SAN DIEGO (KGTV) -- Deadly crashes rose in San Diego in 2018, according to a new report by the National Highway Traffic Safety Administration. According to the report, there were 240 deadly crashes in San Diego County in 2018.In 2017, 223 deadly crashes were reported countywide, the agency said. According to the data, January and July were the deadliest months in 2018, each with 28 fatal crashes. The report didn’t specify why exactly certain months had more deadly crashes than others. The U.S. as a whole, however, saw fewer deadly crashes, showing a 2.4 percent decline from 37,473 in 2017 to 36,560.The agency says 2018 marked the second year in a row of reduced crash fatalities. SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" SAN DIEGO (KGTV) – Californians voted to pass Proposition 22 – reclassifying rideshare drivers as independent contractors. But, companies like Uber and Lyft are still battling lawsuits from the state claiming billions in wage theft.The legal battle over rideshare drivers did not end with the passing of Prop 22. The California Labor Commissioner is still suing gig companies for not following current law which classifies drivers as employees instead of independent contractors.The Labor Commissioner’s Office is seeking billions for unpaid minimum wage, overtime, sick leave, and business expenses.Nicole Moore with Rideshare Drivers United led the fight against Prop 22. She says since the new law is not retroactive those lawsuits still stand.“This is about back pay that under the law as it was over the last three years, those drivers are still owed that money,” said Moore. “It was .3 billion that were owed to those drivers. Half of that is damages but the other half is just straight pay that under labor law.”Some drivers had to file for unemployment when the pandemic hit, including those with pre-existing conditions hoping to limit exposure to the virus. Others are unable to drive since they have to stay home with kids now out of school for distance learning.Moore says those unemployment protections won’t last once the new law takes over.“If you don’t have unemployment that’s when people become homeless, that’s when kids go hungry. We need that safety net as workers,” said Moore.As San Diego moves into the state’s purple tier, Tonje Ettesvoll says she’ll have to limit hours to reduce her risk of exposure. She says the move for her own safety may prevent her from qualifying for benefits under Prop 22.“I will not be doing my 60 hours a week. I’ll be doing maybe 30 so I may be one of those people who don’t qualify and will have to be on Medi-Cal,” said Ettesvoll. “And that is an expense that’s not Uber’s and Lyft’s. But the for-profit college, with three locations in San Diego County, may have violated California law by not giving workers proper notice.The state’s WARN Act requires employers with at least 75 workers - which multiple employees say Brightwood had - at least 60 days notice (and pay) before a mass layoff.But Brightwood did not notify the workers or the state before announcing the shutdown. Even if ink bleeds through, it will not affect ovals on the other side, officials said.John Silva with the News Literacy Project says some of the rumors can be traced to regional differences.
