SAN DIEGO (KGTV) -- The effort to establish a new independent police commission in the City of San Diego appears to be heading to victory.As of Wednesday afternoon, Measure B was leading with roughly 75% voting yes.There is currently a Community Review Board on Police Practices, but supporters of Measure B said that body is far from independent.“Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Maresa Talbert with San Diegans for Justice told ABC 10News back in June.Proponents of the new Commission on Police Practices said they have been waiting for years for this to be a reality.“A lot of people will look at this and think, oh look, it happened overnight. Well, no,” said Martha Sullivan, one of the early members of Women Occupy San Diego. “It took nine years of very persistent [and] consistent, research, education, [and] lobbying.”One of the goals of Women Occupy San Diego ended up being police reform after the Occupy San Diego protests in 2011 and 2012. Sullivan said they submitted complaints to the review board at that time, but many of those complaints were lost.Since then, the push for an independent police commission grew. “This measure is the epitome of strength in numbers. It is the epitome of community support,” said Andrea St. Julian with San Diegans for Justice. She helped write the charter amendment that ultimately became Measure B.The Community Review Board will be dissolved and the new commission will be formed, once election results are certified. The commission will have independent counsel, subpoena power, and the ability to review officer misconduct and make recommendations.“They'll have greatly expanded powers, a lot more responsibility, and a lot more freedom to do the right thing,” St. Julian said.Jack Schaeffer, President of the San Diego Police Officers Association, said the POA took a neutral stance on Measure B.“We trusted the voters to decide on the type of oversight that they believe is necessary. We believe this election provided them an opportunity to do just that,” Schaeffer said in a statement to ABC 10News. “SDPOA will continue to support oversight in whatever form the community as a whole demands.” 2279

  

SAN DIEGO (KGTV) -- The former Imperial Beach man convicted of molesting and strangling two young boys in 1993 has died of coronavirus, the California Department of Corrections and Rehabilitation said. Scott Thomas Erskine, 57, was sentenced to death in San Diego County in 2004 for the first-degree murders of 9-year-old Jonathan Sellers and 13-year-old Charles Keever.The California Department of Corrections said Erskine died from complications due to the virus at an outside hospital. He was on death row at San Quentin. Both Sellers and Keever disappeared while on a bicycle ride near their South Bay homes. Erskine lured the victims to an igloo-shaped “fort” of brush before molesting and strangling them.In March of 2001, Erskine was serving a 70-year sentence for raping a San Diego woman when newly-tested DNA linked him to the murder of the boys.Erskine also pleaded guilty to a second-degree murder for the Florida slaying of 26-year-old Renee Baker. SAN DIEGO (KGTV) — The Centers for Disease Control and Prevention announced Thursday it is extending a ban on cruise ships operating in U.S. territory through September.The ban was set to end next week, but the agency extended the ban as coronavirus cases rise in 40 states.Florida and California, where many cruises originate or end, both set records for new daily COVID-19 cases recently.RELATED: As cruise ships idle, San Diego region lost up to millionThe CDC says the ban on cruise ship operations will be in effect until, "the expiration of the Secretary of Health and Human Services’ declaration that COVID-19 constitutes a public health emergency," "the CDC Director rescinds or modifies the order based on specific public health or other considerations," or Sept. 30.Some cruise lines had already canceled scheduled sailings until Sept. 15 over ongoing discussions with federal officials on how to restart business safely, the Associated Press reported.The Port of San Diego estimates that each cruise ship that visits San Diego generates about 0,000 in regional economic impact, including local shopping, restaurant businesses, and other expenses.Nearly 30 cruises were canceled due to the pandemic, costing about million in lost revenue for the Port of San Diego alone, according to Brianne Page, a public information officer for the Port of San Diego.
