The high court on Monday declined to hear an appeal involving the construction of 145 miles of steel-bollard walls along the border in Arizona, California, New Mexico and Texas. Juan Garcia Castillo guilty.Castillo, who had worked at St. Patrick's Church in Carlsbad since 2011, faces six months in jail and registration as a sex offender when he is sentenced Jan. 18, said Deputy District Attorney Joshua Brisbane.The 33-year-old victim -- a former Navy attorney who left the military to join the priesthood -- testified that he had met Castillo the night before the incident, which happened about 1 a.m. on Feb. 4.According to court testimony, the victim went to the restroom to be sick, and was in a stall when Castillo grabbed his genitals from behind.The victim testified that he told Castillo to go away, but the defendant came back in the stall and massaged the victim's groin in a sexual way.Castillo, 35, testified that he followed the victim into the restroom because it looked like he was going to be sick. The priest said he tried to put pressure on the victim's stomach to stop his vomiting because his mother had taught him that trick as a child.The Roman Catholic Diocese of San Diego suspended Castillo once it learned of the "credible allegation" against him. 1371

WASHINGTON (AP) — Attorney General William Barr defended the aggressive federal law enforcement response to civil unrest in America as he testified for the first time before the House Judiciary Committee. He pushed back against angry, skeptical Democrats who said President Donald Trump’s administration is unconstitutionally suppressing dissent. The hearing, held Tuesday as the late civil rights icon John Lewis laid in state steps away in the Capitol rotunda, highlighted the wide election-year gulf between the two parties on police brutality and systemic racism in law enforcement, which Barr argued does not exist. Massive protests have sparked unrest across the nation following the death of George Floyd at the hands of Minneapolis police and calls for reform have grown louder.Tuesday's hearing is part of a series of hearings in which Democrats on the committee are holding to investigate what they say has become a politicized department. In his opening statements, Barr referred to an investigation into the 2016 Trump campaign's ties to Russia as "bogus" and asserted that he acts independently of President Donald Trump and his administration. He also addressed ongoing protests across the country and the Trump administration's use of federal agents to restore peace. Barr referred to protesters as "anarchists" and "violent rioters" have "hijacked" peaceful movements following the death of George Floyd.Barr did refer to Floyd's death as "horrible" and added that the incident "understandably jarred the whole country and forced us to reflect on longstanding issues in our nation."When pressed by Chairman Jerry Nadler, D-New York, on the deployment of federal agents to cities like Portland, Barr said that he's made it clear that he would like to "pick the cities" where agents are sent, "based on law enforcement need." Many of the agents that have been deployed are part of the Department of Homeland Security.Later, Barr was pressed by Rep. Sheila Jackson Lee, D-Texas on the current state of policing in America. During the questioning he said he does not believe there is widespread systemic racism with law enforcement entities in the country. He also said he is against the removal of qualified immunity, a statute that protects law enforcement agents from prosecution in some use of force cases. Democrats pressed Barr on his handling of the Mueller report and the Department's intervention in legal cases against two Trump allies: Roger Stone and Michael Flynn.In Stone's case, the Department of Justice backtracked on an initial sentencing recommendation of between seven and nine years in prison for lying to Congress. The department later recommended a lesser sentence, prompting all DOJ lawyers assigned to Stone's case to resign. Trump later commuted Stone's sentence.Democrats repeatedly pressed Barr on his Department's decision to rescind its initial sentencing recommendations as favoritism and cronyism. Barr defended the move by saying that he did not feel that Stone, a 67-year-old man with no prior convictions, deserved to go to prison for seven years.In the Flynn case, the Department of Justice dropped charges against Trump's national security adviser for lying to the FBI earlier this year — three years after Flynn pleaded guilty to the charges and then later tried to withdraw his plea.In early June, Barr was among a group of Trump administration officials who appeared in a photo in front of St. John's Episcopal Church in Washington with the president — a photo that required the forceful dispersal of thousands of peaceful protesters at Lafayette Park near the White House.Tuesday's hearing was delayed for about an hour after committee chairman Jerry Nadler was involved in a car accident on his way to Capitol Hill. According to CNN and Politico, Nadler was not hurt but was late in reaching the Capitol. 3866

From early in-person voting to voting by mail, states offered people various ways to do their civic duty."In many ways you can see that as a blessing or a curse of the American election system, that we have 50 different forms of election administration and within each state, counties have a lot of discretion of how they want to run their elections and design their ballots," said Seth Masket, a professor of Political Science and Director of the Center on American Politics at the University of Denver. Masket says each state having a different election process actually strengthens the security of American elections from foreign hackers. But it can also make it harder for some people to vote depending on what state or county they live in."For the most part, Election Day is not a holiday in the United States and if people are going to vote, they need to take time off work or make some sort of arrangements for child care. There’s a level of inconvenience to it and not every state and city is very accommodating of that," said Masket.A number of states across the country have been 100% mail-in ballots for quite some time, others have joined on recently. "I believe Oregon was the first to go in this direction back in the late 1990s. They started doing all mail-in ballots, a few others, mostly western states including Hawaii and Washington and Utah followed suit. Colorado started doing this for the 2014 election cycle, so it's a relatively small number of states. But since California is now in the mix it’s a large number of voters," said Masket.Ben Hovland is the Chairman of the U.S. Election Assistance Commission. He says in the last presidential election, 25% of Americans voted by mail or absentee ballot."We've seen a few other states come on recently like Utah and Hawaii and then a few states this year but you also have states like Arizona where they have permanent early voting list where about 75% of their voters are getting a mail ballot sent to them automatically," said Hovland.Hovland says in nearly every state, voters can request a mail-in ballot. Though, some states require you to provide a valid excuse for it. Still, he expects a record number of people will be voting by mail in 2020 because of the coronavirus pandemic. No matter how you vote this year, experts say make sure you're going to your local government, and not social media, for information about how and where to vote, registration information and vote-by-mail deadlines."The National Association of Secretaries of State has led a program called Trusted Info 2020 which is oriented towards getting people to go to their local election official for information," said Hovland. VISTA, Calif. (KGTV) – A head-on collision at a Vista intersection left one driver dead and sent three others to the hospital, San Diego County sheriff’s officials said.The collision involving two vehicles happened just before 11 p.m. Thursday on West Vista Way at Copper Avenue.According to sheriff’s officials, a black Infiniti sedan was traveling westbound on West Vista Way when it collided head-on into a blue Chevrolet hatchback that was traveling eastbound on West Vista Way.The Chevrolet’s 51-year-old male driver died at the scene, while a passenger in the car was taken to the hospital with serious injuries.The Infiniti’s 22-year-old female driver was hospitalized with serious injuries, according to officials. A passenger in the Infiniti suffered minor injuries and was taken to the hospital for evaluation.The cause of the crash is under investigation, but officials believe alcohol was a factor in the collision. 935
