HAIKOU, Oct. 7 (Xinhua) -- More than 130,000 people were evacuated after more than 550 villages were submerged by floods by Wednesday afternoon in southern China's island province of Hainan, local authorities said late Wednesday.The torrential rains are the heaviest in Hainan since 1961, a spokesman for the provincial government said.Water levels at five reservoirs are now in danger of crossing their limits because of heavy rains across the island. Rescuers are working to reinforce them, the official added.The floods have damaged two highways, two national routes, eight provincial routes along with several other roads.So far, no casualties have been reported among tourists, the official said.Torrential rains have battered many areas of Hainan for six days. Several cities, including the provincial capital of Haikou and the beach resort of Sanya, have also suffered flooding. The four cities of Qionghai, Wanning, Ding'an and Haikou were most seriously hit. Parts of the island received an average 324.7 mm of rainfall.Hainan Island is a famous tropical tourist resort and attracts millions of visitors every year. However, tourist numbers were reported to be down by nearly 50 percent Wednesday, the sixth day of the one-week holiday celebrating National Day on Oct. 1.The rains are expected to weaken but continue until the end of the seven-day holiday, an official at the provincial meteorological observatory said Wednesday.

TIANJIN, Oct. 4 (Xinhua) -- The United Nations' chief climate change negotiator applauded China on Monday for its efforts in dealing with the challenge of climate change, saying she was impressed by the determination of the Chinese people and their government.Christiana Figueres, executive secretary of the United Nations Framework Convention on Climate Change(UNFCCC), made the remarks in China's northern city of Tianjin at a welcoming reception held by the Chinese government.A new round of UN climate talks is being held in the port city on Oct. 4-9 in preparation for the year-end Cancun summit in Mexico."Here in Tianjin, I have seen much evidence of determination," said Figueres."(I saw the) determination of the government of China to reduce their CO2 emissions per unit of GDP by up to 45 percent by 2020, (and the) determination of the people of China to turn China into the world's leader in renewable energy technology and to find a visionary balance among economic development, poverty eradication and climate protection."Figueres also praised the host city, saying, "(I saw the) determination of the government of Tianjin, China's fourth-largest city, to be a model city for the circular economy, a pilot city for low-carbon growth and an exemplary city for sustainable development.""A striking example is the Tianjin Eco-City project between Singapore and China and with significant private sector investment, which will provide eco-friendly housing for some 350,000 people," she added.More than 3,000 delegates from 177 parties and observer states and over 200 non-governmental organizations are attending the Tianjin gathering, the final one prior to the United Nations Climate Change Conference to be held in Cancun at the end of this year.Figueres concluded her speech at the reception with a Chinese proverb, "Zhong Zhi Cheng Cheng," which means "With everyone's determination, we can do anything." BEIJING, Oct. 14 (Xinhua) -- China and the Democratic People's Republic of Korea (DPRK) Thursday lauded traditional friendship and agreed to step up cooperation between the two countries and two armed forces to a higher level."China and the DPRK have respected and helped each other for years," said Chinese Defense Minister Liang Guanglie, citing consolidated and deepened cooperation and precious friendship between the two countries.Liang made the remarks in his meeting with a visiting DPRK military delegation led by Vice Minister of DPRK People's Armed Forces Pyon In Son.Both China and the DPRK are facing tasks of promoting their own development, and safeguarding common interests and the regional peace and stability, Liang said.China would like to work with the DPRK to strengthen exchanges and enhance coordination for the further development of relations between the two countries and two militaries, Liang added.Pyon told Liang that the DPRK side wishes to further its friendly cooperation with China in various fields and lauded the friendship created by the old generations of leaders of both countries.Pyon said his delegation had witnessed achievements China has made in its socialist construction and military development during the trip.The delegation, invited by Chinese People's Liberation Army (PLA), will also pay a visit to southwest China's Yunnan Province.

BEIJING, Oct. 23 (Xinhua) -- China welcomed the World Trade Organization's (WTO) ruling that United States imposition of anti-dumping and countervailing duties on four types of Chinese imports was inconsistent with WTO regulations, the Ministry of Commerce (MOC) said Saturday.The four categories of Chinese imports include standard steel pipe, rectangular steel pipe, laminated woven sacks, and off-road tires, according to an online statement posted on the MOC's website.In a report released Friday, the WTO's dispute settlement body found that the U.S. department of Commerce had acted inconsistently with WTO rules on five elements of the case, which China filed to the WTO in 2008.The U.S. should conduct trade remedy investigations strictly in accordance with the WTO regulations, an unnamed official from the MOC's Department of Treaty and Law said in the statement.However, China was also concerned over some views and rulings made by the WTO expert panel, and would handle issues such as complaints according to WTO disputes settlement procedures, said the official.
