SAN DIEGO (KGTV) - As the country celebrates the 50th anniversary of the Apollo 11 moon landing, people in San Diego are looking back at how companies in this city helped NASA achieve the historic flight.You could argue that, if not for San Diego, the moon landing would never have gotten off the ground, or landed safely on the moon.Ryan Aeronautical Company built the lunar radar system that helped guide the lunar lander as it touched down on the moon's surface.General Dynamics built the Atlas Rockets that took some of the flights into outer-space."They didn't take them all the way up to the moon with the Atlas, but they helped set the stage to move forward to doing it," says San Diego Air and Space Museum Marketing Director David Neville.The museum has an Atlas Rocket on display at Gillespie Field, towering above the skyline. It also has the Apollo 9 capsule at Balboa Park.One of the docents at the museum worked on the antennaes that helped the capsules stay in constant contact with mission control."I can bring people over here and point to it and say that's what I did," says Ronald Pitcher, who volunteers at the museum and was an engineer working on the Mercury capusule, the Gemini and the Apollo spacecrafts. "It's a proud moment to be able to do that."Pitcher says he feels privileged to have played a small role in landing a man on the moon. He wishes the US had sent more people up."There's no question in my mind that we should go back," he says. "We should have done it when we had the technology and the poeple and experience and facilities in place."Saturday night, on the 50th anniversary of the landing, the Air and Space Museum will host a party to celebrate. SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. He said they will absolutely bring in biologists, environmental scientists and archeologists before lighting prescribed burns."The good news is the governor is engaged in this issue I think the issue of how we deal with some of the impacts of climate change; this is just the beginning of a very long conversation," Phillips said. 2128

SAN DIEGO (KGTV) — City Council members will consider two proposals to develop vacant city-owned properties into permanent housing for homeless veterans, seniors, and youth and young adults.The two proposals, conditionally awarded development bids by the city, will also provide on-site supportive services. One proposal by Community Housing Works’ includes building 26 units for chronically homeless youth and young adults on a .336-acre site at the former Serra Mesa Library. That proposal includes on-site case management by YMCA Youth and Family Services. Ideally, the development would open in August 2023.The second proposal by San Diego Community Housing Corporation would turn the 1.42-acre Scripps Ranch Park and Ride site into 60 units for veterans and seniors. San Diego Program of All-Inclusive Care for the Elderly would provide on-site services. That proposal aims to open in January 2024."After a comprehensive review, we determined that both organizations submitted well-qualified and responsive proposals," said Deputy Chief Operating Officer Erik Caldwell. "Now, we will work on presenting both proposals to the City Council, so construction on these vital permanent housing projects can commence as soon as possible."The two proposals are in addition to two recent hotel purchases by the city to help homeless individuals transition into permanent housing. Last year, Mayor Kevin Faulconer announced that eight city properties would be offered up to develop into permanent supportive housing as well.In 2019, San Diego's Community Action Plan on Homelessness identified the need to increase permanent supportive housing by 2,659 units within the next 10 years, with 60% of those units developed within the first four years.A date hasn't been announced as to when the council will consider the two latest proposals. 1841

SAN DIEGO (KGTV) — Coaster service through San Diego County will be unavailable for two weekends this month.To give crews time to complete infrastructure improvements along the rail corridor, North County Transit District announced Coaster service from Oct. 19-20 and 26-27 would be shut down.On Fridays before the closures, southbound Amtrak R2R trains A792 and A796 will make their trips to Santa Fe Depot, but Amtrak train A590 will stop at Oceanside Transit Center.During the service shut down, Amtrak Pacific Surfliner and Metrolink will not provide service to Oceanside Transit Center. Trips on connecting buses will need an Amtrak reservation. Amtrak bus services will also need an Amtrak reservation. Rail 2 Rail passes are not eligible.Bus service connecting Coaster stations will not be available, but some passengers may have BREEZE Route 101 or MTS connections available.While no passenger rail service will operate on the corridor during these times, other vehicles and equipment will be in use. Pedestrians and drivers should still look out for equipment in the area.Service will resume on the Mondays after the closures but may experience delays up to 15 minutes. 1186
