NASHVILLE, Tenn. — The man accused of killing four people and injuring others at a Waffle House in Antioch, Tennessee is not competent to stand trial, a judge ruled. Medical experts previously deemed Travis Reinking to be mentally unstable and unfit to stand trial. He appeared in court Wednesday where a judge ordered him to be placed in a mental health facility until he is competent to stand trial. He's expected to be moved this afternoon. Prosecutor Roger Moore said this hearing was to determine Reinking’s current state of mind – not his mental state during the shooting. Psychologist Rena Isen spoke with Reinking prior to the hearing and testified that he's not competent to stand trial, saying he's shown signs of schizophrenia.  782

But beyond the cute photo opportunities, the hungry kangaroos are at risk of dying on the roads as their feeding times coincide with rush hour.Canberra has more than 30 nature reserves, with most hosting hundreds of Eastern Grey Kangaroos, and it is not unusual to see them in the reserves or in roads or yards nearby, Australian Capital Territory (ACT) Parks and Conservation Service Director Daniel Iglesias told CNN.But he said this winter the animals were far more visible."Canberra is experiencing a perfect storm of hardship for its kangaroos. New records have been set in Canberra for very cold, frosty nights this winter. This, coupled with very dry conditions with very little rain at all in June and July, means there is very little food for kangaroos, " Iglesias said, via email."Sports ovals, suburban yards, schoolyards and roadsides are the few places offering any green grass at all in Canberra at the moment and they act as magnets for kangaroos," he said.Driving in areas with large populations of kangaroos is ill-advised during the animals' dawn and dusk feeding times as they can jump in front of moving vehicles without warning. NATIONAL CITY, Calif. (KGTV) -- Thursday afternoon, police chased a suspect through San Diego County they say stole a vehicle from National City. During the pursuit, police used spikes, which shredded tires on the truck. After the truck came to a stop in Encanto, police could be seen shooting pepper balls into the truck. The suspect emerged from the vehicle a few moments later when a police K9 could be seen attacking the suspect before he was placed in handcuffs and taken into custody. Police say a Pit Bull was found in the back seat of the truck. At this time, authorities say it's unclear whether the dog belongs to the suspect or the person the truck was stolen from. 10News was live throughout the chase.
