SAN FRANCISCO (AP) — A U.S. judge in San Francisco has refused to immediately allow the Trump administration to enforce a ban on asylum for any immigrants who illegally cross the U.S.-Mexico border.Judge Jon Tigar on Friday rejected the Justice Department's request to suspend his earlier order temporarily blocking the ban. Tigar said the administration had still not shown that the ban was legal.At issue is President Donald Trump's Nov. 9 proclamation that barred anyone who crossed the U.S.-Mexico border between official ports of entry from seeking asylum. SAN DIEGO (KGTV) Thousands of homes braced for rotating outages Monday, but the outages were ultimately averted.The California Independent System Operator, which manages high voltage power transmission, had warned San Diego Gas and Electric and other utilities that it was very likely they would be ordered to implement rotating outages Monday.However, the outages were never ordered partly because local residents and businesses heeded the call to cut back on energy usage.SDG&E, which takes its cues from CAISO for rotating outages, says the rolling blackouts are still possible throughout the state if CAISO isn’t able to maintain a balance between energy demand and supply during the heatwave.A Flex Alert is currently in place through Wednesday. SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

SAN DIEGO (KGTV)- Students at some private schools in San Diego returned for on-campus learning Tuesday.The Academy of Our Lady of Peace in Normal Heights is one of them. The 138 year-old Catholic, all-girls high school is the oldest in San Diego.Solana Musicant is excited to start her senior year."I think this is kind of the new normal, I think getting used to it now is really good," said Musicant.Head of School Dr. Lauren Lek said they began preparing for this day as soon as the school year ended."It's about layer upon layer of safety," said Lek.Those layers include face mask requirements, social distancing, and temperature checks upon entry."From our plexiglass desk to 6 feet physical distancing to make at all times to only eating outdoors to even our UV lights that are on in our buildings to help make sure all bacteria and viruses are cleaned out before the air comes into the classrooms," said Lek.Lek says the changes cost more than half a million dollars. SAN DIEGO (KGTV)- Members of San Diego's Islamic community stood up Thursday in support of three women who were attacked in Little Italy.The women were wearing hijabs and walking down Columbia Street near Beech Sunday afternoon when a man approached from the other direction. Witnesses told 10News 50-year-old Kyle Allen lunged his shoulder into one of them.Allen was later arrested on suspicion of battery, making criminal threats, and weapon charges.
