(CNS) -- Racing is set to resume at Del Mar Friday after three racing dates were canceled because 15 jockeys tested positive for the coronavirus.The Del Mar Thoroughbred Club responded to the positive tests that wiped out racing from July 17-19 by instituting new travel restrictions to include only permitting jockeys based in California to ride and prohibiting all jockeys who leave the track to ride elsewhere from returning to Del Mar for the remainder of the summer racing season.Del Mar also re-configured and expanded its jockeys' quarters, including moving some of the functions that normally take place in the jockeys' room to an adjacent area.Racing will be held Monday to make up for one of the canceled days. Deputies arrested a Palm Beach County bookkeeper Saturday on accusations of stealing money from her employer to pay for a new vehicle.Erma Rios, 26, of suburban West Palm Beach, wrote and signed company checks to purchase a Land Rover from a dealership, according to a Palm Beach County Sheriff’s Office report.Rios’ boss reported more than ,000 missing from the bank account of his Palm Beach Gardens business in January 2017.Bank records show Rios, a bookkeeper at the business, allegedly wrote out two checks to a used car dealership in December 2016.The first check written out by Rios was a ,000 down payment addressed to the used car dealership for a 2011 Land Rover, an arrest report states. The second check was written out a few weeks later as a final payment to the car dealership for ,000.Deputies interviewing a car salesman report him saying he sold the vehicle to Rios. He said she wrote and signed the checks, and then presented them to his as payment, he said in the report.Court records show a warrant for Rios arrest was signed in April 2017.One year later, she was arrested and booked into the Palm Beach County Jail. DENVER — Christmas gifts may not arrive in time as U.S. Postal Service offices struggle to keep up with delivery demands.James Boxrud, a USPS spokesperson based in Colorado, said they're experiencing historical mail volume.“This week is our busiest week, of our busiest month, of our busiest year ever,” Boxrud said. “We are seeing so many packages.”Millions of Americans turned to online shopping during the pandemic for everyday necessities and again for holiday shopping.“It’s like the perfect storm,” Boxrud said.USPS is overwhelmed as people experience long delays and deliveries past the promised window on priority shipping.Stephanie Turner, a teacher and business owner, said with family gatherings canceled, her package list got a little longer this year.“We would normally ship three or four boxes of gifts, and this year we are shipping five because of people we are not seeing,” Turner said. “If everybody is shipping a little bit more, it’s going to be overwhelming.”She mailed her gifts right after Thanksgiving and said they all arrived, but it’s her business she’s worried about. Turner sells custom jackets and tops on her website and Poshmark.“Right now, I have items that I mailed on Dec. 1 that still haven’t arrived, so that’s three weeks,” Turner said. “I feel really bad for my customers, but there is not much I can do.”The shipping delays tie up money — she doesn’t get paid until the package arrives.The Washington Post reported nearly 19,000 of the agency’s 644,000 workers are under quarantine after testing positive for COVID-19. They also found that mail performance plummeted and only 75% of first-class mail, like letters and bills, arrived during the promised window on the week of Dec. 5. Mail service scored 95% last year during the same time period.“We are flexing our resources,” Boxrud said.“We are borrowing people from areas of Colorado, bringing them to an area that needs some help just to try to keep up with that flow.”On Monday, USPS delivered 971,000 packages in Colorado and Wyoming, according to Boxrud.Private express carriers also stopped serving some businesses, which pushed more shipments through USPS adding to an already strained agency, the Washington Post reported.Turner is encouraging people to print out photos of gifts that haven’t arrived and wrap them up. DETROIT, Mich. — Thousands of packages are stacked up inside a metro Detroit mail distribution center as a perfect storm of the pandemic, holiday mail volume, and what some call poor planning, which could spoil the holidays.Those mail delays are also costing local business owners dearly.A beautiful ad celebrating the hardworking men and women of the US Postal Service is airing on TV these days, as a singer croons, “I’ll be home for Christmas, you can count on me.” But for small business owners like Alicia Christensen, the post office has hit a low note.