SAN DIEGO (KGTV) -- There are increasing calls for more police oversight. In San Diego, a proposed measure would create a new independent body to investigate alleged misconduct. Both San Diego Mayor Kevin Faulconer and District Attorney Summer Stephan have pledged support for a new body to hold police accountable.Maresa Talbert with San Diegans for Justice said they welcome the support, but there is still some skepticism.“It seems very reactionary after all of this pressure that now they come out and support. This ballot measure is not a new thing. This has been proposed since 2012,” Talbert said.There is currently a Citizens Review Board on Police Practices, but Talbert said it is far from independent. “Their legal council is the city attorney, who represents both the Police Officers Association and the CRB so it represents a true conflict of interest,” Talbert said. The new proposed commission would have the ability to investigate cases. It would also have independent lawyers and subpoena power. The head of the San Diego POA said the support a measure on the ballot to let the people decide what is best for police oversight. “I think if people go into things with an investigative mind trying to find the truth, I think that any of these things can be very effective,” said POA President Jack Schaeffer. Talbert said even if passed, the city council still has to write an ordinance and some of the language could change. That is something she would not agree with.“We know that this is a true well-rounded, a true balance, and a truly comprehensive model,” Talbert said. 1598

SAN DIEGO (KGTV) — The San Diego Blood Bank will test all blood donations for SARS-CoV-2 antibodies from now through the end of July.The blood bank says it will use those test results to help identify people who can donate convalescent plasma. Donors who test positive for antibodies will be able to donate COVID-19 convalescent plasma the next time they donate.The plasma can then be used to treat coronavirus patients.The test will be able to detect if a person's immune system has developed COVID-19 antibodies, whether or not the person showed symptoms. It will not detect if a person has an active infection or recent exposure to someone who is infected.To donate, donors must be at least 17-years-old, weigh 114 pounds, and be in overall good health. The blood bank says the test is authorized by the Food and Drug Administration for emergency use. All reactive and nonreactive results will be reported to the California Department of Public Health. This month, they take place Oct. 24 - 31. It was the first two-story brick edifice in San Diego and built using bricks made in Whaley's brickyard.The house operated as one of the first stores in the Old Town area and at one time was Whaley's home, a courtroom, a general store, and a theater simultaneously.While the store served the community in multiple ways during the 1800s, it seems its residents of one of the most haunted homes in America have stayed behind to watch over the grounds.During tours, museum guides will explore the stories of Whaley; his wife, Anna; their children, Violet and Tommie; and "Yankee" Jim Robinson — all of whom are believed to still be at the home in some form."Yankee Jim" was hanged on the grounds in 1852. Guests have reported heavy footsteps and windows being unlatched and opened — even Whaley himself. Others reported seeing Whaley on the home's upper landing, and a full apparition of Anna in the downstairs rooms or garden.Tickets for Halloween tours are for adults and for children, seniors, and military members. SAN DIEGO (KGTV) — This weekend women transitioning out of the military will have the opportunity to bring home an entirely new wardrobe.The event is called Operation Dress Code and features thousands of items, including clothing, purses, and accessories.“Sometimes transition can take a lifetime," said volunteer RanDee McLain, with Mental Health Systems.GOOD NEWS: Officers around San Diego take part in 'Cop on a Rooftop' at Dunkin' stores“The transition has been the hardest for me, I don’t think anybody talks about the emotional side when you separate, " said Timika Saldana, who's transitioning from the Coast Guard. SAN DIEGO (KGTV) – The San Diego Humane Society is asking for the public’s help in finding the person responsible for seriously injuring a little dog.On Aug. 5, at around 5:30 p.m., a passerby found a severely injured Chihuahua in an alley near 339 S. 39th Street in San Diego’s Mountain View area.Humane Society officials said the one-year-old dog is in critical but stable condition “with a guarded prognosis” and is being cared for at the Humane Society’s Pilar & Chuck Bahde Center for Shelter Medicine.Details on the dog's injuries were not released.San Diego Humane Society Humane Law Enforcement Chief Bill Ganley said, “We are hoping someone might recognize this dog and can help us find the person who did this. This is a helpless animal who did not stand a chance against the person who decided to hurt him.
