CHULA VISTA, Calif. (KGTV) -- A traveling caravan was one of several events that took place around San Diego County to commemorate Juneteenth.Angie Stuart, a retired Southwestern College professor, said with the current unrest she felt it was important to show support for the African-American community, so she organized a caravan.On Friday morning, cars were decorated with posters, balloons, and streamers. People from all backgrounds came together to support one cause -- Black Lives Matter.The caravan gathered to mark this important day in history, Juneteenth -- the day in 1865 when slaves in Texas learned they were free, two and a half years after the Emancipation Proclamation.RELATED: The history behind JuneteenthKatie Ness Santana brought her three kids to the caravan. She wanted them to learn about this significant day in history and why it’s important to have equal rights for all.“We just really wanted to celebrate this important day and raise awareness so the Black community throughout San Diego know we support them. We are allies, and it’s a great opportunity to teach the boys an important event I wasn’t even aware of,” she said.Community activist Katrina Jordan joined the gathering for her son. Her way of bringing attention to the changes that need to be made.“I have a son that’s 39 years old. He’s one of the big, tall, dark skinned. He’s viewed as a threat, so I had to come out,” Jordan said. “We’re tired … this has been going on so long [and] something has to change.”Participants told 10News that they want Juneteenth to become a national holiday. 1590

CHULA VISTA (KGTV) - Frustration is mounting for small businesses in Chula Vista after the same burglar was recorded breaking into a shop five weeks after he hit another business in the same strip mall.In the most recent case, a man wielding two different crowbars is seen prying open a locked back door after 1 a.m., before going inside, grabbing 0 out of the register, and taking off in a red truck with two other people inside. The door will cost ,000 to replace.Stephanie, a salon owner at Fiesta Plaza, says the same man was filmed breaking into her salon five weeks ago around 5 in the morning. In that case, the cash register was destroyed and the thief also grabbed 0.Anyone with information is asked to call Chula Vista Police at 619-422-TIPS. 778

CHULA VISTA, Calif. (KGTV) -- The Port of San Diego and City of Chula Vista reached a milestone today, approving the financial agreement for the Chula Vista Bayfront resort hotel and convention center project."It's taken us 30 years to get to this day, and it's certainly worth it," Chula Vista Mayor, Mary Casillas Salas said. Officials also authorized a revenue-sharing agreement between the two agencies.The entire project will cost .1 billion. Of that, RIDA Developement will invest 5 million. The city and the port authority will pay for a combined 0+ million. Port commissioners said it is a large investment for an even larger long-term reward. "As far as what we'll get back, we will see an immediate impact by the fact that it's going to create 10,000 construction jobs, and it's going to put about a billion dollars in the local and regional economy," Moore said. RELATED: South Bay residents get an idea of massive bayfront developmentIn August of 2017, the City gave residents a better idea of what the Bayfront will look like in the next 20 years.The anchor for the Bayfront is set to be a .1 billion resort hotel and convention center that the city says will be built by Houston-based RIDA Development.The current Chula Vista RV Park will also move roughly a mile away to make room for construction. CHULA VISTA, Calif. (KGTV) - A heartbroken South Bay woman is making a desperate plea after three of her Maltese dogs disappeared in the past three weeks, and the clues point to a thief. These days, Yolanda Brown doesn't let Zubian, a year-and-a-half old Maltese, stray too far. Just three weeks ago, he was the youngest in a happy Maltese family of four. Now he's the only one left."Cried for days. It hurts. It hurts a lot," said Brown.The first tears came early this month. Brown rents a home on Del Mar Avenue and her four dogs were required to stay in her fenced backyard. One morning, 2-year-old Zoey vanished. "Checked all the gates and they were shut. Thought it may have been a predator," said Brown. A week later, Zoey's mom, 5-year-old Zivah, disappeared from the same yard."Just distraught, wondering what could have happened to them," said Brown.About 10 days later, Brown decided to keep Zubian and his 5-year-old dad Zeus tied up as a precaution. "One morning, as I came out, Zeus was gone and so was the leash. Zubian standing there by himself," said Brown.For Brown, it was too much to bear. Nearby, she found her fence damaged. A chair - moved from the pool area - was now propped up against the fence. She realized a thief had grabbed all of her dogs."Very cold-hearted people that would so something like that," said Brown.If sold, the stolen dogs could fetch several thousand dollars each. "They are priceless to me. They are members of my family," said Brown.Brown fixed up the fence and moved the chair back. When she walked us to that fence to show 10news cameras, she discovered the fence once again damaged. The chair had been moved back to the fence. "Someone was trying to come back and take my last dog. I'm scared," said Brown.Brown says Zubian has been moved to a safe place. CHULA VISTA, Calif. (KGTV)- A Hilltop High School alumnus who graduated in 1972 is more grateful for one of her teachers on the anniversary of D-Day. Kathy Cappos Hardy had Mr. Tom Rice as a United States Government teacher her senior year of high school. She tells 10News, “the way he enlivened it and related it to our lives made it truly something important to me”. Cappos Hardy has vivid memories of Rice and even says she pursued her career in education because of his impact he had on her. It wasn’t until about 20 years ago when Cappos Hardy realized her US Government teacher was also one of the thousands of troops who stormed the beaches of Normandy, France during World War II. 97-year-old Tom Rice is from Coronado. He was a paratrooper with the 101st Airborne Division who landed in Normandy on June 6, 1944. On D-Day, Cappos Hardy wrote an editorial thanking her teacher for his service in and out of the classroom. Now, she’s not only hoping he sees it, but that she also gets a chance to tell him thank you when he returns from Normandy. “I hope he knows that there are a lot of us that admire him not only as a teacher but what he did prior to that.” Cappos Hardy tells 10News. 1203
