San Diego State University on Thursday detailed a 0 million plan to avoid the massive flooding that has engulfed the Mission Valley Stadium site, which it plans to turn into a West Campus. The current stadium sits on a 166-acre site that is largely sloped, causing runoff from the nearby San Diego River and Murphy Canyon Creek to pool. In 2010, the flooding got so bad that it went onto the field and threatened the Holiday Bowl football game. Voters in November approved the SDSU West measure, paving the way for the university to turn the site into a Mission Valley campus with a smaller football stadium and a river park. The project is currently going through the environmental process. "It started out as a technical problem and it became kind of a foundation of our design and our vision," said Laura Shinn, SDSU's director of planning. SDSU presented its plan to mitigate the flooding to the city's environmental committee Thursday. The idea is to turn most of the sloping site into an elevated, flat area for the campus and stadium. Then, it would build parts of the river park on a slope along the edge, giving the water a place to go. 1156

SAN DIEGO (KGTV)- Unlike many of its neighboring communities, San Diego’s Midway District does not have any tall skyscrapers. But the local planning commission is hoping that changes very soon. For the last 11 years, the Midway Pacific Highway community planning group has had a plan to modernize Midway. With the city’s lease of the Valley View Casino Center coming up in 2020, the group is hoping to share some big ideas.“What better way to create more housing than in Midway,” Cathy Kenton, Chair of the Midway Pacific Highway Community planning group, said.The advisory group’s goal is to rezone much of the 1,300-acre district, to encourage new, mixed-use construction. A big part of that would be the 11,000 new dwellings, which could increase the residential population from 3,000 to 23,000 in the next 30 years. Except there is one problem — the city’s 30-foot height limit.In 1972, San Diegans voted on Prop D, which limits all buildings west of I-5 in the area (Coastal Height Limit Overlay Zone), to 30 feet.The commission believes this outdated law is stifling its potential growth, literally.“40 feet would be terrific, 70 feet would be awesome,” Kenton said. “Anything that would help us get a little more vertical would certainly open up the community, and not make it so dense.”The commission’s current redevelopment renderings do not include any high-rises.“So they’re all very flat and pretty boring looking, to be honest,” Kenton said. But they are still presenting these plans to the Smart Growth and land use hearing and to city council next week.Kenton says getting that approved is only the first hurdle. She believes the only way that Midway can reach its highest potential is if Prop D is overturned by the voters.That requires a community petition or a city council vote to put the measure on the ballot. “No one has a crystal ball for whats going to happen,” Kenton said. Kenton says the likelihood of getting the measure on the June or November ballots is slim, but they will keep trying.Those opposed to it say, constructing tall buildings would obstruct ocean views. If residents eventually vote to overturn Prop D, the committee says they will go back to the drawing board, to include mostly middle and some low-income high-rise apartments. 2319

Conditions were deemed dangerous for Southern California coastlines, with the highest waves reaching eight to ten feet in San Diego County.10News met San Diego locals Derek Janich and his daughter Kaylee at Ocean Beach. “No plans to get into the water today. Maybe on a more warm day,” Janich said. “It’s a little blown out and a little cold, lately. Definitely big surf today. You have to be careful when you’re in the water.”But out-of-towners Benjamin Guffee and his children could not resist dipping their toes in the San Diego waters. “It’s in a pool back in St. Louis, so they’re not used to this,” Guffee said. With gusty winds, water temperatures in the mid-50’s and waves jumping onto the Ocean Beach Pier, access to the pier was closed off, disappointing some visitors.“It’s normally, open — a nice walk. SAN DIEGO — A YouTube video shows a community college police officer drawing his gun on a San Diego man carrying a camera Wednesday.The video shows the Mesa College police officer getting out of his car and asking Chris, the man with two cameras, what he was filming.Chris, who did not want to provide his last name, refused to put down the GoPro camera. Within seconds, the officer took his weapon out of the holster. The officer did not put his gun back in the holster until a second officer arrived.Chris is the founder of California Citizens Watch, a group that audits government entities. He told claims he was not trying to provoke the officer into pulling his gun.Watch the confrontation: Former El Cajon police officer Kevin LaChapelle believes Chris was definitely out for a confrontation. SAN DIEGO (KGTV)- The San Diego Fire-Rescue Department and local military members are working to put smiles on the faces of kids this holiday season. The 2019 Toys for Tots drive started Sunday. The fire department is partnering with the U.S. Marine Corps Reserve. They have been collecting toys for more than 15 years. Through December 16, all San Diego Fire facilities will be collecting toys and books. The items must be new and unwrapped. Toys for Tots is in its 71st year. U.S. Marines distribute the donated items to the children each year. Since 1947, more than 244 million children have benefited from the toy drive. Local Marines are asking for volunteers to help distribute the items, Monday through Friday, from 9a to 3 pm. The distribution site is at 9955 Pomerado Road. 790
