Over the last week, Arizona's explosion in coronavirus cases has made it the No. 1 global pandemic hot spot.According to the New York Times, Arizona topped the list of states and countries with a high rate of virus spread than any other state or country.The newspaper's research, which ranks countries and states with the most new confirmed coronavirus cases over the past week -- adjusted for population -- lists Arizona No. 1, with about 3,300 cases per 1 million in population. Brazil has done 1,435.Arizona has been working hard to increase testing, with more on the way.Daily Testing - In fact, Brazil is currently testing 0.025 per 100k people per day. By contrast, yesterday, Arizona reported 12,212 tests (and this was far from our highest day in the past week) which works out to 167 tests per 100K on that one day alone.Positivity rate – both Brazil (33%) and Peru (39.9%) have a higher positivity rate than Arizona. This, in combination with their much lower testing, suggests the outbreaks in these places are much larger than is being reported. POINT LOMA, Calif. (KGTV) — Some residents in Point Loma are frustrated that they are being forced to remove their family-owned docks off Shelter Island. The mandate is part of the Port of San Diego's new Port Master Plan. Cameron Driscoll Lilley says her family's dock near Scott St and Bessemer Street is more than just an heirloom, it's significant piece of history in the community."This dock was put in by my great grandfather in 1943, and it was completed in 1944," Lilley said. Since then, her family has shared their dock with the public from sunrise to sunset. The deepest end portion of the pier is locked for safety reasons. She said this is an expensive endeavor but well worth the smiles it provides to visitors. "The insurance, maintenance, the upkeep, and the liability that we are exposed to. But it's worth it because it provides an opportunity for people in this community and beyond to interact with the waterfront in a way that they wouldn't get to do," Lilley said. Lilley said there are people from all over San Diego who enjoy walking on their dock to watch the fish and stingrays swim under their feet. But the Port of San Diego says their dock is not technically docked on their residential land, and because of that, it must come down. "They want to tear out a piece of our historical landscape," Lilley said. According to the California Coastal Commission rules, it cannot allow residential uses on land the agency governs. Lilley's only other choice is to make the dock available for the public 24/7. But she sees that as a safety hazard."The most tragic thing would be if somebody was out on the end and fell and or drowned or got hurt in a boating accident off of the pier," Lilley said.The Master Plan has no mention of hiring lifeguards if it becomes public."I think they are driving an agenda of tourism and revenue and of course San Diego needs that. But I am disappointed that the Port Master Plan hasn't prioritized the residents of this neighborhood," Lilley said. The Port of San Diego is welcoming all comments at their next Community Discussion. PALA MESA, CA (KGTV) -- 10News is now digging deeper in the history of violations issued to the company that operated the bus that was involved in this rainy Saturday's deadly crash on I-15 just south of Pala Mesa. “One life lost is too many,” says Chris Turner with the Commercial Vehicle Safety Alliance. We spoke to him over FaceTime on Monday. The bus was operated by Executive Lines Inc., based in El Monte. According to the federal administration that oversees bus inspections, the company's fleet has had no crashes over the past two years, until now. However, they have had 26 maintenance violations, reportedly. After a November 2019 inspection, the same bus that was involved in this weekend's crash was reportedly issued two violations related to windshield wipers and spare fuses. Turner says violations like those should’ve been fixed right away. “Those need to be remedied before the vehicle is dispatched again,” he adds.10News spoke to attorney Nathan Morris about a separate major bus crash that happened last September in Utah, injuring 22 tourists. He's representing seven of the victims. “[I’m representing] three of those who were killed in the crash and their families as well as four others who were injured to various degrees,” he adds.Morris says bus passengers can look online for a snapshot of a company's safety. “They have a right as passengers of that bus to make sure that the driver and the companies and anybody else are held accountable for keeping the rules,” he says.“You enter the company's USDOT number and it will tell you whether or not they’re a safe company,” says Turner of researching bus companies online. A USDOT number is issued by the Department of Transportation. If you can’t find it on a company’s website, Turner says you can make a phone call. He adds, “One of the things they should readily give you when asked is the USDOT number and if not, that's immediately a red flag. Paul Manafort and Rick Gates' case has added a new criminal charge or charges as of Wednesday, though whether the action is additional grand-jury approved indictments or indicates a coming a plea agreement remains a mystery.A record-keeping book in the federal courthouse in Washington included a new sealed filing in Manafort and Gates' case, which was opened in late October when the former Trump campaign advisers pleaded not guilty to money laundering and failure to properly disclose their foreign lobbying work. The filing contained no additional information.The filing could indicate additional indictments in the case, or it could be a type of charge called a criminal information, which would indicate an agreement between prosecutors and a defendant.Prosecutors on Manafort's case said on Friday they found evidence of bank fraud and related conspiracies, for which Manafort had not been charged.CNN has also reported that Gates has spoken to prosecutors about his case and has been negotiating a plea deal for more than a month. It's still unclear this week whether he is closer to finalizing an agreement.
