VISTA, Calif. (KGTV) – Infamous horse jockey Patrick Valenzuela pleaded guilty in court to domestic abuse, admitting to hitting his girlfriend at Fidel’s Restaurant in Carlsbad in September. He’s one of the most decorated thoroughbred horse jockeys with more than 4,300 wins. In 1989 Valenzuela won the Kentucky Derby and Preakness Stakes, a seven-time winner of the Breeders' Cup races. But he’s been sidelined on the track for personal and drug abuse problems and fined 28 times in his career. His California license was permanently revoked at one point. Prosecutors say he smacked his girlfriend in a jealous rage for hugging a bartender. In a surprise move, his girlfriend addressed the judge, asking him not to issue a protective order that would keep Valenzuela away from his girlfriend. Prosecutors say he grabbed his girlfriend’s cellphone and hit her face causing her ear to go numb. They also say he chased her to her car and beat on her windows and that she was afraid to let him in the vehicle. Valenzuela was given three years probation and ordered to a domestic violence recovery program. It’s his second domestic violence conviction. 1151

WASHINGTON - Florida Senators Marco Rubio and Rick Scott have teamed up to make a push to keep Daylight Saving Time across the country during the pandemic. It’s the latest push by Florida lawmakers to make Daylight Saving Time permanent. On Wednesday, Scott and Rubio released a joint statement saying they will introduce legislation to keep the United States on Daylight Saving Time through November 7, 2021.Daylight Saving Time is scheduled to end for the year on Sunday, November 1.The senators say their bill will help provide stability for families dealing with enough change with virtual learning, working from home and other disruptions the COVID-19 pandemic has caused.“After months of staying inside amid the coronavirus pandemic, families across the nation could use a little more sunshine and time to enjoy all that Florida has to offer… I’m glad to join Senator Rubio to lead this effort in Congress,” Scott said in a statement. In 2018, Florida lawmakers approved a bill to keep Florida on Daylight Saving Time permanently. But it can't be enacted without congressional approval.“Our government has asked a lot of the American people over the past seven months, and keeping the nation on Daylight Saving Time is just one small step we can take to help ease the burden,” Rubio said.Legislation to make daylights savings time permanent has also been introduced in Colorado, Delaware, Georgia, Illinois, Iowa, Minnesota, Missouri, North Carolina, Ohio, Oklahoma, South Carolina, Texas, Utah and Vermont. Similar legislation has been struck down in Idaho, Mississippi, New Mexico, Virginia, West Virginia and Wyoming.Hawaii does not observe Daylight Saving Time and neither does Arizona, minus the Navajo Nation in the northeastern part of the state, according to NASA. Indiana began observing daylight saving time in 2006.What is daylight saving time?It was invented to make the best use of daylight hours. Benjamin Franklin created the concept of Daylight Saving Time, according to NASA, and it has been used throughout much of the U.S., Canada and Europe since World War I.Can any state opt-out of it?Yes, all a state has to do is pass a state law.The official start/stop dates have been amended multiple timesIn 1966, former President Lyndon Johnson signed a law stating that Daylight Saving Time begins on the last Sunday of April and ends on the last Sunday in October of each year, according to NASA.The law was amended in 1986, and Daylight Saving Time officially began on the first Sunday in April, but the end date remained the same.Former President George W. Bush signed an energy policy bill in 2005 that would extend Daylight Saving Time by four weeks, beginning on the second Sunday of March, according to NASA, and it went into effect in 2007.It's referred to as "summer time" in EuropeMost of Europe observes summer time, which begins on the last Sunday of March and ends on the last Sunday of October. It may affect your healthAccording to Health.com, in vitro fertilization (IVF) success rates drop in March, immediately following the time change. In addition, heart attacks spike after the spring time change, and the number of strokes rises when Daylight Saving Time starts and ends.Exhaustion and fatigue are a common effect as well, especially in teenagers, Health.com reported.Tips to alleviate the switchThose worried about easing into a new schedule can take small steps like eating dinner early, using a lightbox in the morning, taking an afternoon nap and avoiding screens before bedtime. For tips on how to survive the start of Daylight Saving Time, read here. This story originally reported by Matthew Borek on abcactionnews.com. 3670

Wanting a hassle-free way to donate to charity? Charity credit cards offer reward points every time you use your credit card, and then give that cash-back to charity. But we found you need to do some research if you want to make the most of your donation.“The Susan G Komen charity card is a big one out there and it’s an example of a bank working with a charity to specifically promote that particular charity and it will even give you a little bit of a bonus after you spend a certain amount on that card,” said Matt Shultz with CreditCards.com.There are some cards that are specific to certain charities like Bank of American’s Susan G. Komen credit card.  “Then there are other cards like Charity Charge by Master Card which gives you 1 percent cash back on everything you spend," said Shultz. The Charity Charge credit card will take 1 percent cash back and put it toward the charity of your choice. But, Shultz said not all charity credit cards give the same way. “When you’re considering getting a charity credit card make sure you understand how much value you’re going to get back and how much money will be donated to that charity,” said Shultz. You need to find out exactly how much money from your purchases gets donated to the charity and how that money is being used at the charity.“Charity credit cards can be worth it but a lot of the time you are really better off getting a general purpose credit card that might give you 2 percent cash back on everything you buy and then you can take that cash back that you earn and write that to your charity," said Shultz. If you decide to take that route and skip the charity credit card all together, Schultz recommends the Chase Freedom Card. It will give you more money cash back then your charity credit card reward points would be donating. “When you’re looking to donate to a charity it’s not really about making things as convenient for you it’s about getting things done and raising money for the charity that you believe so much in,” said Shultz. In the end, Shultz said if giving the most amount of money to a charity is important, look at getting a traditional credit card and mailing the cash back money to the charity yourself.  2256

VISTA, Calif. (KGTV) -- Certain businesses in Vista will be allowed to take their operations outdoors in light of the state’s COVID-19 pandemic-related restrictions.Vista officials said a Temporary Emergency Order was issued Wednesday “to relax outdoor use for personal care services, salon and barber shop services, and gym and fitness services to temporarily relocate their existing business operations to an adjacent outdoor area during the COVID-19 pandemic.”The city’s order comes as indoor operations across the state shut down -- effective July 15 -- for gyms, houses of worship, non-critical office businesses, hair salons and barber shops, indoor malls and personal care services.Vista businesses that would like to move services outdoors are asked to contact the city’s Economic Development Department at 760-639-6165 or via email at EconDev@CityofVista.com.In a statement, Vista Mayor Judy Ritter said, “It’s a top priority for the City of Vista to do everything we can to support our local businesses during this pandemic and still protect the health and safety of the community. This temporary emergency order will provide the needed support to our Vista businesses so they are able to retain their employees and remain economically viable during this pandemic.” 1283
