ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. ESCONDIDO, Calif. (KGTV) -- It's official, a revamp is coming to the Escondido Country Club. The Escondido City Council voted 3-2 Wednesday night. This means they will move forward with "The Villages" development on the 109 acres of former Escondido Country Club land.The country club was closed years ago when purchased by a new owner with plans to build 380 homes. ENCINITAS, Calif. (KGTV) -- One week after a training accident that ended in the death of racehorse Bobby Abu Dhabi, Victor Espinoza is opening up about his recovery.Espinoza, a Hall of Fame jockey, suffered a fractured vertebra when he was thrown from the horse after it went into apparent cardiac arrest in Del Mar. "So it was a bit of a different accident than what (I've had) over the years." The 46-year-old jockey remembers thinking that he might be paralyzed after the July 22 fall. He said his body was numb, and he could only move his right arm. "The first time I ever cry, (was) when I first started moving my right leg, when I got on the ambulance and then by the time I got to the hospital, I started moving my left leg." Scans showed that Espinoza fractured his C3 vertebrae in the accident and had damage to his cerebral artery. Doctors told him that he got lucky.  Espinoza will be in a neck brace for six weeks. He told 10News his goal is to make a full recovery - but right now there is no guarantee that will happen."I can't move my neck at all, and I wear (the brace) and it's hard for me to balance because I can't see down," he said, noting that he still has numbness in his left arm. Right now, it is too soon to know if he will be able to return to racing - a sport in which he earned a Triple Crown on American Pharoah in 2015.  He's also a three time Kentucky Derby winner.When asked if he would be scared to race again he said, " I can't predict the future, how I'm going to feel at that moment."  1807

FAIRFIELD, Calif. – Police officers in Northern California stepped up to help some children cool off on a hot summer day.The Fairfield Police Department says some of its officers were responding to an area apartment complex when they noticed several kids playing outside in the heat.Unfortunately, police say the youngsters weren’t able to enjoy the community’s pool because of COVID-19 restrictions.Seeing this was no way to spend a hot summer afternoon, police say they came up with a plan to use their own money to purchase dozens of water guns and buckets of water balloons for the kids.When police returned, a water fight began, and the officers got in on the fun.“The ensuing water fight left a lot of soaked uniforms and plenty of smiling faces,” wrote police.The department posted video and photos of the interaction on social media, saying that their community is stronger together.“Transparency and trust in our community with regards to how we protect and serve you is our top priority – we understand that the more we are able to open our doors to you on all levels, the more we can connect, communicate, and work together,” wrote the department. 1166
