A new report from the Government Accountability Office released Thursday criticizes the federal government for sending out .4 billion in stimulus payments to dead people.The independent watchdog report says the Treasury and IRS sent almost 1.1 million payments totaling nearly .4 billion to deceased individuals around the country.“IRS announced that if a payment was issued to a deceased or incarcerated individual, the total amount should be returned,” read the report. “However, the IRS does not currently plan to take additional steps to notify ineligible recipients on how to return payments.”The GAO is an independent investigative agency that reports its findings to CongressThe agency found that the IRS failed to access death records maintained by the Social Security Administration before sending out the payments.“Typically, IRS uses third-party data, such as the death records maintained by the SSA to detect and prevent erroneous and fraudulent tax refund claims,” read the report. “However, Treasury and IRS did not use the death records to stop payments to deceased individuals for the first three batches of payments because of the legal interpretation under which IRS was operating.”J. Tilden, who lives near Indianapolis, was surprised when he got a ,200 paper check in the mail for his mother, Lillian. Lillian’s death certificate shows she died on Jan. 12, 2018 at the age of 73."So I was surprised and immediately thought about how this was potentially something that was a fraud," Tilden said. "I just thought this is crazy. I can't believe I am getting a check for this particular situation when she's been dead and gone for two years."Tilden is not alone."I posted it to Facebook and actually had several people tell me that they knew others who had been in the same situations,” Tilden said. “So I'm thinking this is a problem, not a one-off situation."Anyone who gets a check for someone who died should return the check to the IRS, and write “void” in the endorsement section on the back of the check.“Payment made to someone who died before receipt of the Payment should be returned to the IRS by following the instructions in the Q&A about repayments,” reads the IRS website. “Return the entire Payment unless the Payment was made to joint filers and one spouse had not died before receipt of the Payment, in which case, you only need to return the portion of the Payment made on account of the decedent. A Michigan man is disgusted after an incident on a Delta Air Lines flight involving a service dog and the mess it left behind.The Bay City, Mich. man had just boarded the plane to Miami when he noticed feces all over the floor and his seat. When he alerted the crew, he said they did little to nothing to help.“Actual feces and it was all over me. I sat in it and it was on the seat, on the floor, the seat in front. And I was literally in it,” said Matthew Meehan, Delta customer.The Bay City resident said via FaceTime about the very smelly, disgusting encounter he had on a recent Delta flight from Atlanta to Miami.He said upon sitting in his seat, he and the passenger next to him quickly discovered they had sat in feces. They both ran to the front of the plane to clean off and were shocked by what the flight attendant handed them.“I have no idea why I wasn’t offered something from the biohazard kit to clean myself up with. Instead, I was handed two paper towels and one of those miniature bottles of Bombay Sapphire, a bottle of gin to clean myself with,” Meehan said.Meehan said that was just the beginning. After cleaning what he could of the feces from his hands and clothing, he said flight attendants continued to board the plane and told him there was nothing more they could do. He exited the plane to speak with a manager and said this was her response:“At the very beginning, she sighed, ‘what’s your problem?’ And it was just you know, I had to step back for a moment and say, alright, keep your composer. You do not want to be one of these people you see on the news getting kicked off a plane. Meanwhile, I’m covered in feces,” Meehan said.Meehan said he and fellow passengers were forced to lay a blanket over the mess and endure the smell for the entire two-hour flight.Delta Air Lines released the following statement:“On Nov. 1, an aircraft operating flight 1949 from Atlanta to Miami was boarded before cleaning was completed following an incident from a previous flight with an ill service animal. Delta apologizes to customers impacted by the incident and has reached out to make it right, offering a refund and additional compensation. The safety and health of our customers and employees is our top priority, and we are conducting a full investigation while following up with the right teams to prevent this from happening again. Upon landing in Miami, the aircraft was taken out of service to be deep cleaned and disinfected.”Meehan acknowledged he was offered a refund, but more importantly he hopes this incident forces Delta to look at its current policies.Meehan also said he has been contacted by dozens of lawyers since the incident, wanting to take on the case. 2709

A pair of cousins has been charged in the murder of pizza delivery driver Clarence Taper in a Milwaukee apartment. According to the criminal complaint, Mekael Kennedy, 17, from Hartford and his cousin D’Andre Kennedy, 25, of Milwaukee robbed and shot the driver on Monday, Sept. 11 when he came to make a delivery. They then took the pizza Taper was delivering into the apartment and ate it.One of his regular customers, Sheryl Cash said Taper went out of his way to help the older residents who live there. "The man, Mr. Clarence, ever since I have been ordering from them he always delivered my food. He would stand there and talk with you. He was just real nice and kind. And he didn't have to come to your door, but he would come to your door,"  Cash said.Police said on September 15, Mekael Kennedy's girlfriend placed an order to Buddy's Pizza and Steak, where Taper delivered from. Mekael Kennedy took his cousin, D'Andre Kennedy's gun, put on a hockey mask and demanded Taper's money. Mekael Kennedy told police he had his safety on and didn't know why the gun went off. According to the criminal complaint, Mekael Kennedy told the police the driver lunged at him and he didn’t know why the gun went off because he thought the safety was on.But D'Andre Kennedy said his cousin shot Taper because he tried to take his mask off.When D'andre Kennedy found out, he cleaned the gun and threw the bullets away. Mekeal Kennedy also admitted to police that he robbed a Papa John's delivery driver earlier that same week but did not hurt him because he didn't fight back."It was senseless, it was just senseless," Cash said.Mekael is being charged as an adult and faces armed robbery and murder charges. If convicted he could face up to 95 years in prison. D’Andre was charged with harboring a felon and obstructing an officer and could face four years behind bars.  1938

A man who held up a "Trump 2020" sign while riding Splash Mountain at Disney World says he has been banned from the park for life.Dion Cini of New York City donned a "Make America Great Again" visor and strategically held up a "Trump 2020" banner so it would show up in the on-ride photos that are available for purchase near the exit of Splash Mountain.NBC News reports that Cini was later told that he has been permanently prevented from visiting its parks.Disney told NBC that it wasn't the content of Cini's sign that resulted in the ban but the fact that he held up a sign "to incite a crowd."Disney World's park rules state that "unauthorized events, demonstrations or speeches, or the usage of any flag, banner or sign for commercial purposes, or to incite a crowd" as among its prohibited activities.Cini posted a picture of his ride photo, along with what appears to be a ticket documenting his ban from the parks on FacebookAlex Hider is a writer for the E.W.
