SAN DIEGO (CNS) - Mayor Kevin Faulconer and San Diego Police Chief David Nisleit have launched a digital marketing campaign that aims to fill more than 200 positions that are currently vacant in the department, the mayor announced Thursday.Downtown-based Loma Media will run the marketing campaign, which includes videos that will be shared on social media as well as a new recruitment website, with the goal of fully staffing the department by 2020, Faulconer said."Getting the San Diego Police Department back to full staffing of over 2,000 officers is a top priority," Nisleit said in a statement.In December 2017, the City Council approved an agreement to boost salaries for San Diego police officers through the 2020 fiscal year.Since the raises were announced, the number of officers lost to other law enforcement agencies is down 84 percent from last year, Faulconer said."The best way to keep San Diego one of the safest big cities in the country is by attracting the best and brightest recruits to the San Diego Police Department," Faulconer said in a statement. "We're going to be innovative and creative in how we do that."Loma was one of four companies that responded to a request for proposals issued by SDPD earlier in the year. A panel selected the firm because of its social media expertise and prior clients, which included the U.S. Naval Special Warfare Command, Semper Fi Fund, UC San Diego and Google, among others.The 0,000 contract with Loma, which was approved in June, lasts two years, with an option to extend the contract for up to three more years.Funding for the first two years of the marketing contract was included in the current fiscal year budget. 1691

SAN DIEGO (CNS) - Following a two-week warning period, the City of San Diego will resume parking regulation enforcement across the city Thursday after months of limited enforcement due to the COVID-19 pandemic.According to the city, restarting parking enforcement will allow for increased turnover at parking meters and businesses, ensuring accessibility for patrons visiting local stores and restaurants.The city temporarily suspended parking enforcement on March 16 following the COVID-19 stay-at-home order, limiting enforcement to holiday or Sunday regulations only. Multiple attempts in the following months to reinforce parking regulations have been thwarted by ongoing shutdown orders.Citations continued to be issued for vehicles parked illegally at red, white, and blue painted curbs.On Oct. 1, limited enforcement with written warnings began. This two-week grace period was intended to acclimate city residents.Although street sweeping has continued during the public health emergency, the resumption of parking enforcement will allow city sweepers to once again sweep debris and dust pollution along the curb line to maintain improved water quality and reduce the potential for flooding as the rainy season approaches, city officials said. 1258

SAN DIEGO (CNS) - A judge took under submission today a motion by the federal government to dismiss a lawsuit filed by the cities of Imperial Beach and Chula Vista and the Port of San Diego, alleging that the International Boundary and Water Commission is violating the Clean Water Act by not doing more to prevent Tijuana sewage from flowing into San Diego area waters.The federal government maintains that the IBWC isn't legally responsible for the sewage flowing into U.S. waters from Mexico.But the plaintiffs claim that since the IBWC oversees a flood control channel that redirects the Tijuana River on its way to the Pacific Ocean, as well as water- capture basins in five canyons along the border, the agency is responsible for the sewage that gets through those systems.RELATED: Imperial Beach businesses hurt by sewage & runoff related closuresImperial Beach Mayor Serge Dedina, who has led the fight to against the IBWC since his city was hit with millions of gallons of raw sewage in February 2017, said it was heartening to hear U.S. District Judge Jeffrey Miller say he might go to the South Bay to see first-hand how the situation is being handled.Dedina said the plaintiffs got a fair hearing. "(It was) a very emotional morning for me," Dedina said outside court. "(I have) vivid memories of taking my kids to the emergency room. We have little kids here. Our kids are getting sick. Our lifeguards are getting sick. It's been a long road and a really tough fight, and it really meant a lot to me that members of our community were here to support that. And I'll tell you what, if our city council and our city ... have to crawl on broken glass through garbage to fight for this, we will do that. SAN DIEGO (CNS) - A rare thunderstorm Friday night is expected to quickly give way to conditions ripe for wildfire by late Sunday, forecasters said.A storm system arrived Friday evening and unleashed heavy rain and lighting on the San Diego area, with precipitation amounting to a few tenths of an inch in most places.The National Weather Service predicted scattered showers to persist through Saturday night. By Sunday night, Santa Ana winds of 25-35 mph -- with isolated gusts up to 70 mph possible in some areas -- were expected to move in.Humidity was expected to drop rapidly to 5-10 percent on Monday as well, prompting the NWS to issue a fire weather watch for San Diego County, as well as Orange, Riverside and San Bernardino counties, from 3 a.m. Monday to 8 p.m. Tuesday.The watch was set to be in effect for mountains, foothills and valleys, but the conditions could cause fire to spark anywhere.Moisture from the thunderstorm will help to alleviate the fire threat, but fuels will dry quickly on Monday, NWS forecasters said.Winds were predicted to gradually decrease Tuesday night and Wednesday, and conditions will be warm and sunny the remainder of the week, forecasters said. 1199

  

SAN DIEGO (CNS) -- A San Diego man who allegedly had Molotov cocktails in his possession at last month's La Mesa police brutality protest is facing federal charges, the U.S. Attorney's Office announced Tuesday.Zachary Alexander Karas, 28, is charged with possession of an unregistered destructive device for allegedly having two glass bottles containing gasoline and wicks while at the protest, which began May 30 and carried over into the morning of May 31.According to the charging document, officers spotted Karas and his girlfriend sitting on the pavement at the corner of Allison Avenue and Spring Street at around 2 a.m. May 31.Karas was arrested for not leaving the area after dispersal orders were given by law enforcement, following the declaration of an unlawful assembly, according to the complaint.In an interview with law enforcement, Karas allegedly said "he brought the Molotov cocktails to the protest at the police station because he intended to use the Molotov cocktails to set fires, but ultimately did not cause any fires."Fires were set at the Chase and Union Bank branches and Randall Lamb Associates building near the site of the protest, but the complaint does not allege Karas set any of the fires sparked following the protest."The Constitution strongly protects the First Amendment right of all to speak out and peacefully protest," said U.S. Attorney Robert Brewer. "My office is committed to protecting that First Amendment right."Violence, however, by a relatively small number of opportunists who sought to wreak havoc, destroy property, and threaten the safety of peaceful protesters will not be tolerated." 1647
