SAN DIEGO (KGTV) -- Kidney dialysis affects thousands of people a day. Proposition 23 attempts to regulate some aspects of treatment. If passed, it would require a physician, nurse practitioner on-site during dialysis treatment.There are several ads on television, urging Californians to vote against the measure.Dialysis has been a part of DeWayne Cox’s life for years. “I was diagnosed 12 years ago with kidney failure and I began dialysis 10 years ago,” he said.Cox said he goes to a dialysis center three days a week. He calls Proposition 23 “unnecessary.”“I am taken care of from the moment I walk in the door to the moment I take my walkout,” Cox said. “It makes me angry that these propositions keep being placed on public voting for people who have no idea what dialysis is.”One No on 23 ad shows a dialysis patient saying “I could die if Prop. 23 passes because if my clinic closes, I don’t know where I’ll go for treatment.”According to the Legislative Analyst’s Office some clinics could close. “Given the higher costs due to the measure, some governing entities, particularly those with fewer clinics, may decide to close some clinics,” the report said.It also said clinics could respond in other ways, like continuing current operations but with lower profits.About 600 licensed clinics in California provide dialysis to roughly 80,000 patients each month, according to the LAO. If passed, the measure would also require the centers to regularly report dialysis-related infection information to the state.The No campaign has major committee funding from DaVita and Fresenius—two of the biggest kidney dialysis companies—as well as U.S. Renal Care.Californians have seen kidney dialysis propositions before. Proposition 8 in 2018 attempted to limit dialysis clinics’ revenues. The measure failed.The Legislative Analyst’s Office said the measure could increase health care costs for state and local governments by the low tens of millions of dollars a year. SAN DIEGO (KGTV) - In an exclusive interview with ABC10 News, a firefighter shared his heroic story of helping battle the massive fire that erupted aboard the USS Bonhomme Richard this past July.“It was a crazy situation,” said Deputy Fire Chief Robert Sepulveda with Navy Region Southwest Fire Emergency Services. “We [had] about 400-plus firefighters on-scene at the time,” he stated and added, “I was on the front lines with the firefighters and was directing the fire attack on the forward side of the ship at that time.”His first shift lasted for 30 hours. It took almost a week to knock it all down. “What I was feeling at that time was obviously fear and wanting to make sure that everyone was safe on-scene and make sure I had that command presence to be able to unify everybody,” he told ABC10 NewsHe has now received a civilian of the year award for his heroic actions.On Monday, Navy officials announced that the warship would be decommissioned after it was gutted this summer during the explosive fire at Naval Base San Diego. The Navy reported that it’s not cost effective to bring the ship back, which could require up to billion and seven years to restore.At the time of the fire, more than 60 personnel including sailors and civilians were treated for injuries like heat exhaustion and smoke inhalation.In August, ABC10 News was the first to report that the fire was being investigated as an arson and the lead suspect is a navy sailor, according to multiple sources with close ties to NCIS.To date, the Navy will only confirm that the cause is still under investigation.Sepulveda remains grateful to the many sailors who ran to help just minutes after the flames erupted. “These ships are like homes to them and to see them in action and put everything on the line to make sure that their home was safe at the end of the day [was] incredible,” he added.The time lines for towing and dismantling the decommissioned ship are still being finalized. 1973

SAN DIEGO (KGTV) - If you owe San Diego County property taxes, the deadline to pay is not changing.The County Treasurer-Tax Collector’s office tells 10News state law governs when property taxes are due and payable.In a statement, a spokesperson for the department said, “The second installment of property taxes is due no later than April 10. State action would be required to change the date. Critical county, school, and local city financial obligations are dependent on property taxes. They fund essential public services, including coronavirus response.”Several local politicians have pushed for state officials to change the deadline to allow property owners to pay their taxes late without consequence.Last week, San Diego City Council President Pro Tem Barbara Bry wrote a letter to the governor asking him to consider an Executive Order directing all county treasurer-tax collectors to defer April 10, 2020, property tax payments until July 15, 2020. The letter states, “This is in line with the announcement that both the Internal Revenue Service and California Franchise Tax Board are postponing tax deadlines until July 15, 2020 due to the COVID-19 pandemic.”Assemblywoman Lorena Gonzalez has publicly asked San Diego County Treasurer-Tax Collector Dan McAllister to waive late payment penalties.“State law already allows Mr. McAllister to waive any fees and the 10 percent penalty for late payments on a case-by-case basis. I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so.
