SAN DIEGO (KGTV) — San Diego Police are reminding families who may care for an at-risk loved one to have a plan if they become lost.Officers said Saturday that a woman named "Lupe" disappeared from her home recently and was lost before a neighbor who noticed her called police.SDPD Southern Division officer McClain responded to the call and stayed with Lupe as other officers searched the area to try and get her back home, according to police. An officer eventually found a residence with an open door, which was Lupe's home.Instead of transporting her back home in a police vehicle, and possibly confusing or scaring the woman, SDPD said McClain, "figured it was time to get his steps in and walked Lupe back to her residence." There, she was reunited with her family.SDPD said the incident highlighted the need for families to make sure loved ones with medical or mental issues have an ID bracelet with their basic information, address, and emergency contact if they become lost. The Alzheimer's Association says families can prevent a loved one from wandering away from home by identifying times they are likely to wander and plan activities, ensure basic meets are met, use devices to signal when a door or window opens, and regularly supervise them. The group says families can plan for the possibility of someone wandering away from home by asking neighbors to call if they see the person alone, know where a person could likely go to if they leave the home alone, and familiarize themselves with the neighborhood and any possible hazards there may be. 1568

SAN DIEGO (KGTV) — San Diego health officials reported three unrelated cases of Tuberculosis, one at a South Bay high school and two others at U.S. Navy ships docked in San Diego. One case was reported at San Ysidro High School, according to the county. Health and Human Services Agency and Sweetwater Union High School District officials are warning individuals who were potentially exposed from Jan. 16 to May 31. County staff is providing free testing for students who may have potentially been exposed. The school district will provided staff potentially exposed with free testing as well. The Navy and HHSSA officials are working to alert potentially exposed contractors who worked on two Navy ships between Jan. 10 and July 18:Huntington Ingalls Industries employees who worked on the USS Bonhomme Richard (LHD-6), docked at Naval Base San Diego, from January 10 to June 8.General Dynamics NASSCO employees working on the USS Makin Island (LHD-8), docked at NASSCO from March 23 to July 18.The two ships were not accessible to the public and exposure to Navy personnel was extremely limited, according to the county. Contractors are working with occupational health providers to offer free testing.“Testing is recommended for all those exposed to assure they are not infected, since initial infection usually has no symptoms,” said Wilma Wooten, County public health officer. “For any infected individuals, early diagnosis and prompt treatment can prevent the infectious form of the disease.”Tuberculosis is transmitted from person-to-person through indoor air during prolonged contact with an infected individual. The county says most people who are exposed don't become infected.Symptoms include persistent cough, fever, night sweats, and unexplained weight loss. TB can be treated with antibiotics. For more information on the cases, call:San Ysidro High School: (619) 710-2354Huntington Ingalls Industries: (858) 522-6163General Dynamics NASCCO: (619) 544-8861Navy Environmental and Preventive Medicine Unit Five: (619) 556-7070County TB Control Program: (619) 692-8621San Diego County has seen a decrease in TB cases annually since the 1990s and those cases have stabilized in recent years. SAN DIEGO (KGTV) -- Results of an audit show the City of San Diego has paid hundreds of millions of dollars in liability claims. From 2010 to 2018, the city had 20,000 liability claims, which has resulted in 0 million in public liability costs. That translates to about million per year to settle or resolve these claims. At the top of that list, as far as the number of cases, involves city vehicle accidents with 2,075 claims, where the city paid .7 million. Also included in this list are trips and falls, with 931 claims and the city paid .7 million towards those liability costs. The City Auditor’s Office also made recommendations to reduce the number of claims. When it comes to trips and falls, they suggested the city focus on fixing the sidewalks in high pedestrian areas. Their data has found people are four times as likely to trip and fall in those areas of the damage to the sidewalk. When it comes to accidents involving city drivers, they believe there needs to be more training for them. The report will now be forwarded over to the City Council for review. 1090

SAN DIEGO (KGTV) — San Diegans could soon be using just their faces to board a plane, a cruise ship or get into a rock concert. It's because more companies are testing, or rolling out, the controversial facial recognition technology. "Facial recognition is great if it works. If it doesn't, it produces problems," said Stephen Cobb, senior security researcher at ESET. A Ticketmaster-owned company will soon test facial recognition to get people into events faster. In other words, a person could theoretically upload an image of their face onto an app, and then go right into the event without stopping for a ticket scan or, potentially, a security check.Jet Blue rolled out the facial recognition technology last year, and Royal Caribbean cruises is starting to do the same. "It sounds alright but it also sounds kind of weird to have your face in there," said Kathy Nagy, who used a mobile ticket to get into Wednesday's Padres game. "I think that having a ticket on your phone is just as fast as showing your face."Cobb said there are many concerns over how companies will maintain and protect people's data, including even whether they have the capabilities to avoid breaches."I don't see any commercial roll out of facial recognition which is purely around efficiency," he said. "Frankly, I have doubts around efficiency of the technology at this point."U.S. Customs and Border Protection is already using facial recognition technology at Lindbergh Field to scan international arrivals. The San Diego Police Department uses a mobile facial recognition device to confirm identities during certain arrests, such as when suspects won't provide their identity, or provide a false one. Earlier this month, San Francisco banned government agencies, including the police, from using facial recognition. 1808

SAN DIEGO (KGTV) — San Diego County public health officials added two more church locations to a public health advisory over COVID-19 outbreaks issued last week.Officials asked church-goers who attended indoor services and events at Awaken Church's 1760 Descanso Avenue (San Marcos) and 861 Showroom Place (Chula Vista) locations between Nov. 15 and 22 to quarantine for 14 days following COVID-19 outbreaks. On Nov. 28, the county asked indoor service and event attendees at Awaken Church's 7620 Balboa Ave. location to quarantine after an outbreak.RELATED:San Diego church continues inside after outbreak, cease & desist orders and not cooperating with countyCounty asks Kearny Mesa church attendees to quarantine after COVID-19 outbreak"All of those who attended services at any of the three locations during the specified times should also be tested for COVID-19," the county's release on Wednesday said.So far, the county says the three outbreaks have totaled 64 coronavirus cases.Wednesday, county Supervisor Nathan Fletcher said Awaken Church has not been working with the county despite their efforts."For the overwhelming majority of religious services out there and faith communities who are acting responsibly, we say thank you," Fletcher said during a Wednesday press conference on COVID-19 in the region. "For other entities that have chosen to act irresponsibly, entities in particular like the Awaken Church where we have been forced to have to share outbreak information because of their lack of cooperation and notifying members of their congregation about cases there, we continue to implore the public to recognize the very real danger of indoor religious services."Following the initial announcements of an outbreak, the church continued to hold indoor services. The church has received multiple cease-and-desist orders from the county. The church's website says it has moved Wednesday services in San Diego online through December. Sunday services on the church's website did not appear to be changed. The church also has locations in El Cajon and Carlsbad.Officials advised members of the church to wear face coverings and practice social distancing, and to avoid large gatherings.Generally, the county does not reveal the locations of community outbreaks, which are three or more COVID-19 cases from different households within two weeks at one location. The county has done so in this case because "public health has been unable to identify and notify all of those potentially exposed." 2516
