ESCONDIDO, Calif. (KGTV) — CHP officers are searching for the driver who hit a motorcyclist in the North County on Friday and fled the scene.At about 6:30 a.m., a 44-year-old man was riding a 2014 Yamaha motorcycle on southbound Interstate 15 north of State Route 78. The driver of a Kia Soul changed lanes, hitting the motorcyclist, and ejecting him from the bike and into the center divider, CHP says.After the collision, the Kia avoided hitting the rider but fled the scene.The motorcyclist was taken to a nearby hospital with major injuries that are considered non-life threatening.The Kia Soul SUV is described as being a 2014 year model or newer and brown in color. Vehicle parts with identification numbers that were recovered at the scene are being processed, CHP said.The vehicle will also have damage to the driver side and is missing a driver's side mirror, CHP added.Anyone with information is asked to call CHP at 858-560-0474. 948

ENCINITAS (KGTV) -- The Encinitas Environmental Commission is considering a proposal to ban natural gas hookups in all new construction projects as a way to combat climate change.The plan, which will be heard by the commission again next month, was authored by environmental commissioner Jim Wang. Wang spearheaded the city’s bans on plastic bags and polystyrene containers, commonly known as styrofoam.“The problem is that methane is a much more potent global warming gas than CO2, it’s approximately 85 times as potent,” he said. “Even a small amount of natural gas causes a big problem with global warming.”RELATED: Encinitas proposes ban on gas-powered leaf blowersWang’s proposal would impact both residential and commercial construction, but would not affect existing buildings. In July, Berkley passed a ban on natural gas infrastructure in new construction that will take effect next year. Twenty other California cities are considering similar bans, Wang said.“I’ve never seen a restaurant run on electric stove-tops. I’ve tried to cook on an electric stove at home and you don’t get the same consistency,” he said.Michael McSweeney of the Building Industry Association of San Diego County said the cost of electricity is typically about three times more than natural gas, so the cost of home ownership in Encinitas would rise.“It seems that they want to reduce their carbon footprint, which is great, but the biggest source of greenhouse gas emissions in Encinitas is automobile transportation,” he said. “Cutting down on car transportation, they’d get more bang for their buck.”Transportation accounts for 54 percent of the greenhouse gas emissions in Encinitas. Electricity accounts for 23 percent. Natural gas ranks third on the list, at 13 percent, according to the city’s 2018 Climate Action Plan.“Yes, it may be a little more expensive but it’s for the greater good,” Wang said.In addition to cutting greenhouse gas emissions, restrictions on natural gas could provide safety and health benefits, Wang argued, citing the 2010 San Bruno pipeline explosion that killed 8 people.Homes that cook with natural gas at least once per week have air quality that would be illegal outdoors, he said, with levels of nitrogen dioxide and formaldehyde that exceed outdoor federal air quality standards.The Environmental Commission will consider the proposal at its Dec. 12 meeting at 5:30 pm. ESCONDIDO, Calif. (KGTV) - A brush fire broke out in Escondido’s Kit Carson Park Friday, sending a plume of smoke above the area. The flames started just before noon in a riverbed of the park at 3333 Bear Valley Parkway near Westfield North County mall, Escondido Fire reported. At least 10 engines and a firefighting helicopter responded to the scene to put out the fire in brush and trees. No structures were threatened because winds were blowing the flames away from nearby homes.By 2 p.m., the fire's forward rate of progress was stopped with two acres burned and 80 percent containment.San Pasqual High and LR Green elementary schools were briefly put on lockdown to safely keep students inside during the firefighting efforts.The North County Transit District rerouted its BREEZE route 350 to the mall because police and fire personnel blocked its route for firefighting efforts. (KGTV) -- A popular Encinitas cafe was destroyed and nearby residences were evacuated following a blaze early Monday morning.Crews were called around 12:15 a.m. to a commercial building fire at 698 N Coast Highway 101, about three blocks from the coastline.Witnesses reported hearing an explosion then seeing the building fully engulfed almost instantly. "I heard a really loud pop and then I heard some yelling," said Matt Prior, a nearby resident. He thought the noise was gunfire until he realized the popular Mozy Cafe was engulfed in flames."I went outside and saw like a really big orange glow," said Prior.Flames were still raging an hour after the first units arrived. More firefighting units were called to the scene and crews evacuated nearby residential buildings.No injuries were reported.In total, Mozy Cafe and three other businesses resided in the destroyed commercial building. Firefighters remained on the scene as of 6 a.m. to monitor hot spots. The cause of the fire is under investigation but officials say it does not seem suspicious.The owners of the four businesses say they want to rebuild and have created a GoFundMe to raise money. 1185

(KGTV/CNS) - CHP officers are investigating a crash in Escondido that left a driver with burns to about 80 percent of his body Wednesday morning.The 22-year-old driver, who police believe is a current or former Marine, hit a tree at Bear Valley Pkwy north of Eldorado Dr. at 2:45 a.m.The vehicle caught fire but emergency crews put out the flames. Neighbors who heard the crash also helped the driver.CHP officers initially believed the driver was dead inside the vehicle but found him alive when they put out the flames.The man was taken to UCSD Medical Center with burns and other severe injuries.The investigation closed Bear Valley Pkwy from Bear Valley Rd. to SR-78 during the morning commute.  750
