SAN DIEGO (KGTV) -- San Diego is one of the best places in the country for veterans to live, according to a new WalletHub report. According to the site, San Diego is the 15th best place in the nation for veterans to live in 2019. Out of 100 other U.S. cities, San Diego ranks 47th for employment, 2nd for quality of life and 35th for health. So where are the best places in the U.S. for veterans in 2019? According to WalletHub, Tampa, Austin, Orlando, Raleigh and Scottsdale all took top spots. Indianapolis, Memphis, Jersey City, Newark and Detroit all placed at the bottom of this year’s list. Long Beach and San Francisco are also two cities with some of the most homeless veterans per veteran population, according to the site. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer and seven other California mayors are calling for the state to loosen restrictions on reopening large theme parks.The letter to Gov. Gavin Newsom requests that the state allow large theme parks to reopen with reduced capacity under the state's third reopening tier (orange/moderate) rather than the fourth (yellow/minimal).The letter stated that, "guidelines put forth by your Administration were released within the framework of prioritizing public health and safety for guests and employees. This is the right focus. However, economic and public health are not mutually exclusive goals.""We are concerned that the state's guidelines would push re-opening of large theme parks up to a year out, which would have significant negative impacts on hundreds of thousands of jobs, thousands of small businesses, and billions in operating revenue for our cities," the letter dated Oct. 30 stated.The letter pointed out San Diego, Los Angeles, and Anaheim as the most impacted cities.The letter is signed by Faulconer, Anaheim Mayor Harry Sidhu, Los Angeles Mayor Kevin Garcetti, San Jose Mayor Sam Liccardo, Fresno Mayor Lee Brand, Bakersfield Mayor Karen Goh, Riverside Mayor Rusty Bailey, and Santa Ana Mayor Miguel Pulido. The mayors' cities are either in the red or purple tier of the state's reopening plan.California's theme park guidance allows smaller theme parks to resume operations in the state's third reopening tier (moderate/orange) with a limited capacity of 25% or 500 visitors, whichever is fewer; only outdoor attractions; and ticket sales limited to visitors in the same county.All theme parks may resume operations in the state's fifth tier (yellow/minimal) with a limited capacity of 25%. SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed by a Border Patrol agent following a confrontation Friday.According to police, David Angel Villalobos-Baldovinos, 30, was shot by an agent after entering the US illegally.Police say Villalobos-Baldovinos, a Mexican National, tried to enter the US illegally and was confronted by an agent just before 6 p.m. October 23 in San Ysidro.Villalobos-Baldovinos reportedly fought with the agent, who police say received minor injuries during the scuffle. The agent then fired his weapon, hitting the suspect one time in the torso, police say. The man was pronounced dead at the scene. SAN DIEGO (KGTV) - San Diego may soon have more living spaces in commercial zones, due to ease of regulations approved by the San Diego City Council Tuesday.The amendments to the Live/Work Quarters rules allow for smaller living space in a place of business, add more business types that can include living areas, and authorize additional locations where Live/Work Quarters are allowed.The changes reduce the required minimum floor area from 750 square feet to 500 square feet, and eliminate the requirement for additional parking.RELATED: San Diego housing report focuses on region's needsTuesday’s amendments were part of Mayor Kevin Faulconer’s Housing SD reforms.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work.
