We will be temporarily closing numerous streets to allow the march to continue," police said on Twitter. "The group is still North on 6th Ave at Balboa Park. Traffic in Hillcrest will be impacted shortly. Motorists, please be patient and expect delays," the department added. "I've been racially profiled four times throughout my life," said the protest's organizer, Charles Brown. "I want discussions, I want conversations, this cannot continue to happen."Brown decided to plan the protest Tuesday.The protest ended before 2 p.m. in front of the pride flag in Hillcrest. "It symbolizes so much, it's very welcoming of anyone that wants to be accepted and I just thought that would be the perfect way to resolve today's event."Brown said he was happy to see the protest remaining peaceful, but was left slightly disappointment by one thing."I was hoping that some of the civic leaders would have shown up today," he said. No suspect description at this time.SAN DIEGO (KGTV) - San Diego police are looking for clues after a man that was found injured on a sidewalk in the Bay Terraces neighborhood died early Friday morning.Police and firefighters responded around 12:40 a.m. to a report of a person down in the 2300 block of Spring Oak Way, between Bell Middle and Zamorano Elementary schools.Emergency crews arrived in the area and found the man suffering from traumatic injuries to his upper body, San Diego police Lt. Anthony Dupree said.The man was pronounced dead at the scene, Dupree said.The victim was described as a Hispanic male in his twenties. A skateboard was found at the scene. It's unclear if the man was a resident of the area. No further information was available at this time.Homicide investigators are now working the scene. Two of the highest profile races in the country -- both in Florida -- are likely headed to a recount soon.Sen. Bill Nelson's re-election bid is likely headed to a hand recount given that the incumbent Democrat now trails Florida Gov. Rick Scott by 17,000 votes, within the .25% margin required for a hand recount. Nelson's campaign aides believe he will emerge victorious once all the ballots are counted.And on the governor's side, Democrat Andrew Gillum -- after conceding the race on Tuesday evening -- has grown more supportive of a recount of late, in part because his deficit to Republican Ron DeSantis is down to 38,000 votes, within the .5% needed for a machine recount.Campaign aides, though, remain clear-eyed about the long odds that Gillum can make up that deficit.Recounts, which have not officially been authorized in either race, put the outcome of two of the most closely watched races of 2018 on hold, with Democrats hoping for a miracle that could get both Gillum, a candidate who garnered considerable attention in his campaign against DeSantis, and Nelson, an incumbent who Democrats had thought would win his seat going into Tuesday night, over the finish line with a win."On Tuesday night, the Gillum for Governor campaign operated with the best information available about the number of outstanding ballots left to count. Since that time, it has become clear there are many more uncounted ballots than was originally reported," Gillum's communications director Johanna Cervone said in a statement. The hand recount would only occur if there are enough overvotes, undervotes and provisional ballots left to change the outcome.While he was down 57,000 ballots on election night, that total has ticked down to 17,000 votes on Thursday."It's a jump ball," Elias said. "But I firmly believe that at the end of this process, Nelson will prevail."He added: "We're doing this not just because it's automatic, but we're doing it to win. A significant number of ballots have not yet been counted and, because of the size of Florida, we believe the results of the election are unknown and require a recount."Elias said he and his team are keeping an eye on provisional ballots counted statewide, which he argued tend to favor Democrats, and votes in Broward and Palm Beach counties.The center of Democratic voting concerns are in Broward County, the second most populous county in Florida, where lawyers believe there is an issue with how voters were calculated for Nelson. UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P. Ron Deimling says the company sets itself apart by giving back to the community, having good environmental habits, and investing locally."We provide jobs, we provide training," he said. "We really also want people to grow and learn so if they don't want to stay in the carwash business that's fine, but hopefully take those skills of leadership and working with customers somewhere else."The council meets at 4:30 p.m. Wednesday.   1939
