A rent-control style bill that would cap annual rent increases is advancing in Sacramento.The bill, by Democrat Assemblyman David Chiu, would limit annual rent increases to 5 percent plus inflation. Currently, market landlords in San Diego County can raise the rent as much as they want at the end of a lease. Adam Moody, of Pacific Beach, just saw his rent go up by 0 a month, or 10 percent. "We're thinking about moving somewhere because if it's going to keep increasing, we'd rather maybe get a house or something," said Moody, who lives with his wife. The bill, AB 1482, made it out of the Assembly Appropriations Committee Wednesday. It will now advance to the full assembly floor before moving to the state senate side. With inflation, the cap in San Diego County would be 7.2 percent, which is nearly three times faster than wage growth. Molly Kirkland, public affairs director for the Southern California Rental Housing Association, said the organization opposes the bill. She said legislation like this turns off developers from building more much-needed housing, and can lead to the current supply going unrepaired. "The five percent plus CPI (inflation) may be enough if you don't have significant operational costs, if you don't need a new roof, but that's not a certainty," she said.Moody says he supports the cap. He says there must be a happy medium for landlords to be profitable, while allowing renters to keep affording where they live. Gov. Gavin Newsom has not indicated whether he would sign the bill. A Utah man is suing McDonald's and Coca-Cola's main bottler, Swire Coca-Cola, after he allegedly had his drink spiked at a McDonald's with the heroin substitute Suboxone.In a complaint filed in Utah's Third Judicial District Court, the plaintiff Trevor Walker alleges that his diet coke was spiked on Aug. 12, 2016, at a McDonald's drive-thru in Riverton, Utah.According to the complaint, Walker and his family went through the drive-thru, where they ordered two happy meals, two chicken sandwiches, and two Diet Cokes.Walker drank the beverage as he and his family went home, the complaint stated. While watching his children, Walker said that his fingers became non-responsive, and he began to lose feeling in his arms and legs."My life and being here is the biggest miracle of the whole situation," Walker told KTSU-TV in Utah. "As I started to shift my body, I started to sense almost like a lapse in time, like between the time I would move my hands there was a delay."The complaint said that during the incident, Walker sent the following text messages to his wife:Text No. 1: "Something is vey (sic) wrong with me. I am having sensations in my arms and everything is moving slowly. I'm feeling scared. I don't know what to do."Text No. 2: "I'm so scared I'm trying to be calm. I need you."Soon after sending the texts, the complaint alleges that Walker "blacked out," and fell onto a nearby table and collapsed onto the floor. Walker's wife came home, and he was taken to the emergency room.While at the hospital, the complaint stated that Walker's wife compared her Diet Coke to his, and noticed that his drink had, "speckles and a film on the surface—a fact that Trevor (Walker) was not aware of due to the lid placed by McDonald's on the drink."Walker's wife called the Unified Police Department and reported the suspicious drink. The plaintiff said that police responded to the hospital and took the drink for testing at the Utah State Crime Lab.The complaint said that the Utah State Crime Lab confirmed the drink contained a heroin substitute called buprenorphine or Suboxone. Walker's urine also tested positive for Buprenorphine."The drug negatively interacted with Mr. Walker's medication, causing him to lose feeling in his arms and legs, lose the ability to walk, and eventually lose consciousness," the complaint stated.McDonald's is accused in the complaint of failing to preserve the video recording of the drive-thru area where the alleged drink spiking took place, by deleting the video.Walker demanded a trial by jury in the complaint and sought relief for damages caused to him during the incident.The-CNN-Wire 2648

A night of teenage fun turned into tragedy on a rural road in Indiana.Four teens, who were attending a slumber party, were killed and four others were injured when an SUV plowed into them while they were pushing a woman's stalled car.It happened Saturday night when a Chevy Suburban driven by Cara Selby broke down just a block away from her home in Cortland, Indiana, officials said.Selby was throwing a slumber party for her daughter. When the teens at the sleepover came out to help push Selby's car back home, another vehicle hit them from behind, the Jackson County Sheriff's Department said.Killed were: Nevaeh Law, 14; Jenna A. Helton, 14; Brittany Watson, 15; and Martin Martinez, 16. 700

A Pro Football Hall of Fame inductee in 2017, former Arizona Cardinals quarterback Kurt Warner revealed he thought about making a return to the NFL in 2018.During a baseball game in St. Louis on Monday, the 46-year-old Warner said he reached out to a team about possibly returning for the 2018 season, a good eight-plus years after his most recent NFL appearance."I was actually ready to (return) for this coming season," Warner said. "I actually talked to a coach, and my wife said, 'Go for it, I think it would be great.' A Massachusetts man has been charged after Donald Trump Jr.'s family and others received threatening letters with suspicious powder last month, the US attorney for Massachusetts announced Thursday.The criminal complaint filed by US attorney Andrew Lelling's office said Daniel Frisiello, 24, was charged with five counts of mailing a threat and five counts of false information and hoaxes. The announcement said Frisiello was arrested Thursday morning and is scheduled to appear in federal court in the afternoon.The complaint said investigators were able to identify Frisiello by tracing a glitter bomb he ordered with his name to one of the people who also received the suspicious powder.  704
