DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach.  The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. DENVER, Colorado — Dr. Denise Mowder has some theories as to why a man who appeared to be a doting father and husband could do what Chris Watts is accused of doing.The associate professor of Criminology and Criminal Justice at MSU Denver and former prosecutor has worked with thousands of victims of family violence.She said case studies of fathers killing their children show the motive is most often rage, but there are other reasons."Most were done — 60 percent were done — by rage, the other 10 percent they don't know the cause, and the other 30 percent were spousal revenge. I'm pretty surprised he didn't kill himself, too. Oftentimes, it goes in a pattern," said Mowder, who said in this case, there could be another reason for the murders."I think he had a vision of another life with this other woman — carefree, no responsibilities," she said. "Two children and another on the way, that's a big responsibility."The fact that Chris Watts went in front of a KMGH?television camera to plead for his family's lives after he knew they were dead indicates, to Mowder, that he planned to blame an intruder, play victim and eventually start a new life."This whole facade he put on right after they started looking for them -- that was very odd, and it makes me wonder if he wasn't trying to find an out to be with the girlfriend," said Mowder. "Somebody else did it. I'm the poor grieving father."But the investigation quickly centered on him, as court records show he was having an affair with a co-worker."I think he thought he would just keep it up and it'd be a who-done-it," said Mowder. "Because where he put them, he had to think it through that no one would ever find them."He eventually told police a new story, and Mowder said it is no surprise based on her experience with perpetrators of domestic violence that he is blaming his wife."When he said she was the one strangling the children, I knew right then he was the one who strangled the children because he can give all the details of what he said she did because he was doing it himself," she said. "It's going to be hard on the family to hear the lies. The message appeared simple enough."We are here to end human trafficking," explained Jacob Sledge, who organized the Save Our Children rally. "We are also here to make reforming laws against pedophiles."Speeches and action calls from Sledge and other marchers made clear their alleged intentions."We are here today to share survivor stories, to give them support from each other, and to let the abusers know we are not scared anymore," explained a protester ahead of a survivor sharing her heartbreaking story of abuse.Sledge made another thing clear: "We are not affiliated with QAnon."QAnon is a baseless, far-right conspiracy theory alleging that a cabal of demonic pedophiles is waging an underground war against President Donald Trump. It has gained significant traction among conspiracy websites like 4Chan. The theory has been identified by the FBI as a potential source of domestic terrorism.Though the organizer denied ties to the conspiracy theory, signs and posters held by protesters hinted at support for similar ideas. Rallies, under the banner "Save Our Children" and "Save the Children" have sprouted across the country and world. The esoteric 'Q' symbol, which shows support for the theory, has also appeared at Trump rallies and conservative protests since the idea gained traction.Trump has hinted support for followers of the theory, sharing several tweets from QAnon accounts that were later accused of antisemitism. Data and images gathered by Harvard University research indicate that several hospitals in Wuhan Province, China, which was the early epicenter of the coronavirus, began seeing an increase in traffic as early as last August.The Harvard researchers stressed that the data cannot be conclusively linked to the spread of coronavirus. But the study’s authors said that the research supports its hypothesis that the virus originated before being identified last December.The researchers used satellite images from hospitals in addition to search engine data to back its study. The images showed an increase in hospital traffic while search engines showed an uptick in inquiries of coronavirus-related symptoms.The research noted that there are seasonal changes in online searches for “cough,” there was also a subsequent jump in searches for “diarrhea,” which the researchers said is a more coronavirus-specific search term. The authors said both search query terms show a large increase approximately 3 weeks preceding the large spike of confirmed COVID-19 cases.“Our retrospective analysis cannot verify if increased hospital and search engine volume is related to the SARS-CoV-2 virus,” the authors wrote. SARS-CoV-2 is the strain of the novel coronavirus. "While alternative explanations such as the 2019 Military World Games in Wuhan may explain some increases in parking lot traffic, this event opened on October 18, 2019, weeks after the initial rise in Baidu search engine traffic.“Still, further research is needed to validate the emergence of SARS-CoV-2.
