WASHINGTON, April 22 (Xinhua) -- The U.S. Commerce Department said on Thursday that it has set preliminary antidumping duties ( AD) on imports of certain seamless pipe from China, a move that might escalate trade disputes between the two countries. The department said it "preliminarily determined that Chinese producers/exporters have sold seamless pipe in the United States at 32.39 to 98.37 percent less than fair value."As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates. The products covered by this investigation are suitable for the conveyance of water, steam, petrochemicals, oil products, natural gas, and other liquids and gasses in industrial piping systems.Imports of certain seamless pipe from China were valued at an estimated 182.3 million U.S. dollars in 2009, according to the U.S. Commerce Department.Commerce said that it is currently scheduled to make its final determination in September 2010.If Commerce makes an affirmative final determination, and the U. S. International Trade Commission makes an affirmative final determination that imports of certain seamless pipe salts from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order. The new case followed the Commerce Department's initiation of antidumping (AD) and countervailing (CVD) duty investigation on Chinese aluminum extrusions on Wednesday. The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned. The onset of the global recession appears to have set off an increase in trade disputes around the world.Globally, new requests for protection from imports in the first half of 2009 are up 18.5 percent over the first half of 2008, according to the World Bank-sponsored Global Anti-dumping Database organized by Chad P. Bown, a Brandeis University economics professor. That increase follows a 44 percent increase in new investigations in 2008. And China has become the main target of the rising protectionism.

YUSHU, Qinghai, April 15 (Xinhua) -- Chinese Premier Wen Jiabao on Thursday called for unremitting efforts to save people's lives in a visit to the quake-hit area in northwest China's Qinghai Province."The top priority is to save people. We will never give up even if there is only a slim hope," Wen told a meeting at the quake-relief headquarters in Yushu.Wen arrived in Yushu prefecture Thursday afternoon after a three-hour flight and rushed to the worst-affected areas. He visited the ruins triggered by the quake and a local hospital to inspect the rescue work, expressing his sympathy to families of the victims.Chinese Premier Wen Jiabao (R) visits a Tibetan woman in Yushu, northwest China's Qinghai Province, April 15, 2010. Wen arrived here on Thursday to inspect the disaster relief work and visit quake-affected local people.Wen stressed that efforts should also be exerted to strengthen medical care, ensure the basic livelihood of local people, rebuild infrastructure, guard against aftershocks and release information openly. The 7.1-magnitude quake, which struck the Tibetan Autonomous Prefecture of Yushu in southern Qinghai Province early Wednesday has left 760 dead, 243 missing and more than 10,000 injured as of 5 p.m. Thursday.

TOKYO, June 1 (Xinhua) -- Chinese Premier Wen Jiabao said here on Tuesday both China and Japan should take the road of peaceful development. The peoples of the two countries should promote mutual understanding, trust and cooperation between them, Wen said in an interview with the Japanese public broadcaster NHK."Japan's pacifist constitution adopted after World War II stipulates that Japan should follow the road of peaceful development, which has brought tangible benefits to Japan in terms of rapid economic growth and greatly improved standards of living for the Japanese people," Wen said.Speaking of China's tremendous social and economic progress since the adoption of the reform and opening-up policy more than 30 year ago, he said China will stick to the path of peaceful and harmonious development."Both China and Japan should take the road of peaceful development. Therefore, both the Chinese and Japanese peoples should understand and trust each other and cooperate with each other," he said. The reason why China attaches so much importance to taking history as a mirror and looking into the future is by no means intended to perpetuate hatred, but to promote the feelings and friendship between the two peoples and to prevent a repeat of the past tragedy, Wen said.He called on the leaders, news media and the academic circles of both countries to play their part in facilitating the exchange of thoughts and the friendship between the two peoples and promote their mutual understanding.

WASHINGTON, March 29 (Xinhua) -- The United States on Monday reaffirmed its commitment to the one-China policy, saying that it' s a commitment that should be the bedrock of the foundation of its relationship with China."The U.S. position on one-China policy is unchanged," Deputy Secretary of State James Steinberg said at a briefing at the Foreign Press Center in downtown Washington D.C.. U.S. Deputy Secretary of State James Steinberg speaks at a briefing at the Foreign Press Center in downtown Washington D.C., capital of the United States, March 29, 2010. The United States on Monday reaffirmed its commitment to the one-China policy, saying that it's a commitment that should be the bedrock of the foundation of its relationship with ChinaThe deputy secretary made the remarks in response to a question about whether the Obama administration remains committed to the one-China policy and the principles of the three China-U.S. joint communiques."It (the one-China policy) serves us very well. We have consistently through Democratic and Republican administrations understood those agreements and principles be the foundation of building an ever stronger relationship (with China)," Steinberg said."So there is no change. It's a commitment that we understand be the bedrock of the foundation of the relationship between the two countries," he added. The deputy secretary appeared to be quite positive about U.S.- China relationship despite recent troubles between the two countries caused by the announcement of new U.S. arms sales to Taiwan in January and President Barack Obama's meeting with the ** Lama in February."I think it is fair to say for the first 15 months of the new administration here, U.S.-China relations have been extremely constructive," Steinberg said in his opening remarks at the briefing."I think we avoided the dangers of transition that often happen in our relations with China and were able to start a very stable and promising course on our relationships, beginning with a phone call between (Chinese) President Hu (Jintao) and President Obama in February of last year, their meeting in London at the G-20 in April and culminating in President Obama's visit to China last fall," he said.At the levels of the Cabinet, he said, the two sides have seen the deepening of bilateral ties through the creation of the Strategic and Economic Dialogue (S&ED), which really reflects both the breadth and the depth of U.S.-China relationship.Steinberg said he knew that in recent months there's been speculation about whether there's been a change in U.S.-China relationship because of differences between the two sides on issues related to Taiwan, Tibet, as well as economic and trade policy. He said his trip to China early this month, along with National Security Council Senior Director for Asian Affairs Jeffrey Bader, provided a chance for both sides to discuss how to build on strong bilateral dialogue to seize the opportunities in the relationship and the need for the two countries to work together, as well as to manage their differences.During the trip, Steinberg said, the U.S. side had made clear that it does not support "Taiwan independence," welcomes recent improvements in cross-strait relations and hopes that the improvements will continue and expand. He added that the U.S. side had also reaffirmed its position that it does consider Tibet to be a part of China and does not support "Tibet independence."Steinberg said the two sides also discussed issues in economics and trade as well as security issues, such as the nuclear issues of the Korean Peninsula and Iran.
