SAN DIEGO (KGTV) - It could take more than three weeks for out-of-work Californians to get unemployment insurance payments.The California Employment Development Department (EDD) tells 10News, during normal circumstances, an Unemployment Insurance (UI) claim takes approximately 21 days from filing to payment.Right now, the circumstances in California are anything but normal.According to a report from the state's Legislative Analyst's Office, "Given the extraordinary number of applications received recently, as well as the expectation that claims will continue to increase over the coming weeks, the Legislature should anticipate that first benefit payments will take much longer than 21 days."The report states similar delays occurred in the Great Recession. EDD tells 10News they are currently experiencing a large increase in claims filed in their programs and have staff working overtime to keep up with the demand."Given the unprecedented increase in UI claims due to COVID-19, we have taken several steps — working around the clock, including Saturdays and Sundays, and redirecting hundreds of staff to process UI claims — to ensure every Californian gets benefits as timely as possible. We do not expect any significant delays at this time. Should the situation change, and delays arise, we will notify the Governor's office, stakeholders, and the public as soon as possible," an EDD spokesperson told 10News."We're seeing impacts higher than what we saw at the Great Recession," said Andrew Picard with the San Diego Workforce Partnership.This week the organization put out a report on potential impacts of COVID-19 on employment in San Diego County.The report stated, "In the first three days of partial closures (March 16-18), Californians submitted 190,000 unemployment insurance claims — more than quadruple the weekly average — and the March 19 statewide order to shelter in place will bring more layoffs."Between March 16 to 22, the Workforce Partnership received notices or phone calls from 52 employers that are considering or have executed layoffs or work-hour reductions for a total of 3,865 impacted workers. SAN DIEGO (KGTV) - In recent weeks colorful bikes have filled the streets of San Diego. Dockless bike ridesharing companies were ready to go once the City Attorney's Office said they could operate. The city says LimeBike, Ofo, Mobike and Bird Scooter all have the proper licenses to operate here.LimeBike says in just two weeks they've logged 30,000 rides.The San Diego Bike Coalition supports the companies and believes the accessibility and affordability will help the city in its climate action plan. However, some residents have major concerns with the bikes, reporting that they're being left in the middle of sidewalks and on people's property. They've also witnessed scooter riders not wearing a helmet and people riding where they're not supposed to.Zack Bartlett, the general manager for LimeBike in San Diego, says they have an operations team patrolling the city 24/7 to run safety checks and reposition bikes improperly parked. SAN DIEGO (KGTV) -- Many kids are starting the school year with a device at home as schools across the state go back in session.Meanwhile, some of their teachers are back in the classroom alone, running classes virtually to help keep some of the normalcy intact."I come to school for the kids," said Tanya Morrison, a geography teacher at West Hills High School in Grossmont Union High School District.Last school year, she taught six classes and saw around 190 teenagers every day."Now, I am waiting for my students to log in," Morrison said.Instead of walking up and down rows of desks, she teaches her twice a week virtual lessons through the computer. Her computer sits at eye-level thanks to a stack of textbooks.Morrison's got two screens, so she can see the teens and the lesson."They should already be working," she said. "They get their assignment at 8 in the morning on our Schoology platform, and they just log-in, and it's kind of self-directed work, and then we move into twice a week Zoom meetings," she said.Preparation for the lesson began days earlier.Instead of a free form approach, Morrison makes a slide presentation to keep the students engaged."I’ll use an app today called Pear Deck, and what it does is it makes Google Slide presentations interactive," she said. "So each slide they have a chance on their end to write a response and it kind of forces engagement and gives them something to do while I'm talking."But even with all the planning, there's still challenges."In the classrooms, I can see that kids are disengaged," she said. "With this, I'm trying to figure out are you really disengaged or do you have a lot of kids in your house, and it's just easy to get distracted."Morrison's been teaching for 16 years.Instead of teaching from home she chose an empty classroom and campus to make sure she's focused on the students as this year's needs are so different. Not everything happens in a Zoom session."Just those normal conversations that might happen in five seconds in the room is like 45 minutes of buildup and email conversations, can I call you now, are you going to answer and those little things," she said.With more than half of the counties in California on the state’s monitoring list, most learning, for now, is at a distance.Morrison doesn't make the rules on how or when kids will be back, but she tries to control what she can."It gives me that passion to keep going and just to see that I do this for the kids," she said. 2481
SAN DIEGO (KGTV) -- Low inventory and historically low interest rates are driving California's red-hot real estate market.According to the California Association of Realtors, home sales climbed to their highest level in more than a decade, and the median home price set another high for the fourth straight month.It's making it harder for buyers to buy low but easier for sellers looking to sell high."With everything shutting down, I just figured now was the time to do it," said Kristi Gonzalez.After a career in the San Diego area, Gonzalez is retiring, moving out of state, and about to cash out."I think now is a great time to sell," she said. "There's very low inventory. It will make it easier for me."If you've paid attention to California's real estate landscape, the market is hot in many cities."We're seeing about a 10 percent increase in the last four to five months, and that's insane considering where we were," said Jordan Beal, president of the Beal Group.Beal said the San Diego area sees an influx of buyers from New York, the Bay Area, and Los Angeles."When you look at the fact that money is as cheap as it is, people who have been able to keep their jobs combined with a lot of tech people who can now work remotely and see San Diego as really cheap market compared to the Bay Area, Los Angeles, and New York, I don't see our market slowing down anytime soon," Beal said.The same thing is happening as you head north into the Central Valley."Inventory is historically low, interest rates are historically low, and it's just kind of the perfect storm with that whole supply and demand," said Ronda Newport, president of the Bakersfield Association of Realtors.Newport said the Bakersfield market is on fire.It's a combination of locals looking to take advantage of interest rates and those from wealthier ZIP codes trying to get out of a big city."If you have an LA buyer or a Bay Area buyer, and if they sell their home, you know a small little home for what they sell for in that area, and they move to Bakersfield, and they see what they can get for the money here, it's an easy decision," she said."We are just breaking all sorts of records," said Bruce Blair of Blair Properties.Blair's been selling homes along the Central Coast since the 70s.He said some people are buying houses they've never seen. Some buyers are paying in cash, and those who aren't have large down payments."It's tough to make any type of prediction right now, but right now, the housing market is not affordable for a lot of people in San Luis Obispo County, and that's a problem."According to the California Association of Realtors, September's statewide median home price was 2,430. That's up more than 17 percent from September of last year.According to a survey from Zillow, life uncertainty, likely caused by COVID-19, keeps more than a third of would-be sellers out of the market.The Zillow survey found many sellers say they anticipate a higher sale price if they wait.So, what to do? Unfortunately, there's no crystal ball."I don't anticipate it slowing down too much," said Carla Farley, President of the Greater San Diego Association of Realtors. "Unless we get some interest rates that go crazy after the election cycle, maybe that might slow some things, but I don't anticipate that happening either."According to the California Association of Realtors, the median number of days it took to sell a California single-family home was 11 days in September, down from 24 in September 2019. SAN DIEGO (KGTV) - Mayor Kevin Faulconer is proposing new regulations for dockless scooters around the city.Faulconer, Council members Lori Zapf and Chris Cate, and representatives from the scooter companies held a press conference Monday morning at NTC Park, in Liberty Station to address growing concerns over the safety of dockless scooters. “We want to make sure that its safe, that there are clear rules of the road and regulations that make sense.”Faulconer is proposing to “geo-fence” certain areas around the city.