“I’m not counting on them, because I had to shut my shop down. I can’t rely on the flowers to get there before Christmas,” said Christensen.Christensen makes hand-painted aluminum wreaths and wall art shaped like flowers. In January, this artist from Wixom opened her “Bendable Blooms” shop on the website ‘Etsy.’ But the wreaths she mailed to customers on Nov. 29 got stuck “in transit” at the USPS Detroit Network Distribution Center (NDC) in Allen Park.“My Etsy shoppers are starting to contact me, wanting either their money back or wanting to know where these are at,” said Christensen.Christensen was forced to choose between losing about 0 by refunding customers, or getting bad reviews which can have a long-term impact on her business. So she temporarily halted her online sales, sent refunds, all the while anxiously watches for shipping updates of the packages stuck at Allen Park.And she’s not the only one wondering why her packages haven’t moved out of Michigan.Today the 7 Investigators counted at least 50 tractor-trailers waiting to get on to the Allen Park USPS property, not to mention the dozens of trailers stacked with packages already inside.“It has mail from wall to wall,” said American Postal Workers Union Detroit Local 295 President Keith Combs. “This is something that I have never seen in my 30 years of being a postal employee.”Combs represents Detroit-area postal drivers, clerks, and maintenance workers. Combs says the USPS restructuring ordered by Postmaster General Louis DeJoy added to the backlog caused by the pandemic and normal holiday mail volume increases. Combs says some of that restructuring means employees based in metro Detroit now report to managers out of state.“They should have started hiring these seasonal people much earlier than they did, I would say back in May, June or July-- getting prepared to bring those new people on. The tractor-trailer guys that I represent would have needed to have more trailers, even if they needed to be purchased or rented. So you can have a place to have this mail staged to be able to move smoothly from point A to point B,” Combs told 7 Investigator Heather Catallo. “I don’t think that happened. And there needed to be some thought process on how the mail flow was going to operate inside the building so that the safety of the employees was addressed and you didn’t have so much mail that there was not even walking room in some of these plants.”Combs says letters are also piled up at the USPS facility on W. Fort Street in Detroit. He says he and other union leaders reached out to management last May to prepare for the holiday “peak” as postal workers call it. Combs said their requests fell on deaf ears.“Postal employees are so diligent in what they do and feel like they need to do a great job all the time, as they do. I’m getting calls from my members and employees saying this is a problem, we need to be better. And again, they’re doing such a great job with trying to get this mail delivered. DEL MAR, Calif. (KGTV) -- A push is underway to protect the Del Mar bluffs from crumbling with a stabilization project set to start soon. It’s part of a long-term effort to protect the trains and tracks running along the fragile cliffs. Some residents say it’s not a permanent solution. "Anyone that's ridden on the trains through Del Mar… knows you have a great view there but that's because the train tracks are fairly close to the Del Mar bluffs."A little too close for comfort. Heavy rainfall this winter triggered several Del Mar bluff collapses, reminding the county just how fragile they are. "What was very tragic and unfortunate in Encinitas was loss of life. Bluffs in Del Mar had a number of failures just this past winter. And we were very lucky here was nobody on top or below when those bluffs failed."But Jim Linthicum, SANDAG's Director of Mobility, says right now the train tracks are safe. “Had a number of projects since 2003 to stabilize, but public doesn't normally see because they are buried piles 65 feet deep."Now they're in phase 4, the million dollar project includes repairing seawalls, storm drains and drainage channels. “We're even doing drainage on side, drainage holes, drain water out of bluffs to reduce pressure." "This is a short-term fix, you're trying to slow down the inevitable."Geologist Pat Abbott says the problem is a hard one to solve, but believes the current plan is just a band-aid. "The easiest thing to do, what has been done, is let's do a band-aid now and pass it on to the next generation as if it will be simpler for them to solve than us."Regional planners say they are thinking long term, hoping to construct a tunnel after the year 2050. But that will be costly and complex, so SANDAG says it will do what's necessary to protect what's here now. Monday night, the Del Mar City Council approved the encroachment permit, allowing SANDAG stabilization of bluff to move forward in September. 1957
