SAN DIEGO (KGTV) -- San Diego County leaders announced Tuesday that churches will be allowed to reopen Wednesday if they have a plan posted and follow newly-released state guidelines. The county said San Diego County's Public Health Officer does not have to approve the plans. "We know that practicing and sharing your faith is important, but we want to make sure we keep everyone safe," said Greg Cox, San Diego County Supervisor.The news follows a state announcement Monday that churches will be allowed to reopen with certain restrictions. "I could probably come back with a 30 to 50 percent capacity."After being denied in federal court and the 9th Circuit Court of Appeals, Hodges is taking his fight to the Supreme Court, for one main reason."We've got to prevent this from happening in the future," he said. "We need those limits established now that government is not encroaching on our religious rights."His church plans to resume in-person service on Sunday."We are not putting any pressure on anyone to come to church until they want to come, ready to come, comfortable in coming," he explained.Churches will be allowed to reopen beginning midnight Wednesday, according to the county. This could include limiting speeches, asking congregants/visitors to put on garments at home before arrival, etc.Close places of worship for visitation outside of scheduled services, meetings, etc., whenever possible.Discontinue large gatherings that encourage congregants/visitors to travel and break physical distances during activities, such as concerts, large holiday and life event celebrations and remembrances.Close children's play areas and discontinue activities and services for children where physical distancing of at least 6 feet cannot be maintained.Prop or hold doors open during peak periods when congregants/visitors are entering and exiting facilities, if possible and in accordance with security and safety protocols.Close or restrict common areas, such as break rooms, kitchenettes, foyers, etc. where people are likely to congregate and interact.Reconfigure podiums and speaker areas, office spaces, meeting rooms, conference rooms, etc., to allow for at least 6 feet between people.Face coverings are strongly recommended at all times for congregants/visitors and staff.Establish directional hallways and passageways for foot traffic, if possible, and designate separate routes for entry and exit into meeting rooms, offices, etc., to help maintain physical distancing and lessen the instances of people closely passing each other.Close self-service item selection such as pamphlet displays and bookshelves and provide these items to congregants/visitors individually as necessary.Consider limiting the number of people that use the restroom at one time to allow for physical distancing.Discourage staff, congregants, visitors, etc., from engaging in handshakes, hugs, and similar greetings that break physical distance.Reconfigure parking lots to limit congregation points and ensure proper separation (e.g., closing every other space).Discontinue offering self-service food and beverages. Do not hold potlucks or similar family-style eating and drinking events that increase the risk of cross contamination.Strongly consider discontinuing singing, group recitation, and other practices and performances where there is increased likelihood for transmission from contaminated exhaled droplets.Consider modifying practices that are specific to particular faith traditions that might encourage the spread of COVID-19. SAN DIEGO (KGTV) — San Diego County's economy is estimated to lose about .4 billion this year due to the pandemic.The new estimates according to SANDAG say the region saw about .8 billion in estimated wages in the first six months of the pandemic. About 176,000 workers were left unemployed because of COVID-19.Of those who lost their job, one in five female employees who lost their job worked in the education sector, and two in three workers ages 16 to 24 who list their jobs were in the tourism sector.About 50% of Hispanic workers who have lost their job worked in the tourism sector, as well. The tourism sector has been hit especially hard by pandemic-related closures, with many of San Diego's hotels and attractions closed much of the summer.But tourism is just one of the industries suffering during the pandemic. SANDAG says about 80% of job loss due to COVID-19 was either in the tourism, retail, or education industries.Ray Major, Chief Economist for SANDAG, said people from neighboring cities are still coming to the area for short trips, but the loss of large conventions and weddings is the aspect of tourism that has the most detrimental impact."You have people flying in from all over the world to go to conventions and they spend a lot of money here in the region at our local restaurants, at our local attractions and that has almost completely dried up," said Major.Major added that even when the economy does recover, conventions may never look the same."The technology is such that it has enabled these conventions to go virtual and they’re doing a pretty good job. So now you really have to question is a business going to undertake the expense of sending their people across the country," said Major.Before COVID-19, SANDAG estimated the region's economy to grow about 2% higher than 2019's Gross Regional Product. Now, the agency estimates the economy to contract about 4.7%, or .4 billion.SANDAG estimated that the economy may grow by about 4.2% in 2021, which could bring the economy back up to 2019 levels. SAN DIEGO (KGTV) - Safe Walkways, a group of San Diegans concerned over the misuse of motorized scooters, submitted proposals to the Mayor Kevin Faulconer's office Tuesday.They’re asking for stricter enforcement when it comes to use of motorized scoots on sidewalks and walkways.“It’s dangerous for the people who ride them,” said Dr. Jonathan Freeman, who submitted the proposals. “The riders try to avoid riding on the road, so they ride on sidewalks and walkways like this, and they put pedestrians in danger.”Safe Walkways has launched its NOW campaign, which stands for “Not On Walkways”. The group is asking the city to require companies that own the scooters, and the riders to obey laws or face penalties.They want companies to require scooter users to provide an image of a unique valid driver license to open a user account.They say if terms aren’t met, they want the city to make sure the company loses its rights to operate in San Diego.Freeman said walkers and people with disabilities have been greatly affected by the use of scooters on sidewalks and other walkways.Right now, police can ticket people who ride scooters in banned areas, like sidewalks, but Freeman said that hasn’t stopped many people from doing it.Other San Diegans say the scooters have helped tremendously when it comes to getting around town efficiently.It’s unclear if the city will enforce new rules in response to the proposal.Below is the list of proposals sent to the Mayor’s office by the group.THE SAFE WALKWAYS PROPOSALS FOR TERMS TO BE INCLUDED IN THE CITY’S PROPOSED REVOCABLE PERMITTING AGREEMENT GOVERNING MOTORIZED SCOOTER RENTAL COMPANIES SUBMITTED TO THE MAYOR OF SAN DIEGO ON JANUARY 2ND. 2019.The Mayor proposes that rental motorized vehicle companies sign a revocable permitting agreement setting out terms to be met. ?
