustino said.Augustino worked as a Senior Applications Developer.“I am the main guy that deals with the complicated back end computer codes,” Augustino said.In 2017, he said he made a move that changed everything. It started with a co-worker.“One morning, she walked into my office pretty much in tears,” Augustino said.He said that a co-worker confided to him the Chief Information Officer discriminated against her when she asked about a promotion. The lawsuit filed against MTS claims the CIO told Augustino’s co-worker she was “not qualified for the job because of her age, her marriage and family planning status, and her relationship to an active duty military service member.”“The other question she also asked was, how old are you? You seem like you are at an age where you would be having kids,” Augustino said. It was a shocking conversation.“You know, that is wrong,” Augustino said.After his co-worker told him what happened, he first asked advice from another co-worker who then took it to human resources. Augustino said his co-worker did not want to bring the complaint to HR.“The last thing that anyone within the IT department wants is to take an issue to HR because once you report it to HR, there is going to be retaliation,” Augustino said.And that’s what happened, according to the former MTS employee. Initially, he was concerned how MTS investigated the complaint.“I was expecting someone to at least come and talk to me, but no one spoke to me,” Augustino said.He said retaliation began by the CIO and his direct supervisor.“The way they treated me just changed,” Augustino said.He claimed management suggested they would give him recommendations if he found another job. On another occasion, Augustino said they “mocked [his] English as a second language” in an email. On top of that, he said 98 hours of paid time off promised to him for working overtime on a big project was revoked, along with a promised promotion.“Coming from where I come from, I just felt like I did not even know what to do,” Augustino said.Feeling “degraded” and “intimidated”, he submitted a letter of resignation. However, he said he gave management an option.“If you can address this issue and the executive team and bring what I view as retaliation to a stop, I will pull my resignation,” Augustino said. Instead, he said he was fired and walked out of the building by security. His termination came a little over a month after he voiced his concerns about his female co-worker.A spokesperson for MTS told Team 10: “There is absolutely no validity to any of Mr. Augustino’s claims.”When asked if he would defend his co-worker again, Augustino said “absolutely.”Attorneys Zachary Schumacher and Daniel Goularte represent Augustino."This is absolutely a David versus Goliath situation," Schumacher said.Schumacher said fear is why people don't speak up."I like to compare it to battered wives syndrome, where you essentially have this person or in this case this entity who has this major power and balance who is doing all sorts of awful things and figuratively at least, battering its employees and yet they don't leave. They feel this sense of loyalty," Schumacher said. Team 10 was not able to get in touch with his female co-worker, but the lawsuit stated that she has since been moved to a “lonely, quiet corner of the office.” 3684
