San Diego (KGTV)- People in North Park say they’re fed up with rushing water and flood damage from recent water main breaks. There have been at least four major water main breaks, since 2017, in the same area. The latest break over the weekend was located on Myrtle Avenue near Park Villa Drive. Neighbors were left without water for almost eight hours. They tell 10News they have been trying to get the city to fix the lines in the area for years. “In the past 12 years, we’ve had seven… five on my street, two on the side streets,” says neighbor Linda Nelson. Nelson has been living in her North Park home since 1980. She says they’ve had some breaks in the same spots. “What happens is they patch it up and then a year or two later it breaks where they patched it.”The city says the concrete pipe was over 50 years old. They are in the process of replacing all cast iron pipes around the city. Then they will then assess the concrete ones. The city hopes to have all the cast iron pipes removed by 2023. But with a fast-growing community, neighbors feel the infrastructure in areas like North Park should be first on the list. “They want more apartments on the transit lines, which mean North Park,” says Nelson. “If they increase the density and they don’t fix the infrastructure that we have that just puts more pressure on it. Until they can make it right for the folks that lived here for a long time, I don’t think we need any more people.” 1457

SAN DIEGO (KGTV)- Several trailers were set up at El Toyon Park in National City and will become a study site for a COVID-19 vaccine clinical trial, ran by UC San Diego.Drugmaker Johnson & Johnson is looking to enroll participants worldwide for phase three of its Janssen trial, including here in San Diego.UCSD will recruit the majority of the participants.The trial was scheduled to get underway on October 7th, but UCSD researchers now say they're looking at Friday as a start date."We hope to enroll about 2,000 people in San Diego, the study will be enrolling 60,000 people internationally," said Dr. Susan Little, a UCSD professor of medicine and principal investigator for the trial. "Eight Department of Defense trailers form the basis of our permanent vaccine site, vaccine clinic, in National City."Little said this will be a randomized, double-blind, placebo-controlled study to determine the vaccine's safety and efficacy."Does it reduce the frequency of COVID infection overall or the severity of COVID infection among study participants?" she said.Little said there is already a lot of data available from the past."This is the same vaccine vector that has been used for many other infectious diseases like HIV, Zika, Ebola," she said.Although the trial is open to all San Diego County residents who qualify, she said the focus would be on recruiting residents from the South Bay, which is why the clinic was set up in National City, instead of UCSD's La Jolla or Hillcrest locations."Communities of color have been harder hit in the sense they have higher rates of hospitalization, and many of them have higher rates of death, our hope was by placing the vaccine trial in a community that has higher rates of infection we could reach a more highly impacted community," she explained. "Those are populations that we hope will have a greater potential benefit from this vaccine."After concerns were raised over another trial that was later put on hold, UCSD worked with the Chicano Federation to ensure South Bay residents get the information they need to make an informed decision if they want to participate."We are putting safety as paramount for these studies, no study is going forward unless we are confident about the safety of the vaccine," said Little.The Janssen trial will be the third for UCSD to join. SAN FRANCISCO (AP) — California regulators on Friday said marijuana deliveries can be made anywhere in the state, even in locales that ban cannabis.Law enforcement groups and the California League of Cities opposed the move, arguing that pot deliveries to places that ban cannabis erodes local government control and will increase crime in those areas.The matter has been one of the most debated issues as state regulators hammer out permanent rules for how marijuana is grown, tested, packaged and delivered.The delivery issue was included in regulations drafted by the Bureau of Cannabis Control, which issues most retail permits. The rules will become law in 30 days unless California's Office of Administrative Law objects. The dispute could end up in court.Recreational marijuana became legal in the state after voters passed Proposition 64 two years ago.The bureau has maintained that Proposition 64 allows for statewide deliveries. It added explicit language authorizing the practice after several law enforcement officials in anti-pot locales insisted they could arrest licensed deliver drivers in cities and counties that ban marijuana.The California Police Chiefs Association, League of California Cities and United Food and Commercial Workers Western States Council opposed statewide deliveries and launched an online petition campaign against the rule."Regulated marijuana dispensaries have tough security, checks for identity and legal age and strictly licensed workers," council executive director James Araby said in a statement. "If marijuana can be delivered anywhere with virtually no regulation, California will lose these safeguards."League of Cities spokeswoman Adrienne Sprenger said the agency was waiting to see if the Office of Administrative Law approves the proposal before deciding its next step.Supporters of statewide deliveries argued that sick and frail people in those areas who depend on marijuana to relieve pain or anxiety cannot make a lengthy drive for a purchase, so they are being shut out of the legal market.The proposal also included a ban on permit holders partnering with unlicensed operators, which industry supporters said will stifle growth.The bureau in its comments explaining the added rule said it's concerned about such partnerships doing business in the black market.California Cannabis Industry Association spokesman Josh Drayton said most California cities and counties have exerted local control and don't allow marijuana, making it impossible for a business such as a beverage maker or nutritional supplement manufacturer to partner with a legal marijuana operator.He said the bureau's stand against unlicensed operators went too far and will hurt the nascent industry by unintentionally preventing such things as non-licensed celebrities endorsing products and other deals not directly involving marijuana."The industry has slowed down enough already without this added hurdle," Drayton said.The California Department of Food and Agriculture, which regulates farmers, also released its draft regulations which would continue to allow farmers to receive an unlimited number of permits to grow pot. 3163

The majority of them are homeless.Tents belonging to the homeless were back up in downtown just two days after the city sprayed down streets and sidewalks to control the outbreak. David Ross is known as "the waterman" in downtown. He is an advocate for the homeless and regularly passes out water to those living on the street. San Diego (KGTV)- Thousands of students around the world walked out of their classrooms this morning and are taking a stand to help end climate change. Its a part of the “Youth Strike 4 Climate.” Hundreds of students from High Tech High School joined the international fight. Teens say they want a healthy environment for years to come. “This is everyone’s fight, everyone as a community. It's so important that we do something now,” says student Hailey Baiz. The teems say the movement is to let government leaders know that something needs to be done to curb global warming and cut gas emissions. Students at High Tech High say they’ve already reduced their carbon footprint and they want adults to follow their lead. “It is affecting all of us, and I feel that if we go to city hall, we’ll make our voices be heard,” says Frida Sanchez. As part of the international protest, teens are hoping to grab the attention of leaders at their local city halls. 962
