UPLAND, Calif. (AP) — Investigators on Wednesday were trying to determine why a California woman allegedly fatally injured her infant daughter, dropped her young son off a second-story apartment building landing and then jumped herself.After being medically cleared, Tierra Ortega, 24, was booked for investigation of homicide, attempted homicide and child abuse resulting in death, said Capt. Marcelo Blanco of the Upland Police Department.Ortega's booking photo showed her face bruised and scraped with one eye swollen shut.Her 1?-year-old son remained hospitalized in stable condition with a broken foot and other minor injuries, Blanco said."We don't have a motive yet," Blanco said.The events unfolded late Tuesday morning in Upland, a small city at the foot of the San Gabriel Mountains in the inland region about an hour's drive east of Los Angeles.A neighbor called 911 to report that a child was screaming or crying and then saw the woman was holding the child on a second-story landing, according to police."The mother proceeded to release the toddler, who fell to the ground below. Upon officers arriving on scene, they noticed the child on the floor and the mother subsequently jumped from the second story landing head first," a police statement said.Police then checked the second-story apartment and found the woman's approximately 7-month-old daughter inside. She wasn't breathing.Her breathing was restored but she died at a hospital, Blanco said.The cause of her death will be determined but she had a possible skull fracture and internal injuries, he said.Video from KCAL-TV showed the woman sitting on grass outside the building with her hands handcuffed behind her. One child, strapped to a board, was loaded into a helicopter for the flight to the hospital.The children's distraught father was called home from work and police had to hold him back as he struggled to climb the stairs to the apartment.He spoke to police but "has no idea what led to this," Blanco said.The property manager said the family had moved into the unit about a year ago, KCAL-TV reported."They've always been very quiet," Kaeleigh Calderon said of the family. (KGTV) — A crash victim is hoping to track down the roadside "angel" who went above and beyond.On Friday afternoon just east of the I-15 on Old Castle Road in Valley Center, Sarah Rozenko says she was in her Volvo sedan, driving back from the grocery store and squarely in her lane. "It was like being hit with a dump truck full force," said Rozenko.It wasn't a dump truck, but a car, that hit the side of her car. It sent her spinning into a rocky embankment. She climbed out, bruised and dazed."She came out of nowhere and pulled up," said Rozenko.'She' was a passerby who told Rozenko she was an EMT. The woman, believed in her 40s or 50s, can be seen her in a photo snapped by Rozenko of the crash scene."Immediately took over calming me down, checking me out. Took over phone conversation with 9-1-1, as I was so shook up. She covered me with a blanket," said Rozenko.Rozeno says in her shock, she kept telling the woman about the surprise dinner she had planned for her husband. The stranger listened, and calmed her down."Just reassuring. I believe I would have had a panic attack had she not been there," said Rozenko.About 15 minutes after the stranger arrived, so did the firefighters and paramedics. There was a hurried exchange. "She yelled, 'What's your address?' as I am being loaded into the ambulance. I shouted it to her," said Rozenko.Some nine hours later, after Rozenko returned home from the hospital, she learned the mystery woman had collected her belongings from the car - along with all the groceries - and dropped it all off at her home with her landlord. "I was blown away. It's not every day that somebody goes out of their way to do something for you. She's my road accident angel for sure," said Rozenko.Now she's on a mission to find her angel."I really want to thank you thank you, thank you, thank you. Two studies released this week are offering some hope for parents and school districts looking to reopen this month across the country.The studies, one from the United Kingdom and the other from Australia, were published in the journal The Lancet Child & Adolescent Health this week and try to help inform ongoing discussions around reopening schools.A team in Australia was able to look at results from students who remained in class between January and early April.Researchers found even though schools remained open in New South Wales, children and teachers did not contribute significantly to the spread of Covid-19 -- because good contact tracing and control or quarantine strategies.Their data showed that while 27 children or staff at 25 schools and daycares had attended school while infectious with Covid-19, only 18 other people later became infected.That’s an attack rate of 1.2 percent. Overall, the attack rate of child-to-child transmission was 0.3 percent, while the attack rate of adult staff member to another adult staff member was 4.4 percent.“With effective case-contact testing and epidemic management strategies and associated small numbers of attendances while infected, children and teachers did not contribute significantly to COVID-19 transmission via attendance in educational settings,” the Australian team of researchers state in their report.In the British study, researchers looked at models on returning to school with different scenarios, including increased testing, isolation measures for positive cases, and levels of contact tracing.The models the researchers ran assumed that 75 percent of those with positive test results are contacted, provide information for contact tracing and isolate, and that 90 percent of that person’s contacts are reached by contact tracers and asked to isolate.The team assumed between 59 percent and 87percent of symptomatic people in the community would need to get tested at some point during their infection, testing results would be returned in one day, and those asked to isolate would do so for 14 days.Researchers made it clear that these levels would be needed to reopen schools.“However, without these levels of testing and contact tracing, reopening of schools together with gradual relaxing of the lockdown measures are likely to induce a second wave that would peak in December, 2020,” their report stated. “To prevent a second COVID-19 wave, relaxation of physical distancing, including reopening of schools, in the UK must be accompanied by large-scale, population-wide testing of symptomatic individuals and effective tracing of their contacts, followed by isolation of diagnosed individuals.” 2683
