INDIANAPOLIS -- Indianapolis police are looking for a woman accused of shoplifting and throwing her own feces at an employee of an east side Menards.According to an incident report filed in the case, IMPD officers were dispatched to a Menards location around noon on Tuesday.Upon arrival, they spoke with the store’s loss prevention officer, who told them he’d spotted a woman take a video camera out of its box and place it into her open personal bag.When the loss prevention officer attempted to stop the woman from leaving the store, she “reached behind her and dug into her pants and pulled out a handful of feces and threw it at him, striking him on his chest.”The loss prevention officer said the woman then ran out of the door.Police said the stolen camera was eventually recovered, and investigators were able to recover surveillance video. But this could be a big waste of time.“Don’t buy something just because it’s on sale,” says Kevin Brasler, the executive editor of the consumer watch dog group Consumer’s Checkbook.Brasler tracked sales and deals at 19 major retailers for nearly a year to find out which companies are telling the truth when advertising their sales.  "Most of these stores offering big ticket items are just offering the same deal they did before and the same deal they offered the next week,” says Brasler of his findings. “It wasn't a special price."  The worst offenders range from big box stores to high-end retailers. And with Black Friday around the corner, Brasler warns consumers to be cautious of those doorbuster deals, especially those early morning sales urging you to get up to get amazing deals on hot items before they go.   "There's for sure no reason to get excited about most of the items they are selling on Black Friday, because we found the sales they are offering then are just about the same as they otherwise are," he says.  Then there are those buy one and get one half-off sales. Brasler says these, too, are often a sham.  "These sales they just call them different sales; it's really rare that they have a super good price that you better grab right then and there otherwise it will go away forever,” Brasler says.  That's because the less expensive item is usually the one that gets the half-off deal. So, in reality, you're really not saving that much at all.Also, beware of going out of business sales.    "You're not offering them a special price; you're offering them the usual price," Brasler says.  Sometimes, the third-party liquidator prices the items higher than the original price. That’s what happened with Toys-R-Us closed.  "Even if it's illegal or not, it's sure dishonest," Brasler says.  Out of the 19 stores Checkbook.org watched, they said Costco and Bed Bath and Beyond were among the most trustworthy, but that's mostly because they rarely have sales. 2271

It allowed projects in Nevada, Arizona, Wisconsin, Texas, Virginia, and Florida to all start ahead of schedule as well.The reduction in traffic didn’t only speed up work timelines, it also increased safety for workers as they could work during daylight hours that typically would have been off limits because of rush hour traffic. It also allowed states to save taxpayers millions in worker payroll.“You would quantify that impact in numbers in the tens of millions of dollars,” said Ney of the Highway 101 project.But as some states sped up their projects, others had to apply the brakes to theirs. The reduction in traffic volume hurt states in the pocket when it comes to gas tax revenue. Starting in March, states started seeing their biggest loss in gas tax revenue in decades as some had to defer billions in repair projects, saying they were short billion in funding.To help, Congress has been working on a transportation bill since road work was left out of the CARES Act, but that still has not passed.As states have reopened their economies, traffic volume has resumed to around 80% of its pre-COVID-19 levels. ISIS claimed responsibility for a deadly attack on a Shiite militia group near the Iraqi city of Hawija over the weekend, an ambush that left more than two dozen slain.It was the deadliest attack against Iraq's Shiite-led Popular Mobilization Units since the country's forces wrested Hawija from the terror group in October.At least 27 PMU fighters died in the Sunday night assault, southwest of Kirkuk, according to a statement released by the group on Monday.Dozens of ISIS militants attacked several PMU military checkpoints on a highway near the town of Hawija, security officials in Kirkuk said.The PMU, an independent military force of about 110,000 fighters, has been at the forefront of the fight against ISIS in Iraq. The group said it plans to "respond with determination to end the presence of ISIS criminal organization completely in the country."Iraqi Prime Minister Haider al-Abadi ordered the punishment of the perpetrators and said the attack was carried out by "sleeper cells and terrorist pockets." His comments were made in a statement released by his office on Monday.The Baghdad government in December declared victory over the terror group, announcing the end of three years of battles across the country. But a group of doctors is pushing back, saying it's part of the solution not part of the problem. They may be color coded, but for Catherine Nieves, the liquid she's pouring in her cups are more than trendy new drinks. She says what's inside them, changed her life."I was homeless and a drug addict who lost custody of my oldest child," Nieves says.Nieves owns a store and prepares drinks made with Kratom, a coffee-like herb. After a C-section a few years back, she started taking Kratom for pain, instead of the addictive opioid Percocet her doctor prescribed."It made the pain just as manageable," Nieves says. "But it was healthier for me mentally just to not get back in the habit with pills when it was something that I was already very sensitive to.But the FDA describes Kratom differently, calling it dangerously addictive, and similar to narcotics like opioids with respect to addiction and death."Yes they interact similar with opioid receptors in the body but the effects are very different," says Oliver Grundmann Ph.D. with the University of Florida.Dr. Grundmann is one of several doctors publicly rejecting the FDA's position on Kratom. He says it doesn't impact breathing the way opioids do, so that lessens the chance of an overdose. And he says the FDA is wrong to link it to 44 deaths in the last decade."So we are not saying that Kratom doesn't have potential adverse effects," Dr. Grundmann says. "But is it positively linked to these deaths? We don't think so."Grundmann believes it should be regulated by the FDA but not as a narcotic."What is at the heart of all of this is we want to consumers to be protected and we want them to have quality products," Grundmann."I have children I have a great life that I've made for myself it's just entirely too much to possibly jeopardize," Nieves says.Nieves wants people who are in her situation to see a safer way out.Nieves says, "It seems like a bottomless hole, addiction. But there is so much hope and Kratom gives people hope." 2147
