SAN DIEGO (KGTV) — San Diego's love for giant pandas has been a 30-year commitment.Since 1987, when the zoo hosted two pandas (Basi and Yuan Yuan) for 200 days, San Diego has been enthralled with the giant black-and-white bears.What would eventually follow would be a 12-year partnership with China's Wolong Panda Preserve to support research and conservation of the animal — and a local appetite as big as a panda's to see the animal up close.RELATED: San Diego Zoo to send pandas Bai Yun and Xiao Liwu to ChinaThe zoo's first two pandas, Bai Yun and Shi Shi, arrived in 1996. A new exhibit to showcase the pandas was constructed and their popularity among San Diegans — and visitors from around the world — took off.Bai Yun would go on to mother six more pandas:Hua Mei, the San Diego Zoo's first panda cub, was born in August 1999. She would be given to Wolong Giant Panda Conservation Center in China, per the conservation agreement, in February 2004. Mei Sheng, born in August 2003Su Lin, born in August 2005Zhen Zhen, born in August 2007 (returned to China with Su Lin in August 2010)Yun Zi, born in August 2009 (left to China in January 2014)Xiao Liwu, born in July 2012The zoo also welcomed another panda, Gao Gao, in 2003, who successfully mated with Bai Yun, leading to Mei Sheng's birth. SAN DIEGO (KGTV) - Saturday, Dec. 8 will be the tenth year since a tragedy in the heart of University City.Four people died in 2008 when an FA-18 military jet crashed into homes in the San Diego community west of Marine Corps Air Station Miramar.Rebecca Cosford was in her home and heard two loud noises. The first was the pilot blowing out the plane’s canopy and ejecting. The second sound was the crash.“One was popping, then a massive explosion that shook the whole house,” Cosford remembers.Cosford and her husband ran outside to see a “large column of smoke”.Teresa Rizzo not only heard it: she felt it. Someone yelled at her to stay back and told her a plane had crashed."I just thought, 'That was an airplane?’ That was an actual airplane that fell out of the sky and exploded around the corner from my house?"Marine pilot Dan Neubauer’s parachute landed a block west of the crash site after he ejected. He had been trying to reach MCAS Miramar on one engine, but his second engine failed. The FA-18 dropped like a stone.The four lives lost on the ground were Dong Yoon’s family."I believe my wife and two babies and my mother-in-law are in heaven with God," Yoon said after the crash.Neighbors had tried to help when disaster struck. Alain Blanc had a cell phone in one hand, 911 on the line. His other hand was holding a hose as firefighters arrived."There are moments we don't have time to be scared, you react! I heard this incredible bang, the earth shook, and I was outside. How I got there, don't ask me," said Blanc.Today, two new homes stand where the other two were destroyed. One thing is the same: the sound of roaring jets."Not that far but when they're close, when it's the same elements as it was that day: overcast, the middle of the day, cool temperatures and a plane flies really close by, my heart still races."Many neighbors told 10News they plan to attend a memorial which will be held Saturday morning at 11:30 a.m. at University Village Park. 1982

SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. City resources are being wasted to collect and store inappropriately parked devices, and we don’t even know if the fines cover our costs," Bry said, adding a "scooter graveyard" now poses an environmental hazard.Just this last week, scooter companies were left scrambling to recover more than 2,500 dockless scooters and bicycles seized during Comic-Con weekend. Those scooters and bikes were stored at the city’s operation yard in Balboa Park. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. San Diego Mayor Kevin Faulconer says Lime Bike, Bird, Skip, and Lyft have all violated its terms of operation in regards to geofencing and operating restrictions.Bry said a temporary ban is needed ban until a "fiscally responsible, well-thought out" plan is developed. 2282
