BEIJING, April 7 (Xinhua) -- Chinese Premier Wen Jiabao said here on Monday the free trade agreement signed between China and New Zealand was of importance and profound significance.     Wen told New Zealand Prime Minister Helen Clark in their talks that the signing of the free trade accord "explored broad prospects for deepening mutually beneficial cooperation between the two countries". BEIJING, July 17 (Xinhua) -- China's State Flood Control and Drought Relief Headquarters said Thursday night it had launched a level-three flood control emergency response mechanism to cope with Typhoon Kalmaegi.     Tropical storm Kalmaegi escalated to typhoon level on Thursday and was expected to be reinforced and land the coast areas in east China's Zhejiang and Fujian provinces on Friday, according to the headquarters. FUZHOU, July 28 (Xinhua) -- Typhoon Fung Wong, the eighth tropical storm to hit China's coast this year, made landfall in the southeastern Fujian Province on Monday, according to the provincial observatory.     The eye of the powerful typhoon landed at Donghan Town of Fuqing City at 10 p.m. with winds of up to 119 km per hour. "Heavy rains and winds are expected after the eye leaves the town," an official with the flood control office of Fuqing City said.     Before the typhoon landed, Fuqing had seen torrential rain with 205 millimeters falling from midnight to 8 p.m. on Monday.     In Puxia County, the power was cut off as 15 electricity transmission lines and 498 transformer stations were damaged. But no casualties were reported.     The typhoon is also likely to bring more heavy rains and strong winds in coastal areas of the province early on Tuesday. BEIJING, Oct. 4 (Xinhua) -- China's State Council, or the Cabinet, has decided to further extend a program that involves special funds for infrastructure and other projects in three particularly arid and poor areas in the country's remote northwest.     While extending the program from 2009 to 2015, the government also decided to raise the annual total funding from 200 million yuan (29.2 million U.S. dollars) to 300 million yuan, Xinhua learnt Saturday. In Xihaigu, farmers' annual net income jumped to 2,214 yuan per capita in 2007 from 126.6 yuan per capita in 1982.     Poverty-relief programs implemented in the three areas had not only helped push forward anti-poverty efforts in Gansu and Ningxia,but had also been forerunners of the country's development-oriented poverty alleviation drive.     Despite notable achievements, the three areas were still at an early stage of economic development and local farmers income levels were far below the national average, according to the statement.     It was still an arduous task for the country to fundamentally change the three regions poor conditions, so the Cabinet decided to extend the program again and step up supporting efforts, it added.
