It would have softened a legal standard that generally holds them entirely responsible for the costs of fires triggered by their power lines or other infrastructure.Current California law holds utilities responsible for damage from fires ignited by their equipment even if they have followed safety rules.Those who want to change the law fear utilities could go bankrupt or significantly raise prices for California residents as climate change makes wildfires even more severe.Lawmakers raised concerns about Brown's plan at an Aug. 9 hearing on the proposal. They said it would give utility companies too much protection without ensuring they safely maintain equipment.The issue was raised last fall when Pacific Gas and Electric Co. launched a lobbying campaign with other big utility companies to change the system.It's unlikely they'll drop their fight but they will lose a key ally in Brown, whose term ends in January. 1574

He was the youngest public official in state history when he was elected at age 17 to the Pittsburg school board. He later served on the Pittsburg City Council and Contra Costa County Board of Supervisors before winning three terms in the state Assembly as Democrat in 2000.He opened a campaign account for a county judge seat in 2011 but ultimately did not run. He was appointed clerk-recorder in 2013 and won election to the office twice.An investigation by the commission’s enforcement staff found that Canciamilla repeatedly mixed campaign contributions with his personal funds starting in 2011. ROCHESTER, N.Y. (AP) — Police in Rochester, New York, say two people died and 14 others were wounded by gunfire at a backyard party early Saturday. Acting Police Chief Mark Simmons says a man and woman in their late teens or early 20s died. The others wounded have injuries not considered to be life-threatening. The shooting comes as the city in Western New York has been rocked by the suffocation death of Daniel Prude. Prude's March death has led to protests this month and upheaval in the city's police department. The acting police chief says no suspect is in custody. 581

Robert Grays was having the game of his life on Saturday as his Midwestern State University squad was beating Texas A&M-Kingsville 35-13. The 19-year-old sophomore had matched a career-high with seven tackles, with his team about to improve to 2-0 on the season. Saturday ended up being Grays' final game.  With 3:24 remaining in the fourth quarter, Grays went in for a tackle, severely injuring his neck. After being transported to Houston for treatment, Grays died on Tuesday from the injury. Grays was the squad's starting cornerback, and also played on special teams. Grays was a graduate of Fort Bend L.V. Hightower High School in Missouri City, Texas."We are saddened by the loss of Robert Grays, one of our own. This is not an easy time for anyone associated with the football program," MSU coach Bill Maskill said. "He was a tremendous individual. I really believe he might have been the most popular man on our team."He always had a smile on his face. I never saw him have a bad day. He was an uplifting spirit for all of us. He was an exciting, fun loving guy. He's going to be sorely missed. Somehow, someway we'll find a way to fight through it. Robert would want us to forge ahead."Saturday marked a deadly day in college football.
