SAN DIEGO (KGTV) -- San Diego County officials are once again sounding the alarm, asking San Diegans to follow all health guidelines to slow the spread of COVID-19.On Wednesday, local leaders held a press conference to discuss the county's latest numbers and their placement on the state's colored tier system. The county stayed in the red tier, but was dangerously close to slipping into the more restrictive purple tier. In fact, County Public Health Officer Dr. Wilma Wooten said San Diego County was only two cases away from the purple tier."Yesterday we dodged a bullet. We could not have gotten any closer without tripping into the purple tier," County Supervisor Nathan Fletcher said at Wednesday's press conference. "But we don't want to live or die on the tiers by how many tests we've done."The county's unadjusted case rate is 7.7, while the adjusted rate is 7.0. Officials said the county's testing efforts allowed for that adjusted number. The county's health equity metric also improved, going down from 5.7% to 5.5%; the metric looks at the most undeserved, impacted communities.On Wednesday, health officials reported 263 new COVID-19 infections and six additional deaths, raising the region's cumulative totals to 53,263 cases and 863 fatalities.Six new community outbreaks were also reported Wednesday, two in businesses, two in restaurants, one in a restaurant/bar setting and one in a healthcare setting. In the past seven days, 32 community outbreaks were confirmed, well above the trigger of seven or more in a week's time.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.Wooten said the best way to keep cases down is to continue following all health guidelines in place, like wearing a mask, staying home if you're sick, social distancing and avoiding indoor gatherings. The county is also looking ahead to Election Day, urging San Diegans to vote via mail-in ballot, but also reassuring in-person voters that it will be safe to cast a ballot. County Registrar of Voters Michael Vu is asking all in-person voters to wear a mask and be patient on Election Day. Vu said all 4,500 election workers will undergo two days of training before the election so they can handle sanitization procedures and how to direct crowds. SAN DIEGO (KGTV) - San Diego Police are investigating an alleged attack on three women in hijabs in Little Italy as a possible hate crime. The incident happened around 12:45 p.m. Sunday on Columbia Street near Beech.Three women in hijabs were walking under scaffolding when a man approached from the other direction. Despite one woman moving to give him room, witnesses say 50-year-old Kyle Allen lunged his shoulder into one of them. "Fists started flying, and it was his fists. He started swinging at the women, trying to hit the woman that he almost knocked down, but he ended up hitting one of the other women," said a witness named Amy, who called 911 during the altercation. A hijab is a headscarf worn by some Muslim women. Amy, who asked us not to use her last name, said she also saw Allen rip off one of the women's hijabs from her face. "As I got closer I heard him calling her names and telling them to go back to where they came from," Amy said. Cell phone video shot after the incident showed Allen, going back and forth with bystanders. He ultimately walked to his high rise apartment around the corner. Witnesses followed him and pointed police in his direction.A San Diego Police spokesman told 10News that Allen greeted officers at his unit with a handgun that had a silencer. He was arrested without incident on firearms, battery, and criminal threat charges. Calls and texts to Allen's phone were not immediately returned. SAN DIEGO (KGTV) — San Diego Police are reminding families who may care for an at-risk loved one to have a plan if they become lost.Officers said Saturday that a woman named "Lupe" disappeared from her home recently and was lost before a neighbor who noticed her called police.SDPD Southern Division officer McClain responded to the call and stayed with Lupe as other officers searched the area to try and get her back home, according to police. An officer eventually found a residence with an open door, which was Lupe's home.Instead of transporting her back home in a police vehicle, and possibly confusing or scaring the woman, SDPD said McClain, "figured it was time to get his steps in and walked Lupe back to her residence." There, she was reunited with her family.SDPD said the incident highlighted the need for families to make sure loved ones with medical or mental issues have an ID bracelet with their basic information, address, and emergency contact if they become lost.The Alzheimer's Association says families can prevent a loved one from wandering away from home by identifying times they are likely to wander and plan activities, ensure basic meets are met, use devices to signal when a door or window opens, and regularly supervise them. The group says families can plan for the possibility of someone wandering away from home by asking neighbors to call if they see the person alone, know where a person could likely go to if they leave the home alone, and familiarize themselves with the neighborhood and any possible hazards there may be. 1568

SAN DIEGO (KGTV) - San Diego Police believe the man whose mud-covered body was found in the Tijuana River may have floated across the border into the United States, investigators said Friday. The man’s body was found Thursday in the river behind the Las Americas Premium Outlets, police said. He was partially covered in debris, water, and mud. An autopsy revealed the man had suffered traumatic injuries, but investigators did not provide details on the nature of them. “It is possible the man’s body was carried by the Tijuana River across the border into the United States, where it was discovered,” police said. The man had distinctive tattoos, which investigators hope to use to make an identification. SAN DIEGO (KGTV) - San Diego Police arrested a man this week on suspicion of vandalizing parked cars in Bankers Hill and East Village. Alexander Galarza, 34, was booked into jail Monday on multiple counts of felony vandalism, according to SDPD Lt. Dan Smyth. Galarza used a pole to break the windows of 10 cars in Bankers Hill late Sunday night, police said. He left the area before officers reached the scene.
