NANJING, July 3 (Xinhua) -- The population of China, the world's most populous country, is projected to reach 1.39 billion by the end of 2015, with those age 60 or over topping 200 million people, said Li Bin, head of the country's top population policy agency.Li, director of the National Population and Family Planning Commission, released these estimates Saturday during a speech at the annual conference of the China Population Association in Nanjing, capital city of east China's Jiangsu Province.The urban population is projected to be over 700 million over the next five years, for the first time exceeding the rural population, according to Li.She said the increase in the next five years would be based upon the nation's population momentum, which, according to her, would begin to decline after 2015.Population momentum is the tendency of a highly fertile population that has been rapidly increasing in size to continue to do so for decades after the onset of even a substantial decline in fertility.Chinese government statistics show China's population stood at 1.32 billion at the end of 2008, which was about 2.5 times the number in 1949 when the People's Republic of China was founded.To put a hold on the fast growth, the Chinese government adopted a one-child policy in the late 1970s. The policy had helped China's total population increase less than 40 percent between 1978 and 2008, whereas it nearly doubled between 1949 and 1978.However, during the next five years the development of China's population is expected to go through major transitional changes, Li said.China's first boom in its aging population is expected in the next five years, with roughly an average of eight million people turning 60 each year, 3.2 million more than occurred between 2006 and 2010, she said.In the coming five years, the ratio of the population aged 15 to 59 would peak and then slowly fall, whereas the population dependency ratio, a measure of the proportion of the population too young or too old to work, would rise for the first time after over 40 years of decreasing.In general, China would still retain the advantage of a plentiful labor supply and a relatively low population dependency ratio, she said.

BEIJING, Aug. 16 (Xinhua) -- China's top legislature will discuss the constitutional reform package of Hong Kong, which refers to the amendments to the methods of selecting the city's Chief Executive and forming the Legislative Council in 2012, during a bimonthly session scheduled from Aug. 23 to 28.The draft amendments to Annexes I to the Basic Law of the Hong Kong Special Administrative Region concerning the methods for the selection of the Chief Executive was submitted to the National People's Congress (NPC) Standing Committee for approval by Hong Kong Chief Executive Donald Tsang.The draft amendments to Annexes II concerning the formation of the city's Legislative Council was submitted to the NPC Standing Committee for the record.The Legislative Council of Hong Kong passed the draft amendments in June, before Donald Tsang gave his consent to draft amendments later in the month.According to Monday's Chairmen's Council of the NPC Standing Committee, presided over by NPC Standing Committee Chairman Wu Bangguo, lawmakers will also continue to deliberate draft amendments to the law on officers in reserve service, the draft law on mediation, as well as the draft law on the application of laws to civil relationships involving foreign interests.Lawmakers will also deliberate for the first time draft amendments to the law of deputies to the NPC and local People's Congresses, draft amendments to the Criminal Law, the draft law on intangible cultural heritages, and the draft revision of the soil and water conservation law.Also on the agenda of the upcoming session are discussions of the reports on implementation of the national economic and social development plan and budgets, among others.

BEIJING, June 21 (Xinhua) -- A senior Communist Party of China official Monday said China is ready to enhance cooperation with the Democratic People's Republic of Korea (DPRK).Li Yuanchao, head of the Organization Department of the CPC Central Committee, made the remarks when meeting with a delegation of the Workers' Party of Korea, which was led by Kim Chang Ryong, the DPRK's Minister of Land and Environment Protection, in Beijing.Hailing the constant growth of China-DPRK relations, Li, a member of the Political Bureau of the CPC Central Committee and the Secretariat of the CPC Central Committee, reviewed the successful visit by the DPRK top leader Kim Jong Il in May.Chinese President Hu Jintao and Kim Jong Il reached important consensus on promoting bilateral pragmatic cooperation during that visit.China would work with the DPRK to fulfill the consensus and expand bilateral cooperation to push forward China-DPRK relations, Li said.Kim Chang Ryong said the DPRK held the unswerving policy of cementing and promoting friendship with China. BEIJING, June 10 (Xinhua) -- A solution that satisfies all parties' concerns through dialogue and negotiation is the right course for the settlement of the Iranian nuclear issue, said Chinese Foreign Ministry spokesman Qin Gang early Thursday morning.Qin made the remarks when commenting on a new UN resolution on the Iranian nuclear issue, which prohibits Iran from investing abroad in nuclear and enrichment operations and imposes binding new restrictions on Iran's import of conventional arms.The resolution was the fourth set of UN sanctions against Iran since December 2006, with 12 votes in favor. BEIJING, July 1 (Xinhua) -- The State Council, or China's cabinet, has approved a plan which calls for combining four key administrative districts of Beijing, the national capital, into two larger ones.According to the plan proposed by the Beijing Municipal Government, the former Dongcheng, Xicheng, Chongwen and Xuanwu districts at the core of Beijing will merge to form the new Dongcheng and Xicheng districts.The new Dongcheng District, composed of the former Dongcheng and Chongwen districts, would have an area of 41.84 square km and a permanent population of 865,000; the new Xicheng District, including the former Xicheng and Xuanwu districts, would cover 50.7 square km, with about 1.25 million residents, as outlined in the plan.The adjustment of Beijing's administrative divisions was aimed at balancing the development of the city's core districts, said a spokesman with the municipal government.Among the four core districts of Beijing, the development of Chongwen and Xuanwu in the south was lagging behind that of Dongcheng and Xicheng in the north, said the spokesman.The action could optimize the district' social resources, reduce administrative costs and enhance Beijing's core area, he said.Further, the move was expected to speed the renovation of Beijing's Old City, which basically included the four districts, and make for better protection of the historical cultural sites in the Old City, he said.The municipal government has been striving to achieve the transformation of Beijing into a "world city", which has a global influence in terms of politics, economy and culture, by 2050.
