A bipartisan group of mayors urged congressional leaders on Friday to provide funding for local and municipal governments that have struggled amid the coronavirus pandemic.The letters was signed on behalf of the U.S. Conference of Mayors. The letter was co-signed by Democratic mayors Greg Fischer of Louisville, Kentucky, and Nan Whaley of Dayton, Ohio, and Republican Mayor Francis Suarez of Miami.“We strongly encourage Republicans and Democrats to come to an agreement on a COVID-19 relief package that will contain the onslaught of the pandemic and promote our economic recovery,” the letter read in part. “We implore our leaders: Do not give up. Do not accept failure. Come together to meet the needs of our citizens and enable a safe economic recovery."As a direct result of the pandemic, our budgets have been hit hard and revenue shortfalls threaten our ability to meet essential needs. Jobs have been lost and critical services are being cut.”In the spring, the House passed a bill that included nearly trillion in funding for states and local governments, as many states and towns prepared to make massive and unprecedented cuts to local services such as police, fire and schools. Trump has in the past expressed opposition to bailing out state and local governments on the verge of financial ruin due to a lack of tax revenue.House Democrats, Senate Republicans and the White House have remained far apart on a broader stimulus package. Democrats have made funding of local governments a top priority for a spending bill while Republicans say they want a more focused stimulus package. 1608

A Baltimore restaurant issued an apology after video showed a Black woman and her son being denied service because of the boy’s clothes, despite the video showing a white child being served while dressed a similar way. The videos and images posted by Marcia Grant show herself and her son being refused to be seated at Ouzo Bay, with a manager explaining it was because the boy was wearing athletic shorts and sneakers. A white boy who had been served was wearing a similar outfit, Grant pointed out. The unidentified manager told Grant the shorts weren't the same. "You tell me there is no athletic wear. That little boy out there had on athletic tennis shoes and shirt. So why does he get to wear athletic wear and not my son?" Grant can be heard asking in the video. (WNEP/CNN) -- A Pennsylvania mother and a father are charged with endangering the welfare of their two children in Lackawanna County.Investigators say the two children were knowingly left alone in the town of Dunmore for nearly three days while the mother was in Florida.Nicole Sciortino, 30, and Vincent Licciardello, 30, were both arraigned Monday morning on those neglect charges.Sciortino told police that she didn't realize it was against the law to leave her two children home alone unsupervised for an extended period of time and added that she, "didn't think it was really that bad."According to court papers, on Wednesday, March 7, Dunmore police responded to the home on Monroe Avenue after receiving a report of children who had been left alone for weeks.When officers arrived, they found a 10 year old and an 11 year old home by themselves. Police say the place was in deplorable condition, with food, boxes, pills, and other trash on the floor. The thermostat read 58 degrees.Police were able to contact the mother of the two children, Nicole Sciortino. She first told them she wasn't far away, but later admitted to police that she was in Florida. She told investigators that the children's father, Vincent Licciardello, who lives elsewhere, was watching the kids.During the investigation, police found that on Monday, March 5, Licciardello dropped the kids off at their mother's house early in the morning. Over the next three days, while their mother was in Florida, he would occasionally stop by to drop food off for the unsupervised children.WNEP-TV spoke with a few people who work in the area, who were floored to hear about the accusations.At the time of the investigation, police say one child had missed 16 days of school, while the other had missed 26 days since the start of the school year."That hurts. I'm a mom of five kids. I couldn't imagine leaving my kids for 10 minutes without an adult supervisor," said Tamra Murphy. "Who's feeding them? Who's washing their clothes? Who's making sure their homework is done? That upsets me beyond it. That hurts me.""That's insane to me," said Kaylia Riley. "I mean, at the end of the day, I couldn't even leave my dogs for three days by themselves, let alone children, especially small children. It's just mind-blowing."Sciortino and Licciardello were both charged Monday with endangering the welfare of children. (KGTV) - When it comes to lifting up someone in need and changing lives, it only takes one person to make a difference. Owning a busy auto repair shop in Vista isn’t enough for TJ Crossman. Life hasn’t always been easy for him as a cancer survivor, widower and single dad. Four years ago, Crossman discovered ‘Wheels to Prosper’, a nationwide collective of independently owned auto shops that fix up cars and give them away to people in need. Crossman put out the word on social media and applications came pouring in. “I’ve heard about people with cancer, elderly, homeless and want to live in the car,” Crossman said. Applications came pouring in. “It catches on; it’s infectious,” said Crossman. Last year a car was awarded to 19-year-old Matthew Haynes, a heart transplant recipient who spent months in the hospital. “When I learned i won, it was overwhelming. It was great,” said Haynes. “I loved the stereo, the trunk, the seats; I love the whole car.” Two years ago the Tapia family was selected. Their daughter has a rare genetic disorder and needs to be driven to Rady Children’s Hospital on a regular basis. The family car had broken down and ignited on the side of the road. “When we were blessed with this it was an amazing feeling. I know I broke down and cried,” said Michelle Tapia. Haynes and Tapia are grateful to Crossman, who they describe as thoughtful and caring. “It’s just a blessing that a guy like him is around to give reassurance to those who have lost hope,” said Haynes. 1507

  

A 12-year-old Chinese girl who went missing from a tour group at an airport outside Washington D.C. — sparking an investigation into a possible kidnapping — was located Friday in the New York City borough of Queens, safe and in the custody of her parents, the Metro Washington Airport Authority Police said.---EARLIER STORY: A search is underway for a 12-year-old girl who was allegedly abducted from Ronald Reagan Washington National Airport in Arlington, Virginia, while visiting the United States from China.An Amber Alert has been issued for Ma Jingjing, who was reported missing from her tour group on Thursday morning. Authorities are looking into whether Jingjing knew the couple with whom she left.Jingjing, who is 4 feet, 11 inches tall and weighs 90 pounds, was last seen with her tour group at about 8:15 a.m. on Thursday.She is believed to have left the airport "without force" with an unknown woman, Metropolitan Washington Airports Authority Police Chief David Huchler said late Thursday. Jingjing was in possession of her passport at the time.Airport surveillance video shows the woman helping the girl put on some clothing, and when they left together, the 12-year-old was wearing a white T-shirt, blue jeans and a black jacket.Huchler said Jingjing and the woman got into a white, late-model Infinity QX60 with unknown New York tags. The vehicle was being driven by an unknown man. The woman is described as 5 feet, 2 inches to 5 feet, 5 inches tall, weighing about 130 pounds and with dark hair.Huchler said at a news conference Friday that authorities are investigating whether Jingjing and the woman know each other."The child appears to have left without any force," Huchler said. "She entered the vehicle without any force but that does not release any of our concerns."Authorities also are looking into whether Jingjing had previous contact with the man and woman. Huchler said the girl was approached by two individuals as her tour group visited the World Trade Center in New York. The extent of that contact is unclear."It appears there was some familiarity, but I don't know if it was a cordial exchange and that is something that we are trying to verify at this time," Huchler said.It also is unclear if the individuals from the airport are the same as the couple in New York, but it appears that they are "connected," Huchler said.Jingjing had been traveling in the United States since July 26 with a group that was visiting schools and sightseeing, Huchler said. The group was en route to California after visiting New York. Sometime after arriving at Reagan Airport, Jingjing became separated from the group, Huchler said.
