SAN DIEGO (KGTV) — State officials hope California’s new 10 p.m. stay-at-home order will slow the spread of COVID-19, otherwise, another 10,000 San Diegans are projected to contract the virus in the next 10 days.That’s according to a new county-by-county forecast from Facebook, which rolled out the prediction software last month.Facebook projects L.A. County will see the second-largest increase in cases in the country by November 30. San Diego County is projected to add the 15th most cases, reaching a total of 78,594 infections by Nov. 30.The two-week forecast was released before Governor Gavin Newsom announced enhanced restrictions. Facebook will release a new two-week forecast next week.“Many other forecasts around the world are only predicting caseload at a country or state level,” said Laura McGorman with Facebook’s Data for Good team. “We’re trying to be much more local in this approach because we know so much of the COVID-19 response is in fact local.”McGorman said the forecast tool could help county and state officials plan hospital bed space, ICU capacity, ventilators and other critical supplies.The map is powered by artificial intelligence that draws on seven kinds of data. They use outside metrics like confirmed cases, doctor visits and the weather combined with information Facebook collects like a survey of people’s symptoms and GPS location data.The location data helps gauge whether people are staying home and isolating or circulating among the community, according to McGorman.Facebook only pulls data from users who opt in and no, they’re not reading your posts. All of the information, which is aggregated to the county or state level to protect privacy, is available for the public to download.The tech giant initially started Data for Good three years ago to help with disaster-relief projects, McGorman said. Among other applications, their location data can quickly predict if evacuations are working.“Typically, groups like the Red Cross have to knock door-to-door to see if people are still home, or wait for people to show up at shelters to see if they’ve gotten out of harm’s way,” she said.The software has also been used to detect network outages when a hurricane knocks out cellphone towers, she said.Facebook’s COVID-19 mapping tools have been used to inform policymakers in New York and Mexico, and the data has helped analyze the effectiveness of stay-at-home orders in California, McGorman said. 2457

SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car. SAN DIEGO (KGTV) -- Sixteen Marines were arrested Thursday morning for their alleged involvement in various illegal activities ranging from human smuggling to drug-related offenses, according to U.S. Marine Corps officials.The unidentified Marines did not serve in support of the Southwest Border Support mission, USMC officials said."Information gained from a previous human smuggling investigation precipitated the arrests," said Maj. Kendra Motz, 1st Marine Division Communication Strategy Operations Director.An additional eight Marines were taken aside to be questioned on their involvement in alleged drug offenses unrelated to Thursday’s arrests, Motz said.RELATED: 2 Camp Pendleton-based Marines accused of smuggling undocumented immigrantsThose arrested were taken into custody during a Battalion formation with 800 people at Camp Pendleton. 1st Marine Division worked alongside the Naval Criminal Investigative Service, officials said.10News learned the Marines that were arrested have not been charged at this point in the investigation.Thursday's arrests were related to a smuggling investigation earlier this month. Byron Darnell Law II and David Javier Salazar-Quintero on July 3 near the Tecate Port of Entry, according to a federal complaint.Both men are charged with smuggling “for the purpose of commercial advantage or private financial gain,” the complaint said.In the complaint, agents reported seeing three undocumented immigrants getting into the pair’s vehicle on Interstate 8 on the morning of July 3. The vehicle was pulled over a short time later and all five occupants were arrested.The immigrants, according to the complaint, told agents that they paid ,000 to have Law and Salazar-Quintero take them north. 1789
