SAN DIEGO (KGTV) -- One man is in jail after police say he bit an officer while resisting arrest. The incident happened in the East Village at approximately 4:30 a.m. Monday morning near Market Street. Police say they received a report of a man behaving erratically and when they arrived the man was rolling around in the the middle of the street. Video shows officers approach the man attempting to resolve the situation peacefully when the man backs away and falls on the the 10News Breaking News Tracker vehicle. Police say the man bit an officer on the knuckle as they were detaining him. He was transported to a hospital where police say he vandalized hospital equipment. The unidentified man was then released by the hospital into police custody where he is facing vandalism and resisting arrest charges. 824

(KGTV) -- A project that would create thousands of homes in San Diego County is heading to the ballot on March 3. If approved, Measure B, also known as Newland Sierra, would affirm the San Diego County Board of Supervisors’ unanimous approval of the changes to the general plan. The project includes 2,135 homes, 60 percent of which would be affordable for working families, according to Kenneth Moore, a spokesperson for the Yes on B campaign. The project would be built just off I-15 next to the cities of Escondido, San Marcos, and Vista. Newland Sierra also preserves more than 60 percent of the property as permanent open space. RELATED: Newland Sierra promises to prioritize first-responders for new homesCurrently, the general plan includes only 99 homes and designates as much as two million square feet of commercial property.If voters do pass Measure B, the permitting process will take 18 to 24 months, according to Moore. It would take another six to seven years to construct the entire project. Moore says construction on the infrastructure could begin as early as late 2021 or 2022. New homes would then start being sold and under construction by 2024. If the measure doesn’t get approved, however, Moore says that’s it for Newland Sierra. “Somebody could then move forward with the development of the current general plan zoning that allows a massive commercial development and estate homes," Moore says. RELATED: Developer pushes to rally support for vote on large North County housing development “Voting Yes on Measure B would create affordably priced homes for working families with open space, parks and trails - a better choice than the current General Plan that permits a two million square foot mega-commercial development, mansions and parking lots,” said Moore. Still, those in opposition say the project would create wildfire dangers, noise pollution, and traffic congestion. Much of the opposition is also being led by the neighboring Golden Door resort. "The developer stands to make more than a billion dollars, and the vast majority of homes will require a six-figure salary to afford," said a spokesperson in a statement to 10News. 2179

San Diego (KGTV) There’s a battle over prime real estate in Hillcrest. There were plans to use the Third Avenue location for luxury housing, but some county leaders are hoping to use the space as a way to serve the homeless dealing with mental health challenges. Over a decade ago, the location once served as a center for adolescents. The county had plans to use the 7-acre lot for luxury condos. “I don’t believe that the public policy changes we face as a region is a shortage of luxury condos,” says County Supervisor Nathan Fletcher. “I believe the public policy challenge we face as a region is an investment in behavioral health services.”The vacant space on Third Avenue sits less than a mile from Scripps Mercy Hospital and UCSD Medical Center, Hillcrest. “We have 50 to 100 patients in our emergency rooms every day that need some form of mental health services,” says Patty Maysent, CEO of UC San Diego Health. The facility would offer services like psychiatric care and substance abuse. “A lot of folks go to the emergency room, get the most expensive care, get stabilized, and they have nowhere to go,” said Fletcher. The County Board of Supervisors will vote on the proposed site on Wednesday. 1217

  

(AP) - The Stanislaus County Sheriff’s Department released new photographs Friday in its search for the man suspected of shooting and killing a Newman Police officer. Cpl. Ronal Singh, who emigrated from his native Fiji, was shot at about 1 a.m. Wednesday after stopping a suspected drunken driver in Newman, southeast of San Francisco in the San Joaquin Valley. There was a gunfight as Singh "absolutely tried to defend himself" but he apparently didn't hit the suspect, Stanislaus County Sheriff Adam Christianson, whose agency is leading the investigation, said Thursday. The man suspected of killing him the day after Christmas remained at large Friday despite a manhunt and was considered armed and dangerous. While law enforcement agencies throughout California had been alerted, the man was believed to still be in the local area. "We will find him, we will arrest him and we will bring him to justice," the sheriff said. Investigators Thursday searched a farmhouse in the town of El Nido in neighboring Merced County but didn't find the suspect, authorities said. His name wasn't released but he was in the United States illegally. "He doesn't belong here. He is a criminal," Christianson said Thursday. Singh was the first officer to die in the line of duty, Chief Randy Richardson said. Singh, a 33-year-old with a newborn son, was an "American patriot," the chief said. "He came to America with one purpose, and that was to serve this country," Richardson said. Singh drove more than two hours each way to attend the police academy in Yuba City, Richardson said. He joined the Merced County sheriff's office as a reserve officer and worked as an animal control officer in Turlock before being hired by the Newman force in 2011. English was Singh's third language and he had a thick accent but took speech classes to improve his communication, the chief said. Singh is survived by his wife, Anamika, and their 5-month-old son. "Please help us find this coward," Richardson said of Singh's killer. "We need closure, his family needs closure." 2059
