SAN DIEGO (KGTV) -- A family’s trip to the pumpkin patch goes sour when thieves went picking through their car while they were picking out their pumpkins.Fay Feltman, her daughter, her granddaughter and great grandson went to the pumpkin patch located off Mission Gorge in Grantville.Because of how busy the lot was, they struggled to find an open space. Once inside, the granddaughter got a call from her dad asking about a recent Walmart charge of 00.RELATED: Intruder raids Del Cerro bedroom while woman sleepsFeltman still frustrated Tuesday, “Who would think this would happen at a pumpkin patch”. She tells 10 News her daughter ran to the car to find the window smashed and the purse stolen right from the trunk of the car.Feltman says her and her family were only in the patch for about 30 minutes. In that amount of time the thieves broke in, stole the purse and made it to Walmart off Murphy Canyon Road to make the purchase.Before heading into the pumpkin patch, Feltman says they took an extra step to put their purses in the trunk, making sure to not leave them in the back seat and visible.RELATED: Family alerted to burglars roaming tented condoUnfortunately the thieves still smashed the driver’s window to access the trunk latch but only grabbed her daughter’s purse and leaving Feltman’s.Feltman’s daughter has spent the past few days on the phone with the bank trying to cancel cards and reorder new ones.She also was at the DMV all day Monday and purchasing a new phone Tuesday. “Who would dream of people who are so evil and so cruel and so black hearted to do something like this I’m just in shock”.Now, the family left dealing with a complete invasion of privacy and sense of security, ”It’s like you’re violated even though they didn’t take any thing of mine personally they were in my car, reaching into my car just that alone makes you feel dirty, its just an icky feeling” Feltman tells us. 1937

SAN DIEGO (KGTV) -- Families worried about paying back rent due to the pandemic are getting more time.Tuesday, the San Diego City Council voted 5-4 to extendthe rent repayment period for commercial and residential renters to December 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would haveextended the repayment period for the eviction moratorium to March 31, 2021.Councilwoman Jennifer Campbell amended the motion to the December date as a compromise.On March 25, the council voted unanimously to begin an emergencyeviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused "substantial loss of income," according to city staff.Renters are also required to follow the rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.During the meeting, the council heard from landlords and realtors who say renters are taking advantage of the situation."The blanket moratorium has given criminals a free pass at the full expense of landlords, this is not a one size fits all," said property manager Claudia Cooper.Other callers said it would be a disaster to evict families just as children are starting school from home."Folks will be evicted and this pandemic won't be over anytime soon as the presentation mentioned, a lot of children are going to be learning from home and to be evicted right as school starts is just going to exacerbate the effect this pandemic has had on our kids," said one caller.Many callers said evictions must be prevented to avoid adding to the homeless problem."Many people have been out of work and eviction could mean death," said another caller.The moratorium on evictions expires September 30. If tenants are in good standing with landlords, they can work out a repayment plan for back rent through December 30."We are all in it together," Gomez said before discussion of themotion. "The economy is not fully restored. This is not an ideal policy, butit's a necessity for what we are dealing with."Gomez represents District 9, which encompasses Southcrest, CityHeights, Rolando and the College area. It has also been one of the mostimpacted areas during the pandemic.According to a member of Gomez' staff, which gave the presentationon the topic, the city had started 15,659 rental relief applications usingfederal Coronavirus Aid, Relief, and Economic Security Act funds. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday,not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. She added that not enough renters know the impact of not paying rent."It's a cruel hoax," she said. Bry said that by not paying rent ontime, tenants could be destroying their credit and leaving themselves withmountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, manyurging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright.About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.Councilmembers Chris Cate and Scott Sherman were opposed to theextension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. They claimed this could cause trouble for landlords trying to evict delinquent tenants or to collect back rent.Because the repayment extension passed with just five votes, it issusceptible to a possible veto by Mayor Kevin Faulconer. 4062

SAN DIEGO (KGTV) -- A car crashed Monday afternoon into the front of a Pacific Beach 7-Eleven, destroying a portion of the store.According to the San Diego Fire-Rescue Department, the incident happened near Cass Street and Loring Street.Crews said the elderly man who was driving hit the gas instead of the brakes, and the car slammed through a window of the convenience store up to its windshield.The driver, customers, and the clerk working at the counter were not hurt.The car also missed the propane tanks stored in a metal cage outside the store. SAN DIEGO (CNS) - Two major freeway connectors in San Diego will be closed overnight for routine maintenance, Caltrans announced.The southbound Interstate 5 connector to eastbound state Route 52 near La Jolla and the southbound Interstate 15 connector to westbound Interstate 8 in the Mission Valley East area will both be closed at 3 a.m. Saturday, with the I-15 closure expected to reopen at 8:30 a.m. and the I-5 closure set to reopen at 9 a.m.Caltrans crews will be performing landscape maintenance at the I-5 junction with SR-52. Those needing to head east on from the interstate to the highway will be directed to drive past the closed junction, exit at Clairemont Drive, get on northbound I-5 and then take SR-52 east.The closure in Mission Valley will allow Caltrans crews to make electrical repairs. Signs on southbound I-15 during the repair work will direct drivers to exit the interstate at El Cajon Boulevard and reenter the northbound lanes of I-15 to connect with westbound I-8.Caltrans reminded drivers to be work-zone alert by avoiding distracted driving, paying attention to traffic and slowing down when approaching work zones. 1154

  

SAN DIEGO (KGTV) — A connecting trolley line to San Diego's airport has taken another step closer to reality.Mayor Kevin Faulconer and Acting Navy Secretary Thomas Modly signed an exclusive agreement at the Pentagon Thursday to redevelop the former SPAWAR facility, now "NAVWAR," into a transit hub. SANDAG and Navy plan to collaborate on a hub similar to "Grand Central Station" adjacent to the airport, as well as a modernized complex for Navy use."This new agreement is built on San Diego's strong naval heritage," Faulconer said. "The fact that it was signed by the Acting Secretary of the Navy inside the Pentagon sends the undeniable message that there is momentum and energy in both Washington, D.C. and San Diego to do something truly special with this property. It marks a huge next step in revitalizing this area into a civic asset that serves the U.S. Navy, the community and our regional transportation network."According to SANDAG, one option being explored last year would support housing, retail, and office space. Some of that funding could come from the San Diego County Regional Airport Authority, which signed a 10-year agreement with airlines to fund airport public transportation.In September 2019, SANDAG officials and then-Navy Secretary Richard Spencer signed a memorandum of understanding to explore their visions for the 72-acre site off Interstate 5.Currently the site is home to more than 5,000 personnel, including Naval cybersecurity and information officials with Naval Information Warfare Systems Command. A portion of the World War II-era complex is also used for lab and storage space. 2211
