SAN DIEGO (KGTV) — The City of San Diego could make the unorthodox move of refusing to reveal a directory of its 11,000-plus employees.A new memo from City Attorney Mara Elliott's office says officials fear doing so could increase the risk of cyber attack. "You have indicated that releasing all City employee email addresses at once could create a potential threat to the City's cybersecurity because it would make it substantially easier for bad actors to launch phishing attacks against the City, which could interrupt critical City operations," says the Sept. 20 memo. The Union-Tribune recently made a California Public Records Act request for names, work email addresses and phone numbers of all city employees, which is disclosable under the act. Cyber security experts say public agencies have been facing a barrage of hacking attempts because they control critical civic operations. Last year, hackers shut down some operations at the Port of San Diego, and the city of Atlanta has spent millions to recover a system after a ,000 ransomware attack. Ted Harrington, an executive partner at Independent Security Evaluators, said hackers often try to get victims to open attachments in emails, known as phishing. "It's an attack method where when the victim either clicks a link or downloads an attachment, that automatically installs some sort of malware or directors that particular victim to a malicious website, and then all kinds of bad things can happen from there," he said. The City Attorney's memo existing case law suggests there are circumstances where not disclosing the list of workers outweighs the public interest in disclosing them, but leaves it up to the city on a final determination. Jeff Light, the editor and publisher of the Union-Tribune, said in a statement that he understands the cyber security concern, but that it shouldn't keep the information from being disclosed. "Public information law in California says that 'access to information concerning the conduct of the people’s business is a fundamental and necessary right of every person in this state,'" Light said. "I don’t see how that principle squares with this theory that the government should not reveal the phone extension or email of a city employee."The City Attorney memo notes that while the city may not release a full directory, residents do have access to contact information for city officials they may need to contact. Chloe Delehanti works out at the Mission Valley location."I've lived through SARS and Swine Flu, and I don't remember it being this serious of a concern, certainly never getting emails from my gym, or travel alerts, so it's definitely concerning," said Delehanti. The email stated the company is increasing its cleaning protocols and reducing the use of props and physical contact between teachers and clients. "Obviously, I really like adjustments and having that component in class, but I think it's a good idea to be as safe as possible, considering that it is a really growing concern, and there's a lot of new cases," said Delehanti.A salon in Hillcrest is also changing the way it does business. Stylists at Brightside Barber will now have the option of turning away customers who appear sick. "From here on out, not to feel like you can't turn someone away, if they are visibly sick with a fever, coughing," said Angelic Corona. She's been in the business ten years and said she's never seen anything like this. "I was relieved, cause you know, in customer service, it's kind of always been the customer is always right, but in this scenario it's health and safety for everyone," said Corona. A few doors down at Ralphs, shoppers, like Tyler Armstrong, were stocking up on cleaning supplies. SAN DIEGO (KGTV) — The future of Horton Plaza was teased in a new set of renderings released by the firm that purchased the aging mall.Stockdale Capital Partners purchased Horton Plaza in June 2018 with the aim of revitalizing the center into a mixed-use high-tech office and retail space. Wednesday, the firm gave a glimpse at The Campus at Horton, showing a completely transformed Nordstrom building from a concrete facade into a glass-covered office space. SAN DIEGO (KGTV) — The Federal Reserve's decision to lower its key interest rate to near zero will help some San Diegans, but frustrate others.The Fed reduced its Federal Funds Rate to near zero for the first time since the Great Recession of 2008. The move, in reponse to the Coronavirus outbreak, will help keep auto loan rates low and mortgage rates near historic lows. It will also, however, lower earnings from interest bearing savings accounts. Greg McBride, chief financial analyst for Bankrate, predicted the economy to go into a recession, but said the low borrowing rates would help jump start spending once activity picks up again. "Coming out of that, one of the things that's going to give the economy a boost to recover from that will be these brutally low interest rates that entice consumers and businesses to resume borrowing and spending," McBride said. "Somebody concerned about losing their job is not going to go to go out and buy a car."Mortgage rates are already extremely low, with the average rate for a 30-year fixed is 3.36 percent. Still, that's above the all-time lows reached earlier this month, when the Federal Reserve made its first emergency cut. Mark Goldman, a loan officer for C2 Financial Corp., said there has been a rush to refinance since that earlier drop — a big reason why rates did not fall deeper."There's so much refinancing business going on right now that lenders can't stand a lot more business, so they price accordingly," Goldman said. SAN DIEGO (KGTV) — The crowds at San Diego International Airport grew Friday night, as travelers kicked off the holiday travel weekend. AAA predicts a record-breaking 115 million Americans will travel this holiday season, up nearly 4 percent from last year. Of those travelers, AAA estimates 105 million people will drive, 7 million will fly, and 4 million will take the train, bus, or cruise ships. According to AAA, airports around the US will be busiest between Dec. 21 through 23.
