SAN DIEGO (KGTV) - Two San Diego area residents are asking the area's top two prosecutors to investigate and prosecute Assemblymember Todd Gloria for alleged violations of the Political Reform Act. According to a letter sent to San Diego County District Attorney Summer Stephan and San Diego City Attorney Mara Elliot, Kathryn Burton and Mat Wahlstrom allege Gloria "repeatedly violated PRA section 85200 by soliciting and receiving multiple contributions to his Assembly 2020 Committee before filing a statement of intent to run for the Assembly in 2020." The letter says, "without filing that statement, the FPPC's manual makes clear, he could not lawfully receive any funds into his Assembly 2020 Committee." The letter goes on to read, "my clients have reason to believe that there is a conspiracy to launder campaign money from an illegal campaign committee controlled by Mr. Gloria to the San Diego County Democratic Party, to a candidate to replace Mr. Gloria in the Assembly, and to several sitting members of the Assembly." According to the California Secretary of State's website, before raising any campaign funds, state candidates file "Statements of Intention" to run for a specific office. Candidates can file Statements of Intention for more than one office. Team 10 obtained Gloria's signed statement of intention, which shows the state received it on August 13, 2019. That's after the campaign committee was opened and filed a Recipient Committee Campaign Statement. Officials with the California Fair Political Practices Commission tell 10News the Assemblymember called FPPC Enforcement earlier this week and self-reported. Enforcement is determining the appropriate action moving forward. Team 10 reached out to Gloria's campaign, but as of this writing has not heard back.In a Tweet sent Wednesday Gloria wrote, "Some news reports have suggested that I am seeking re-election to the Assembly. I want to be very clear: I am not running for the Assembly, I am running for Mayor. My Assembly committee remains open to fulfill my responsibilities as a Member of the State Assembly until the end of my current term. The form filed by my committee yesterday (August 13th) simply corrected and administrative oversight that occurred when the original paperwork was filed months ago." A spokesperson for the District Attorney says they have received the letter but cannot confirm the existence of any potential investigation that may result. A spokesperson for the City Attorney tells 10News their office has received the letter from attorney David Kenney and is reviewing it. The allegations were first reported by La Prensa. 2777

SAN DIEGO (KGTV) — At Fleet Week, the Osprey MV-22 is on display, on the USS Harper's Ferry's flight deck, a controversial aircraft after dozens died during training. Crews say now it's much safer.The unique aircraft transforms from a helicopter to a plane mid-flight. The trouble, four crashes killed 30 people during training missions from 1991-2000."Most every system on that aircraft has a triple redundant system, so that if there is a failure the other two systems pick up the slack," Corporal Tyler Gartin said. "The Osprey was able to land in places that other aircraft were not able to, and carry out a much higher payload than any other helicopter possibly could have. SAN DIEGO (KGTV) — Two men are dead and a woman is in critical condition after a car crashed into a Mission Valley bus stop Thursday.A driver collided with the three pedestrians in the 7500 block of Metropolitan Drive around 11 a.m. The driver remained at the scene for San Diego Police.One victim was pronounced dead at the scene. The other male victim was later pronounced dead after being taken to the hospital. Both victims were identified as men in their 40s.A 49-year-old woman was taken to a nearby hospital in critical condition, police say.Police and a friend of the female victim say the three pedestrians were sleeping behind the bus stop with their belongings at the time of the crash. Jessica Nelson said she knew the 49-year-old woman and brought her some clothing and make-up earlier that day. She said she tried to convince her to go eat with friends, but the woman stayed with her husband, according to Nelson.Nelson said the pink bags strewn about the crash sight belonged to the victim, she called Kelly.Nelson said she met Kelly a year and a half ago at the bus stop where the accident took place. SAN DIEGO (KGTV)— A Point Loma boy must now walk to and from school after a thief stole his custom BMX bike. San Diego Police need the public's help to find the man who took the boy's prized possession. BMX riding is 9-year-old Bradley Ramos' favorite pastime. It's a passion that runs in the family. His father, Aaron, dabbled it in as a child. So did Bradley's cousin, Tyler."This bike was actually his cousin's bike when his cousin was his age. Now his cousin is 21 years old, so the bike has been in the family for a while," Ramos said. That was, until Memorial Day morning. Bradley's mother noticed the bike was missing from their front porch."My bike and my helmet got stolen," Bradley said. The family's security camera captured a man walking away with Bradley's bike. The video shows the young man with arm tattoos wearing a hat and backpack. He looks to be wearing glasses and a distinctive white watch."It kind of sucks because I have to get rides to school now when usually, I'd ride my bike and it's way quicker," Bradley said. The bike theft is the second in as many weeks for the Ramos family. Last Monday, thieves made off with at least ,500 worth of tools from Ramos' work truck. "Since that's been happening, we've been bringing the bike in, and we didn't do it just that one night, and it was gone," Ramos said. The BMX bike has thin red wheels with a racing number plate in the front handlebars. It's not a common model, so the Ramos family is asking people to keep an eye out, and alert authorities if they spot it. To the man who made off with the Ramos' family heirloom, Bradley and his father have a stern message. "Give it back, and never come back to this neighborhood again," Bradley said.
