SAN DIEGO (KGTV) — Jayce Tingler doesn't plan to be a homebody in the San Diego Padres clubhouse."I want to be shagging in the outfield ... If you're out being active, more organic natural moments will arrive," Tingler told reporters, saying that he doesn't plan to sit in his office often.The Padres introduced the former Texas Rangers coach to the media at Petco Park Thursday. In front of a backdrop of brown and gold, general manager A.J. Preller spoke on Tingler's experience and confidence in him managing the team starting in 2020. SAN DIEGO (KGTV) – Major developments came late Tuesday to create countywide policy changes related to policing reforms. After several hours of testimony and public comments, all three parts of a policy package were voted on and passed by the San Diego County Board of Supervisors during a special meeting.It was introduced by Supervisor Nathan Fletcher who said it was designed to create more transparency and to start to change systemic and structural racism that has caused pain and harm to generations of African American people.The three proposals that passed include launching mobile crisis response teams made of social workers and clinicians instead of law enforcement for some mental health and homeless services and emergency calls, increasing independence and strengthening oversight of the Citizen’s Law Enforcement Review Board and establishing an Office of Equity and Racial Justice.ABC10 News listened in as callers weighed in on both sides of the debate over the creation of an Office of Equity and Racial Justice. Many callers were in favor of its creation. Others argued that the County should consider a bolstered version brought forth by civil rights activist Rev. Shane Harris who recommended that the County increase the number of staffers assigned to the Office and increase its budget to million.The Board of Supervisors decided that the passed proposal for the Office of Equity and Racial Justice will need to be reviewed by an independent consultant and the Human Relations Commission will need to provide guidance on the Office’s mission.Late Tuesday, the Office of Supervisor Nathan Fletcher sent ABC10 News the following statement:“The Board of Supervisors today voted to support the entire Racial Justice and Law Enforcement Realignment Policy Package authored by Supervisor Nathan Fletcher and crafted in partnership with respected leaders from the Black community. The three policies will strengthen the Citizen’s Law Enforcement Review Board Authority and Independence, create an Office of Equity and Racial Justice for the County of San Diego and launch countywide Mobile Crisis Response Teams (MCRT) to allow trained mental health clinicians, not law enforcement, to respond to non-violent service needs. The group released the following statement after the vote:‘The community called for change, and today’s action is a step forward. Tackling deep seeded issues of systemic and structural racism is not going to be easy and at times it will be uncomfortable, but, we will be a better organization and a better people because of the actions we take to support racial justice and realigning law enforcement. We are thankful for the considerable community input we received to shape these policies and tremendous support that helped ensure their passage. SAN DIEGO (KGTV) - Many residents living in and around the polluted Tijuana River Valley expressed frustration this week with a plan to use taxpayer money to fund a campground instead of working on a fix to the raw sewage pouring over the border from Mexico into San Diego County. California Senate Bill 507 was signed by Governor Jerry Brown last month and allotted .5 million towards a campground and only 0,000 to study potential fixes to the sewage.“It seems like it’s the bastard child of San Diego and it just sucks.  It’s not fair,” said Ginger Sacco of the Citizens Against Sewage group.Sacco told 10News they were under the impression the bill, which was backed by Senator Ben Hueso and Assemblyman Todd Gloria, would be used to fight the sewage problem.  Instead, Sacco said they only learned last week most of the money would fund a campground backed by San Diego County Supervisor Greg Cox.“I can’t imagine people in their right mind wanting to camp down here knowing all the sewage and toxins that have been coming through here,” said Sacco.A spokesman for Supervisor Cox emailed 10News a statement:“The .1 million comes from a 1988 State park bond act that was specifically designated by the voters for the purchase of land to expand the Tijuana River Valley Regional Park. At this time, after the purchase more than 1,800 acres, there are no additional lands necessary for inclusion to the Regional Park, therefore, we sought State legislation to slightly shift those park funds for the creation of the park and open space amenities.0,000 of that money was allocated to study potential fixes to the sewage spills on the U.S. side….County taxpayer money designated by the voters for a County park is not the proper funding source for an international water pollution prevention and treatment project costing hundreds of millions of dollars.”A spokeswoman for Senator Hueso said she issued news releases that mentioned the campground element.  Sacco said the residents never saw or heard about the campground until recently.An SB 507 promotional YouTube video featuring Assemblyman Gloria focused heavily on the sewage damage but doesn’t mention the campground.  His spokesman sent 10News a statement:“Assemblymember Gloria has been and remains committed to exploring solutions that will stop the pollution in the Tijuana River Valley. The purpose of the video was to highlight the State’s commitment to funding a feasibility study for the development of infrastructure on the U.S. side of the border.As mentioned in the video…this bill starts us on a path toward a long-term solution. It is worth noting that without SB 507, the State would not be funding a feasibility study. In fact, none of this money would be coming to the Tijuana River Valley.” 2807

SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149
