SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 4-1 today to request guidance from the state on allowing resumption of several activities, including private planned events, wedding receptions, hotel conferences, street fairs and team competitions.In a letter to be sent to Gov. Gavin Newsom, the county will also seek guidance on reopening playgrounds.Supervisor Jim Desmond made the proposal after the board was updated on the county's efforts to contain the spread of the coronavirus.Any reopening of those industries, he and other board members said, would only happen with the blessing of Dr. Wilma Wooten, the county's public health officer.He added that while the county must take note of an uptick in community outbreaks, it ``can't have a blanket stop on the economy.''``Maybe, by the time Newsom responds, there will be more time to review this. I want to be prepared with this next group of businesses,'' Desmond said.Because it takes months to plan certain events, such as weddings, planners ``will lose this entire season otherwise,'' Desmond said. ``We have one (board) meeting scheduled for July, and I'm trying to be ready if the numbers look good.''The supervisors also heard from numerous people employed in the private events industry, who urged the board to let them resume. Many said they have safety protocols in place, and would be able to provide lists for contact tracing if necessary.Wooten told the board that as of now, ``we couldn't recommend any opening in the next week or next couple of weeks, in terms of opening up broad industries, if (community) outbreaks continue.''``If we're above seven community outbreaks, it would be ill-fated'' to make such recommendations, she said.Another three community outbreaks were reported Monday by county health officials, raising the number reported in the last week to 10 -- the most in any week's span since the pandemic began in early March.Supervisor Nathan Fletcher cast the dissenting vote on the motion. The county ``has hit the community outbreak `trigger' for six consecutive days and recent days have generated not only the highest reporting of new COVID cases but also a doubling of the percentage of total tests being positive,'' Fletcher said after the vote. ``Given these facts, it is reckless and irresponsible to propose expedited reopening of additional in-door close contact group gatherings without any restrictions on the number of attendees.'' 2460

SAN DIEGO (CNS) - Police are searching for a gunman who wounded a man in a shooting at a trolley station in the East Village neighborhood.It happened around 4:30 p.m. Wednesday on Broadway between 11th Avenue and Park Boulevard, San Diego police Officer John Buttle said.The victim, a man in his 30s, was at the trolley station when a gray sedan pulled up and a man in the passenger seat got out, fired one shot and got back in the car, which fled eastbound on Broadway, Buttle said. A car matching the suspect vehicle's description was later located and impounded for evidence.The victim was taken to a hospital for treatment of a gunshot wound to his left torso, which was not believed to be life-threatening, the officer said.The suspected gunman was described as a 5-foot-7 Black man, about 140 pounds, wearing blue sweatpants. 839

SAN DIEGO (CNS) -- San Diego City Council President Georgette Gomez said Monday she will propose extending the city's COVID-19-related eviction moratorium through next March.Gomez will ask for council support at Tuesday's scheduled council meeting to extend the deadline until March 31, according to a statement from her office.The city's current moratorium, which prohibits landlords from evicting renters and small businesses that are unable to cover their rent or lease payments due to financial hardship brought about by the pandemic, is slated to expire Sept. 30.Gomez says the pandemic's impacts have not yet declined enough to warrant lifting the moratorium this fall, particularly with 0 weekly federal unemployment benefits set to expire at the end of the month."When we passed the eviction moratorium in March, I hoped that six months would be enough for renters and small businesses to recover from the economic effects of COVID-19, or that our federal government would provide sufficient relief," Gomez said. "Unfortunately, the pandemic is not subsiding, unemployment remains high, many businesses are still struggling, and the federal government's response has been woefully inadequate. It is absolutely critical that we give San Diegans more time."San Diego's eviction moratorium has been extended twice since the beginning of the pandemic. SAN DIEGO (CNS) - San Diego County public health officials have reported 445 new COVID-19 infections and four deaths from the illness, raising the county's total to 42,414 cases and 734 deaths.Two women and two men died between Sept. 7 and Sept. 10 and their ages ranged from the mid-50s to late 80s. All had underlying medical conditions.Of the 8,531 tests reported Friday, 5% returned positive, moving the 14-day rolling average of positive tests to 4.5%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 6,627.Of the total positive cases in the county, 3,278 -- or 7.7% -- have required hospitalization since the pandemic began, and 777 -- or 1.8% -- were admitted to an intensive care unit.County health officials reported no new community outbreaks on Friday, lowering the number of outbreaks in the past week to 13.The number of community outbreaks remains above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 days.Of Friday's cases, another 32 were tied to San Diego State University, raising the total number of confirmed infected students on- and off- campus to 598 since the fall semester began Aug. 24About 75% of students testing positive live in off-campus housing not managed by the university, with 73% of the cases among the freshman and sophomore classes.The university extended its stay-at-home order for students, directing them to stay in their current residences, except for essential needs, through 9 a.m. Monday. Violations of the order may result in disciplinary action, the college said.Luke Wood, SDSU's vice president for student affairs and campus diversity, said the university was working with a security company to enforce public health code regulations.The City of Chula Vista announced Friday it was distributing 25,000 reuseable cotton masks printed with the city logo and website. "Effective immediately, we are implementing a pause in our face-to-face learning model and moving to virtual distance learning (while maintaining the same class schedule). This will allow time for the community to separate, practice physical distancing and reflect on the importance and privilege of our time together on the OLP campus."The two confirmed student cases are unrelated, the school said. Students at the school will switch from online education to a hybrid model on Sept. 17, with students attending class two days a week in two separate cohorts separated by last name alphabetically.State guidance declares that if 5% of students or staff in a classroom test positive for COVID-19, it should be closed. Additionally, a school should close if there are multiple cases in multiple classrooms, or if 5% of the student body or staff test positive for the illness.San Diego Unified School District and other school districts in regions disproportionately impacted by COVID-19 have stated they will not return until the pandemic lessens. Before schools were able to reopen, nearly 50 schools -- mostly private and/or religious -- petitioned the county to open early for in-person instruction.State data released Tuesday showed San Diego County losing some ground in its fight against COVID-19, with the number of new cases per 100,000 people reaching 6.9 and the percentage of positive tests at 4.2%, close to slipping into the "widespread" tier like much of the rest of the state.The county is in Tier 2 or the "substantial" tier, the state's second-most strict. With a slight bump in new cases per 100,000, San Diego could find itself closing recently opened businesses.The numbers for the widespread tier -- which every other Southern California county besides Orange County finds itself in -- are 7 or more new cases per 100,000 and more than 8% positive testing. SAN DIEGO (CNS) - The county's flu death toll inched closer to 70 last week, while lab-confirmed flu cases continued to decline, the county's Health and Human Services announced today.The county received one report of a flu-related death last week, a 74-year-old North County man who had additional medical issues. County health officials did not disclose whether he had received this flu season's vaccine. The county's flu death toll now sits at 68.The county confirmed 86 flu cases last week, down from 114 cases during the prior week. Confirmed flu cases have declined for six consecutive weeks since reaching a season-high of 692 in mid-March. County health officials have now confirmed 9,373 flu cases to date this season."Flu activity in the region continues to wane, but it is still elevated for this time of year,'' said Dr. Wilma Wooten, the county's public health officer.While flu season appears to be wrapping up, county health officials and the Centers for Disease Control and Prevention still strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people older than 65 and people with chronic conditions.Flu shots are available at doctors' offices, retail pharmacies, community clinics and the county's public health centers.
