SAN DIEGO (KGTV) -- As rain continues to soak California, the state is almost entirely out of a drought. According to the U.S. Drought Monitor's most recent report out Thursday, the only part of the state still experiencing any form of drought is a portion of extreme Northern California. As seen in the image below, those counties are only in a "moderate drought," the lowest level in the rating system. SAN DIEGO (KGTV) — California Highway Patrol officers played the part of Santa Claus for one little girl who made a very big difference this summer. The lights were flashing and Christmas music was blasting through the loudspeaker as officers drove downtown toward 4-year-old Leilani's home.Leilani and her dad Lydell Short met them on the sidewalk. One officer walked up, crouched, and asked Leilani in a soft voice if she remembers them. She nodded. She and her dad met the officers last summer during a Black Lives Matter protest. Short said they heard a commotion outside and saw the line of officers near a crowd of protestors."She's always telling me she wanted to be a police officer or whatnot, so I asked them if it would be okay if she took a picture with them," he said. She high-fived and smiled with officers.A moment of kindness that left an indelible mark and brought so many people together during a tense time.Back at Leilani's home, Christmas gifts from the officers started flowing, including a barbie car, dinosaurs, a doctor doll, and most coveted, a brand new bicycle and scooter."We got a lot of stuff!!" Leilani cheered, kicking her foot into the air and smiling wide under her mask. After seeing our latest story on ABC 10News on the family, the officers got in touch with Leilani's family to coordinate the surprise."She got everything she asked for so we were very appreciative. It made our Christmas for sure," Short said. Before leaving, officers ensured she was fitted with a helmet and told her they wanted her to have a Merry Christmas and a Happy New Year and that she could call them anytime she needs them. The exchange showing some gifts don't come in a box, but from the heart. 1714

SAN DIEGO (KGTV) — Anxiety is growing along La Jolla Boulevard after months of drive-by vandals shattering the windows of businesses, homes and cars."It's a little terrifying, random, and I don't know when it's going to happen," said David Heine.Heine owns Beaumont's Eatery. Last Saturday, just before 7 p.m., a customer parked a car across the street."Just crossed the street onto the sidewalk, when we heard the smash. Their car window shattered. At the same time, rocks came through our awning," said Heine.Heine says the rocks tore through the vinyl awning and struck his hostess, who wasn't injured."The rocks bounced past kids on the patio. It's a dangerous situation," said Heine. It's a danger that isn't going away. The incident is the latest of five similar incidents here in the past few months. Along a mile-and-a-half stretch of La Jolla Blvd., a similar story has been unfolding: Kitchen and car windows shattered, along with windows of other businesses like the Baskin-Robbins.Megan Murphy, co-owner of Verdes El Ranchero restaurant, just finished replacing her second rock shattered window. But this Saturday night, a clue emerged from her new cameras. In the video, a dark sedan pauses to let two people cross the street, before a person wearing red leans out of the window and appears to toss something out. At the same time, rocks appear on the ground near the pedestrians. The rocks recovered have been about an inch long, but they've been thrown with velocity. A handful of people have been hit, but there have been no serious injuries."One of these times someone is going to get seriously hurt, and it's not okay ... not kids being kids. It's vandalism," said Murphy.Heine says each incident has occurred at night and generally on the weekend. Anyone with information is asked to call San Diego Police at 619-531-2000. 1849

SAN DIEGO (KGTV) — Arson investigators Saturday were looking into multiple fires set within a three-mile radius of each other in Ocean Beach and Point Loma. The first fire was set at about 1 a.m. on Muir Ave. in Ocean Beach. Three more fires were set on Piedmont Dr. and Catalina Pl. in the Point Loma area, San Diego Fire-Resuce Department said.No structures were damaged and no injuries were reported. Each fire was set in rubbish behind homes, according to SDFD. Due to the proximity and similarities between the small fires, fire officials said the fires were "suspicious" and arson investigators were looking at whether they were connected. No arrests have been made."The San Diego Metro Arson Strike Team (MAST) is investigating several suspicious rubbish fires which occurred last night in the Point Loma and Ocean Beach communities. Investigators are trying to determine if the fires are related," San Diego Police said. City News Service contributed to this report. 981

SAN DIEGO (KGTV) — Crews are clearing out a large homeless encampment hidden out of sight. It’s so big, it’s taking crews three days to clear the area in Webster. Trash, soiled clothes and old food containers is only a small list of what the eight man crew had to clean up. Stephen Driver, with the Alpha Project Abatement team says the area is, “really filthy. There’s urine bottles all over the place, buckets with human feces, dead animals. You name it.”The Alpha Project Abatement team cleared a stretch of Federal Boulevard. The homeless camp was tucked away near a flood channel. Driver says most of these camps are not easily seen. The Alpha Project crew is contracted with the City of San Diego. They work with the city’s Environmental Services Department to clear the mess. “Sometimes the people are here but usually they’re packing up and leaving once we get here,” says Driver. Police were on hand to make sure crews were safe. The city gave the people living there about a week’s notice about the cleanup. The Alpha Project offers a number of resources for the homeless, including a bridge shelter in downtown. If you need to report a homeless encampment with the city of San Diego, officials recommend you use the city's Get It Done app. 1257
