A Dundalk couple says they’re trying to figure out who’s responsible after a carnival accident on Friday.A day at a carnival for David Nagel, his wife Stacy, and their 2-year-old grandson was going great until David and Levi were on board the carnival’s merry-go-round.“I grabbed my grandson,” David said. “Ran away from the [the carousel] and got my grandson over the fence to my wife, and then I went back to make sure that everybody else was ok because there was a young lady with two younger kids behind me.”Part of the merry-go-round collapsed with close to 40 people on or nearby.Stacy watched in horror, capturing the entire incident on her smartphone.“It was his first time ever on a merry-go-round. He’s two. He never wanted to get on before and we didn’t push him. He just wanted to get on the merry-go-round so we had to film it. Thank gosh we did,” she said.Firefighters along with ride inspectors worked on the ride for almost an hour.Then the ride went back into service – not against protocol according to state inspectors.The ride services’ owner, Shaw & Sons Amusements, says the state handles inspections.“A major breakdown is a stoppage of operation from any cause that results in damage, failure, or breakage of a structural or stress bearing part of an amusement attraction,” Matt Helminiak, the Commissioner of Labor and Industry – over the amusement ride and safety inspection division, said.By phone, he said if no one was injured or if there weren’t a major breakdown, the state wouldn’t even be alerted.The incident on Friday wasn’t enough to shut the ride down.Still, Helminiak says the state will look at what went wrong with the merry-go-round.“In the case of a mobile ride, every time that ride is set up, a state inspector inspects it before anybody is allowed to ride it, but the operators themselves have a daily inspection requirement and so they inspect it and keep a log of inspections and then have that available for us,” he said.An unsettling feeling for David, who says he wants to see a change in the inspection process, no matter if someone is injured.“I went, number one, to bring back memories and number two – to share joy. It was supposed to be a joyous time. It was until we got on the merry-go-round,” David said.The state will look at the merry-go-round before it’s set up again.No matter the issue, it’s up to the company to get the ride fixed before anyone is able to get on it again. 2447

A body found in Costa Rica has been identified as a Florida woman who went missing while she was on vacation, according to her family. The father and brother of Carla Stefaniak identified the body as the 36-year-old Tuesday night.During an exclusive interview with ABC Action News, Stefaniak's father, Carlos, said his heart shattered when he saw her body.Costa Rica's Judicial Investigation Agency (OIJ) said an autopsy performed on her body showed that she had stab wounds around the neck and extremities and blunt-force trauma to the head.Family friend, Greg Zwolinsky, who is with them in Costa Rica, said he wants everyone to remember Stefaniak based on the radiance of her personality that is portrayed in pictures of her smiling.On Monday, a spokesperson for the OIJ confirmed that remains were found. The body was found in a wooded area as investigators combed through the region, roughly 1,000 feet away from where Miami resident and Tampa native, Carla Stefaniak, spent what was supposed to be her final night in Costa Rica last week, Judicial Investigator Director Walter Espinoza said in a press conference. On Monday night around 11 p.m., OIJ officials detained a security guard at the apartment complex, 32-year-old Bismarck Espinoza Martínez. Martínez has been in Costa Rica since June 2018.After Stefaniak was reported missing, agents began to investigate where she was last seen. Officials say that Martínez had the time and space to commit this crime and became a suspect because of the investigation. Specifically, his statements did not match video surveillance in and around the area at that time.In addition, fluids found in the apartment where Stefaniak was staying have the consistency of blood, OIJ officials said.Stefaniak traveled to Costa Rica to celebrate her 36th birthday, according to the family. She left for Costa Rica on Thanksgiving Day but had not been heard from since Tuesday, her brother, Carlos Caicedo, told ABC Action News.Meanwhile, the lawyer representing the complex that houses the Airbnb told ABC Action News they were "deeply saddened and devastated by the tragic events that occurred last week" and said that the owners were cooperating with authorities. He said the rental had been temporarily closed while officials conduct the investigation. The lawyer released the following statement:"Since 2013, Villa Le Mas has operated a small vacation rental facility located at San Antonio, Escazu, Costa Rica. We have received over a thousand guests with wonderful reviews about the property and our service.We are deeply saddened and devastated by the tragic events that occurred last week. A Caroline County, Maryland man was arrested after an investigation led to criminal charges of possession and distribution of child pornography.The suspect, Jeffrey Litteral, 52, of Denton, Maryland, has been charged with possession of child pornography, distribution of child pornography, possession of obscene material and distribution of obscene material. Litteral was arrested near his home at around 7:30 p.m. Tuesday night and, from there, he was taken before a court commissioner for an initial appearance and was held without bond.This investigation began in 2017 when a Maryland State Police Criminal Enforcement Division investigator received information about possible child pornography being uploaded to the internet. This led to Litteral and the development of evidence that enabled investigators to obtain an arrest warrant.During the investigation, detectives also learned that Litteral was employed by the United States Secret Service. Officials there assisted during his investigation and arrest.The investigation is continuing, so additional charges are possible. 1114

A Florida man was allegedly attacked while trying to do the right thing during Hurricane Irma.The alleged victim was letting Tarvice Lamar Payne stay at his home in Port St. Lucie during the storm when his guest attacked him, according to Port St. Lucie police.Payne, 33, of Royal Palm Beach, accused the alleged victim of stealing his drugs, so he punched him and then threatened him with an ax, a police report states. The alleged victim managed to escape and call the police, but not before Payne took the ax and struck a car in the driveway, police said.Arriving officers managed to track Payne down as he was leaving the area.They charged him with aggravated assault, battery, and criminal mischief. 742

A brawl broke out during a sentencing Wednesday afternoon of a former daycare owner accused of reckless homicide in the death of a 7-week-old baby in her care.37-year-old Claudette Mitchell was being sentenced for charges related to the death of a 2-month-old child that died while in Mitchell's care last August at "WHO'S LUVIN YOU" daycare. Mitchell ran the daycare out of her home on Milwaukee's northside. A criminal complaint says Mitchell told police she put the baby down for a nap and when she checked on her about an hour later she was unresponsive and had scratches and blood on her face. Court documents show the baby suffered multiple fractures to her skull and bruising all over her body. Forensic investigators believe the baby died of blunt force trauma to the head.  Mitchell received a sentence of 42 months, and upon release, 48 months of supervision. Following the sentencing, an altercation broke out between 50 members of Mitchell's and the victim's families and friends according to the Milwaukee County Sheriff's Office.Additional deputies and district attorney investigators were called to the room to restore order. Authorities say additional security had been in place prior to the altercation but Mitchell's loved ones did not comply with deputies’ orders to remain in the courtroom while the victim’s family was being escorted out. 1407
