SAN DIEGO (KGTV) - A Spirit Airlines flight leaving San Diego's airport was stopped on the runway Thursday when the plane had a hydraulic fluid leak at Lindbergh Field.The incident happened just after 9 a.m., according to the San Diego Fire Department. No smoke made its way into the cabin and no fire was reported. Crews towed the aircraft back to its terminal.No injuries were reported. Spirit Airlines spokesman Stephen Schuler issued a statement just after noon which reads, "Spirit Airlines flight 359 from San Diego to Las Vegas returned to the gate following a reported mechanical issue. The captain of another aircraft in line for takeoff reported smoke from the rear landing gear and fire officials responded accordingly. The aircraft was towed to the gate, where our mechanics and FAA inspectors discovered it was nothing more than condensation. The plane is scheduled to take off shortly.  We apologize for any inconvenience to our guests."  995

SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) - A special ceremony was held at Naval Hospital Camp Pendleton on Friday, honoring missing in action (MIA) service members and prisoners of war (POA). Loved ones, veterans, and active duty service members gathered at the base, participating in a moment of silence and watching as a wreath was laid in honor of the missing. "I had a father-in-law, Ernesto Castillo, captured by the Japanese in 1942," said Vicki Miller, who works at the Naval Hospital.For 26 years Miller made it her mission to honor service members like her father-in-law, organizing the ceremony each year on National POW/MIA Recognition Day."They were very cruel, they took out his teeth, pulled his fingernails and toenails out, starved him, made him walk that 76-mile walk on Baaton Death March," said Miller. Miller says while her father-in-law survived, he lived the rest of his life with guilt. She adds that families still waiting for answers endure another type of torture. SAN DIEGO (KGTV) -- A San Diego man was arrested Saturday after allegedly assaulting an elderly woman at a Central Coast beach parking lot in San Luis Obispo, law officials said.Morro Bay Police Officers responded to a disturbance call at around 1 p.m. at the Morro Rock parking lot on Coleman Drive, authorities said.Witnesses told officers that the suspect assaulted an elderly woman and knocked her to the ground. Numerous people witnessed the attack and went to help the victim, according to police.Officials said the woman was treated by first responders for moderate injuries.In a press release, officials said Brian Robert Sprinkle, 39, of La Jolla, "was participating in a surf competition when he exited the water and assaulted the woman without provocation."Sprinkle was booked in the San Luis Obispo County Jail on felony charges of elder abuse and battery, according to Morro Bay police.Officers also found a firearm with Sprinkle's property and seized it.It is believed the suspect was under the influence of marijuana and hallucinogenic drugs, police said in a statement.Anyone with information regarding this incident is asked to contact the Morro Bay Police Department (805) 772-6225.While police say Sprinkle was taking part in the Big, Bad and Ugly surf competition, surf contest organizers tell KSBY News he was not registered with the contest and is not affiliated with any of the surf clubs that participated.ABC 10News affiliate KSBY News contributed to this report. 1497

SAN DIEGO (KGTV) -- A two-car collision killed at least one person in San Ysidro early Friday morning.According to the California Highway Patrol, the crash happened around 5:15 a.m. when a red car got off state Route 905 at the Caliente Avenue exit, then hit a sign before crashing into a black SUV.The SUV spun around and landed in a nearby ditch. That driver was taken to the hospital with unknown injuries. The driver of the red vehicle died at the scene.The cause of the crash is unclear. Caliente Avenue was closed for a few hours while CHP investigated. 567
